【摘要】：固體廢物,是指在生產(chǎn)、生活和其他活動中產(chǎn)生的喪失原有利用價(jià)值或者雖未喪失利用價(jià)值但被拋棄或者放棄的固態(tài)、半固態(tài)和置于容器中的氣態(tài)的物品、物質(zhì)以及法律、行政法規(guī)規(guī)定納入固體廢物管理的物品、物質(zhì),包括液態(tài)廢物(排入水體的廢水除外)。一般分為工業(yè)固體廢物與生活垃圾兩大類。根據(jù)國家環(huán)保部2014年中國環(huán)境狀況公報(bào),2014年全國工業(yè)固體廢物產(chǎn)生量為325620.0萬噸,綜合利用量(含利用往年貯存量)為204330.2萬噸,綜合利用率為62.13%。據(jù)工信部發(fā)布的《大宗工業(yè)固體廢物綜合利用“十二五”規(guī)劃》統(tǒng)計(jì),“十一五”期間,大宗工業(yè)固體廢物產(chǎn)生量快速攀升,總產(chǎn)生量118億噸,堆存量凈增82億噸,總堆存量達(dá)到190億噸�！笆濉逼陂g,隨著我國工業(yè)的及時(shí)發(fā)展,大宗工業(yè)固體廢物產(chǎn)生量也將隨之增加,預(yù)計(jì)總產(chǎn)生量將達(dá)150億噸,堆存量將凈增80億噸,總堆存量將達(dá)到270億噸,大宗工業(yè)固體廢物堆存將新增占用土地40萬畝。隨著社會生產(chǎn)的發(fā)展,工業(yè)固廢產(chǎn)生量日益增大,而處理能力卻未能相應(yīng)提高。目前,我國主流的工業(yè)固廢處置方法是將大部分固廢進(jìn)行衛(wèi)生填埋及焚燒處理,小部分進(jìn)行堆肥處理,焚燒處理中又以建設(shè)垃圾焚燒發(fā)電廠為主。而衛(wèi)生填埋、焚燒處理及堆肥處理均無法完全達(dá)到固廢處置的減量化、無害化及資源化。整個(gè)工業(yè)固廢處置行業(yè)需要技術(shù)改進(jìn),提高處理能力及效率。水泥窯協(xié)同處置工業(yè)固廢技術(shù)逐漸興起,其獨(dú)特優(yōu)勢在于:一是不用新建垃圾處置設(shè)施;二是可實(shí)施固廢的資源化與再生化處理;三是生產(chǎn)過程協(xié)同資源化處理,成本較低。利用水泥窯處置工業(yè)固廢是國際上較為成熟的固廢處置方式,德國、法國、瑞士、日本等發(fā)達(dá)國家利用水泥窯處置工業(yè)固廢已有幾十年的歷史,逐步建立起一系列法規(guī)和標(biāo)準(zhǔn),并取得了良好經(jīng)濟(jì)和社會效益。同時(shí)水泥工業(yè)要實(shí)現(xiàn)可持續(xù)發(fā)展,必須改變傳統(tǒng)高能耗、高污染的形象,走節(jié)能減排、消納處理的循環(huán)經(jīng)濟(jì)道路。水泥窯協(xié)同處置工業(yè)固體廢物項(xiàng)目,不僅對傳統(tǒng)的水泥產(chǎn)業(yè)改造升級,產(chǎn)業(yè)結(jié)構(gòu)調(diào)整具有很強(qiáng)的指導(dǎo)意義,同時(shí)也蘊(yùn)含巨大的商機(jī),具有極高的經(jīng)濟(jì)效益、社會效益及環(huán)境效益。本文著重從戰(zhàn)略和商業(yè)計(jì)劃角度分析西普環(huán)保公司如何根據(jù)市場的現(xiàn)狀與趨勢,結(jié)合自身的優(yōu)勢與環(huán)境的機(jī)會,通過聚焦戰(zhàn)略、低成本戰(zhàn)略、差異化戰(zhàn)略及藍(lán)海戰(zhàn)略來實(shí)現(xiàn)業(yè)務(wù)拓展和長遠(yuǎn)發(fā)展;說明該公司選擇水泥窯協(xié)同處置工業(yè)固體廢物項(xiàng)目的理由并以商業(yè)計(jì)劃書的形式加以闡述。文中首先對水泥窯協(xié)同處置工業(yè)固廢項(xiàng)目及西普環(huán)保公司自身進(jìn)行了分析,分析公司在該項(xiàng)目上的優(yōu)勢與劣勢,提出價(jià)值主張;接下來對水泥窯協(xié)同處置工業(yè)固廢整個(gè)行業(yè)做出分析,找出該公司所面臨的機(jī)遇與威脅,為swot分析奠定基礎(chǔ)。其次文中通過市場問卷統(tǒng)計(jì),對西普環(huán)保公司水泥窯協(xié)同處置工業(yè)固廢項(xiàng)目進(jìn)行客戶分析,做出適當(dāng)?shù)目蛻糸_發(fā)策略;另外通過對該公司在項(xiàng)目上的競爭對手分析,制定出相應(yīng)的市場競爭策略。接下來制定了西普環(huán)保公司水泥窯協(xié)同處置工業(yè)固廢項(xiàng)目的市場營銷計(jì)劃和運(yùn)營計(jì)劃,對未來五年的財(cái)務(wù)計(jì)劃做出預(yù)測。最后對西普環(huán)保公司水泥窯協(xié)同處置項(xiàng)目的執(zhí)行做出簡單摘要。通過以上研究而設(shè)計(jì)的有關(guān)西普環(huán)保公司水泥窯協(xié)同處置工業(yè)固廢項(xiàng)目發(fā)展戰(zhàn)略及商業(yè)計(jì)劃書,為未來的經(jīng)營活動提供基本數(shù)據(jù)和原則,分析出西普環(huán)保公司在水泥窯協(xié)同處置工業(yè)固廢市場上的優(yōu)勢,努力開拓市場,平衡投入與產(chǎn)出,實(shí)現(xiàn)五年內(nèi)銷售目標(biāo)及利潤指標(biāo)。本文遵照制定戰(zhàn)略管理的一般過程,運(yùn)用各種戰(zhàn)略分析技術(shù)和理論,系統(tǒng)地分析了公司在當(dāng)前所處的外部環(huán)境以及公司內(nèi)部條件的優(yōu)勢和弱點(diǎn),然后用SWOT方法指出西普環(huán)保公司水泥窯協(xié)同處置工業(yè)固廢項(xiàng)目的發(fā)展戰(zhàn)略,競爭戰(zhàn)略,營銷戰(zhàn)略、職能戰(zhàn)略以及相應(yīng)的管理支撐。
