【摘要】：環(huán)境外部性一直是資源環(huán)境經(jīng)濟(jì)學(xué)的研究重點,已有研究大多以空間計量為手段實證研究環(huán)境污染的空間負(fù)外部性,而對環(huán)境保護(hù)的空間正外部性缺乏研究。以陜西省秦巴山區(qū)國家重點生態(tài)功能區(qū)縣域生態(tài)環(huán)境指數(shù)為研究樣本,采用空間計量模型,對生態(tài)環(huán)境質(zhì)量提高的正的空間外部性及生態(tài)環(huán)境質(zhì)量的影響因素進(jìn)行實證分析。結(jié)果表明:各縣生態(tài)環(huán)境質(zhì)量間存在明顯的空間溢出效應(yīng),相鄰縣的生態(tài)環(huán)境質(zhì)量指數(shù)每提高1%,本縣生態(tài)環(huán)境質(zhì)量指數(shù)提高0.22%;在影響生態(tài)環(huán)境質(zhì)量的因素中,國家重點生態(tài)功能區(qū)轉(zhuǎn)移支付對生態(tài)環(huán)境質(zhì)量具有正向促進(jìn)作用,但這種促進(jìn)作用相對有限;經(jīng)濟(jì)增長對生態(tài)環(huán)境質(zhì)量則具有負(fù)面影響,且這種影響比較微弱。文章的政策含義是縣級政府應(yīng)聯(lián)防聯(lián)治以共同促進(jìn)本地區(qū)整體生態(tài)環(huán)境質(zhì)量的提高,而中央應(yīng)完善重點生態(tài)功能區(qū)生態(tài)補(bǔ)償政策和相關(guān)產(chǎn)業(yè)調(diào)整政策以更好保護(hù)重點生態(tài)功能區(qū)的生態(tài)環(huán)境。
[Abstract]:Environmental externality has always been the focus of the study of resource and environmental economics. Most of the previous studies have empirically studied the negative spatial externality of environmental pollution by means of spatial metrology, but lack of research on the spatial positive externality of environmental protection. Taking the ecological environment index of the state key ecological function area of Qinba Mountain region of Shaanxi Province as the research sample, the positive spatial externality of the improvement of ecological environment quality and the influencing factors of ecological environment quality are analyzed empirically by using the spatial measurement model. The results show that there are obvious spatial spillover effects among the ecological environment quality of each county. The ecological environment quality index of the neighboring counties increases by 0.22 for each improvement of the ecological environment quality index of the neighboring counties, and among the factors affecting the ecological environment quality, The transfer payment in the national key ecological function areas has a positive promoting effect on the ecological environment quality, but this promoting effect is relatively limited, while the economic growth has a negative effect on the ecological environment quality, and this effect is relatively weak. The policy implication of the article is that the county government should unite with defense to jointly promote the improvement of the overall ecological environment quality in the region. The central government should perfect the ecological compensation policy and the related industrial adjustment policy in order to better protect the ecological environment of the key ecological functional areas.
