【摘要】：在社會主義新農(nóng)村建設(shè)中,只有把生態(tài)型農(nóng)村社區(qū)建設(shè)納入建設(shè)內(nèi)容,把農(nóng)村的生態(tài)文明建設(shè)好,實現(xiàn)經(jīng)濟社會的可持續(xù)發(fā)展,提高人民的生活質(zhì)量,才能更好的貫徹和落實科學(xué)發(fā)展觀,才能真正地全面建成小康社會。黨的十八大將生態(tài)文明建設(shè)提升到了國家戰(zhàn)略的高度,同時認為保護自然環(huán)境是造福子孫后代的大事,是中華民族偉大復(fù)興的一部分,是中國夢的組成部分,而建設(shè)生態(tài)型農(nóng)村社區(qū)是我們建設(shè)美麗中國的重要組成部分。本文以十八大召開之后的相關(guān)生態(tài)文明建設(shè)指導(dǎo)性文件為依據(jù),對生態(tài)型農(nóng)村社區(qū)建設(shè)問題進行研究和分析,秉持建設(shè)資源節(jié)約型、環(huán)境友好型社會的主旋律,邊保護邊發(fā)展,以低碳發(fā)展、循環(huán)發(fā)展作為主要方式,把“以資源環(huán)境承載力為基礎(chǔ)、以自然規(guī)律為準(zhǔn)則、以可持續(xù)發(fā)展為目標(biāo)的資源節(jié)約型、環(huán)境友好型社會”作為生態(tài)型農(nóng)村社區(qū)建設(shè)的目標(biāo)。在馬克思主義理論指導(dǎo)下,本文界定了生態(tài)型農(nóng)村社區(qū)的含義和揭示了生態(tài)型農(nóng)村社區(qū)的特征,借鑒了國內(nèi)外一些優(yōu)秀的關(guān)于農(nóng)村社區(qū)和生態(tài)文明的思想成果,使它們成為建設(shè)生態(tài)型農(nóng)村社區(qū)的堅實的理論指導(dǎo),并論證了加強我國生態(tài)型農(nóng)村社區(qū)建設(shè)的現(xiàn)實意義。在緊密結(jié)合實踐的研究中,本文揭示了生態(tài)型農(nóng)村社區(qū)建設(shè)的過程中面臨的一些困境,包括生活污染,如生活污水、生活垃圾和人畜糞便污染等;企業(yè)污染,如城鎮(zhèn)企業(yè)和規(guī)�；男笄蒺B(yǎng)殖企業(yè)的排污問題,包括土壤污染,主要講了化肥、農(nóng)藥、地膜對土壤的破壞、污染等,分析了產(chǎn)生這些問題的原因,并提出了生態(tài)型農(nóng)村社區(qū)建設(shè)的原則、目標(biāo)和路徑。
[Abstract]:In the construction of the new socialist countryside, only the ecological rural community construction should be brought into the construction content, the ecological civilization in the countryside should be built well, the sustainable development of economy and society should be realized, and the quality of life of the people should be improved. In order to better implement and implement the scientific concept of development, can truly build a well-off society. The 18th National Congress of the Party raised the construction of ecological civilization to the height of the national strategy. At the same time, it held that protecting the natural environment is a major event for future generations, a part of the great rejuvenation of the Chinese nation and an integral part of the Chinese Dream. The construction of ecological rural communities is an important part of our construction of a beautiful China. Based on the guiding documents on the construction of ecological civilization after the 18th National Congress of National Congress, this paper studies and analyzes the construction of ecological rural communities, and maintains the main melody of building a resource-conserving and environment-friendly society, while protecting and developing. Taking low carbon development and circular development as the main way, taking the resource and environment carrying capacity as the foundation, taking the natural law as the criterion, and taking the sustainable development as the goal, the paper puts forward the "resource saving type", which is based on the carrying capacity of resources and environment. Environmental-friendly society "is the goal of ecological rural community construction." Under the guidance of Marxist theory, this paper defines the meaning of the ecological rural community and reveals the characteristics of the ecological rural community, and draws lessons from some excellent ideas about the rural community and ecological civilization at home and abroad. It makes them become the solid theoretical guidance for the construction of ecological rural communities, and demonstrates the practical significance of strengthening the construction of ecological rural communities in China. In the close combination of practice research, this paper reveals some difficulties in the process of ecological rural community construction, including life pollution, such as domestic sewage, domestic waste and human and animal excrement pollution, enterprise pollution, For example, the sewage problems of urban enterprises and large-scale livestock and poultry breeding enterprises, including soil pollution, mainly discussed the destruction and pollution of soil caused by chemical fertilizers, pesticides, mulching film, and so on, and analyzed the causes of these problems. And put forward the ecological rural community construction principles, objectives and paths.
