規(guī)劃環(huán)評(píng)中環(huán)境承載力的量化分析與研究

【摘要】:隨著人類的進(jìn)步和社會(huì)的發(fā)展,人類社會(huì)不斷走向文明,同時(shí)也引發(fā)了人口劇增,環(huán)境惡化,資源短缺等的一系列問題,人們開始反省自我和對(duì)外在資源環(huán)境的思考,因而資源環(huán)境承載力成為了研究思考的對(duì)象,因?yàn)樗芸陀^真實(shí)的反映人類社會(huì)、資源環(huán)境之間的相互依存關(guān)系,處理好它們之間的關(guān)系將會(huì)保障人類的持續(xù)發(fā)展。以延安市新區(qū)(北區(qū))二期規(guī)劃為實(shí)例,結(jié)合該研究區(qū)域的自然環(huán)境概況和社會(huì)環(huán)境狀況等相關(guān)內(nèi)容,從單要素(土地資源、水資源、水環(huán)境、大氣環(huán)境)出發(fā),選取適合的量化計(jì)算方法及實(shí)際監(jiān)測(cè)數(shù)據(jù),對(duì)不同要素的資源環(huán)境承載力進(jìn)行量化分析計(jì)算,并得出如下結(jié)論:⑴從生態(tài)系統(tǒng)角度分析該區(qū)域的土地資源承載力,體現(xiàn)了土地資源的自然生產(chǎn)力和生態(tài)系統(tǒng)多樣性所表現(xiàn)的土地資源承載力的穩(wěn)定性,實(shí)現(xiàn)了土地資源承載力從定性到定量的綜合應(yīng)用,很好地體現(xiàn)出土地資源承載力的價(jià)值意義之所在。⑵對(duì)水資源承載力選用了相對(duì)承載指數(shù)法的量化計(jì)算方法,從近期、中期、遠(yuǎn)期分別計(jì)算分析,并針對(duì)分析出的問題采用某些工程措施,長遠(yuǎn)考慮該規(guī)劃區(qū)域中水資源的供應(yīng)需求狀況,為該區(qū)域的可持續(xù)發(fā)展做好了長遠(yuǎn)規(guī)劃。⑶水環(huán)境分為地表水和地下水,該規(guī)劃區(qū)水環(huán)境質(zhì)量監(jiān)測(cè)中地下水環(huán)境各項(xiàng)指標(biāo)正常且未受污染,因而只針對(duì)地表水環(huán)境承載力進(jìn)行了量化分析計(jì)算,隨著規(guī)劃的不斷實(shí)施,地表水環(huán)境受到人類活動(dòng)增加的影響,地表水環(huán)境承載力成為規(guī)劃實(shí)施的主要環(huán)境制約因素,在規(guī)劃區(qū)配套建設(shè)中水回用設(shè)施,提高水的循環(huán)利用,使得地表水質(zhì)量達(dá)到標(biāo)準(zhǔn)。⑷大氣環(huán)境質(zhì)量的監(jiān)測(cè)結(jié)合選取的量化計(jì)算方法,分析評(píng)價(jià)大氣環(huán)境承載力達(dá)到相應(yīng)標(biāo)準(zhǔn),同時(shí)在二期規(guī)劃實(shí)施期間以及建成后分別提出一些改善大氣環(huán)境的合理化建議,確保該規(guī)劃區(qū)域的大氣環(huán)境承載力達(dá)標(biāo)。
[Abstract]:With the progress of human beings and the development of society, the human society has been moving towards civilization. At the same time, it has also caused a series of problems, such as population growth, environmental deterioration, shortage of resources, and so on. People began to reflect on themselves and to think about the external resources and environment. Therefore, the carrying capacity of resources and environment becomes the object of study and thinking, because it can objectively and truly reflect the interdependence of human society and resources and environment, and deal with the relationship between them will ensure the sustainable development of human beings. Taking the second phase plan of Yan'an New District (North District) as an example, combining with the natural environment and social environment of the study area and other related contents, starting from the single element (land resources, water environment, atmosphere environment), etc. Selecting suitable quantitative calculation method and actual monitoring data, quantitative analysis and calculation of the carrying capacity of resources and environment of different elements are carried out, and the following conclusions are drawn: 1. The carrying capacity of land resources in this area is analyzed from the point of view of ecosystem. It reflects the stability of the carrying capacity of land resources, which is reflected by the natural productivity of the land resources and the diversity of the ecosystem, and realizes the comprehensive application of the carrying capacity of the land resources from the qualitative to the quantitative. The value meaning of carrying capacity of land resources is well demonstrated. 2. The quantitative calculation method of relative bearing index method is used for water resources carrying capacity, which is calculated and analyzed separately in the near, medium and long term. In view of the problems, some engineering measures are adopted to consider the supply and demand of water resources in the planning area in the long run, and the long-term planning for the sustainable development of the region is made. The water environment is divided into surface water and groundwater. The indexes of groundwater environment in the monitoring of water environment quality in this planning area are normal and unpolluted, so only the surface water environmental carrying capacity has been quantitatively analyzed and calculated. With the implementation of the plan, The surface water environment is affected by the increase of human activities, and the surface water environmental carrying capacity becomes the main environmental restriction factor in the planning implementation. Make the surface water quality meet the standard .4 the monitoring of atmospheric environmental quality combined with the selected quantitative calculation method to analyze and evaluate the bearing capacity of atmospheric environment to meet the corresponding standards. At the same time, during the implementation of the second phase plan and after the completion of the plan, some reasonable suggestions for improving the atmospheric environment are put forward to ensure that the carrying capacity of the atmospheric environment in the planning area is up to the standard.
