【摘要】：近年來(lái),經(jīng)濟(jì)的快速發(fā)展造成了生態(tài)環(huán)境的嚴(yán)重惡化,生態(tài)環(huán)境問(wèn)題受到世界各國(guó)的廣泛關(guān)注。生態(tài)文明建設(shè)是立足于當(dāng)今社會(huì)發(fā)展造成的資源環(huán)境損失過(guò)大的現(xiàn)實(shí),以科學(xué)發(fā)展觀為指導(dǎo)提出的新要求。十七大報(bào)告第一次將生態(tài)文明建設(shè)納入到全面建設(shè)小康社會(huì)的目標(biāo)要求。在十八屆三中全會(huì)上,提出建立系統(tǒng)完整的生態(tài)文明制度體系,用制度保護(hù)生態(tài)環(huán)境。對(duì)皖北地區(qū)生態(tài)文明建設(shè)的制度路徑研究意義重大,從理論上論證了制度與生態(tài)文明的內(nèi)在聯(lián)系,在實(shí)踐上為皖北地區(qū)的生態(tài)文明建設(shè)提供一種新的思路。 本文從生態(tài)文明制度建設(shè)的基本理論出發(fā),論述制度與生態(tài)環(huán)境之間的互動(dòng)關(guān)系以及制度建設(shè)對(duì)生態(tài)文明建設(shè)的作用。簡(jiǎn)要概述皖北地區(qū)生態(tài)文明建設(shè)的現(xiàn)狀以及存在的問(wèn)題,以定性分析的方法論述問(wèn)題產(chǎn)生的制度根源,再以定量分析的方法對(duì)皖北地區(qū)近幾年來(lái)的生態(tài)文明建設(shè)能力進(jìn)行綜合評(píng)價(jià),深入剖析該地區(qū)在生態(tài)文明建設(shè)過(guò)程中所存在的問(wèn)題,實(shí)證分析結(jié)果得出這一結(jié)論：縱向來(lái)看,皖北地區(qū)近幾年來(lái)在經(jīng)濟(jì)、社會(huì)、環(huán)境這三大子系統(tǒng)總體上的發(fā)展態(tài)勢(shì)分別都呈逐年上升趨勢(shì),但是其中環(huán)境這一子系統(tǒng)波動(dòng)幅度稍大,具有一定的不穩(wěn)定性；橫向來(lái)看,皖北六市在經(jīng)濟(jì)、社會(huì)、環(huán)境三個(gè)方面的發(fā)展上具有很強(qiáng)的不協(xié)調(diào)性,不符合生態(tài)文明建設(shè)所要求的協(xié)調(diào)可持續(xù)發(fā)展,這在一定程度上反映了該區(qū)域在經(jīng)濟(jì)社會(huì)和生態(tài)環(huán)境協(xié)調(diào)發(fā)展的方面還存在很大的問(wèn)題。最后,結(jié)合當(dāng)前皖北地區(qū)的實(shí)際情況,借鑒國(guó)內(nèi)外在生態(tài)文明建設(shè)實(shí)踐中的成功經(jīng)驗(yàn),主要從正式制度和非正式制度兩個(gè)視角來(lái)探討皖北地區(qū)在生態(tài)文明建設(shè)中的制度路徑選擇,并提出具體的實(shí)施方案。
[Abstract]:In recent years, the rapid development of economy has caused the serious deterioration of ecological environment. The construction of ecological civilization is based on the reality of excessive loss of resources and environment caused by the development of today's society, and it is a new requirement under the guidance of scientific development view. For the first time, the report of the Seventeenth National Congress brought the construction of ecological civilization into the goal of building a well-off society in an all-round way. At the third Plenary session of the 18th CPC Central Committee, a systematic and complete system of ecological civilization was proposed to protect the ecological environment. It is of great significance to study the institutional path of the construction of ecological civilization in northern Anhui, which theoretically demonstrates the inherent relationship between institution and ecological civilization, and provides a new way of thinking for the construction of ecological civilization in northern Anhui in practice. Based on the basic theory of the construction of ecological civilization system, this paper discusses the interactive relationship between system and ecological environment and the function of system construction on the construction of ecological civilization. This paper briefly summarizes the present situation and existing problems of ecological civilization construction in northern Anhui Province, and discusses the institutional origin of the problem by qualitative analysis. Then using the method of quantitative analysis to evaluate the ecological civilization construction ability in the north of Anhui Province in recent years, and deeply analyze the problems existing in the process of ecological civilization construction in this area, the empirical analysis results draw this conclusion: longitudinal view, In recent years, the economic, social and environmental subsystems in northern Anhui show an upward trend in general, but the environmental subsystem fluctuates slightly and has some instability. The six cities in northern Anhui have strong disharmony in the development of economy, society and environment, which is not in line with the coordinated and sustainable development required by the construction of ecological civilization. To a certain extent, this reflects that there are still great problems in the coordinated development of economic, social and ecological environment in the region. Finally, according to the actual situation in the north of Anhui province, the successful experience in the construction of ecological civilization at home and abroad is used for reference. This paper mainly discusses the choice of institutional path in the construction of ecological civilization in the north of Anhui Province from two perspectives of formal institution and informal institution, and puts forward the concrete implementation scheme.
