【摘要】：隨著我國(guó)城市化與工業(yè)化進(jìn)程速度的加快,造成區(qū)域生態(tài)資源存量不斷下降,資源再生能力不足的現(xiàn)象越來(lái)越嚴(yán)重。近年來(lái),北海市經(jīng)濟(jì)社會(huì)和生態(tài)環(huán)境的協(xié)調(diào)發(fā)展也受到了越來(lái)越多因素的制約,為實(shí)現(xiàn)城市內(nèi)部區(qū)域可持續(xù)發(fā)展和區(qū)域之間的協(xié)調(diào)發(fā)展,探索更加合理與完善的新型區(qū)域生態(tài)補(bǔ)償機(jī)制逐漸成為大家共同關(guān)注的焦點(diǎn)問(wèn)題。本文以廣西北海市為研究對(duì)象,通過(guò)大量的國(guó)內(nèi)外文獻(xiàn)研究,在總結(jié)前人關(guān)于主體功能區(qū)生態(tài)補(bǔ)償理論與機(jī)制研究的基礎(chǔ)上,結(jié)合北海市主體功能區(qū)劃的基本情況,試圖對(duì)北海市主體功能區(qū)劃下的生態(tài)補(bǔ)償機(jī)制進(jìn)行優(yōu)化。本論文的研究?jī)?nèi)容和結(jié)論主要包括：首先,在遵循《全國(guó)主體功能區(qū)規(guī)劃》及《廣西壯族自治區(qū)主體功能區(qū)規(guī)劃》的基礎(chǔ)上,深入了解北海市生態(tài)社會(huì)經(jīng)濟(jì)發(fā)展的基本情況和特點(diǎn)將北海市劃分為重點(diǎn)開發(fā)區(qū)、禁止開發(fā)區(qū)這兩種主體功能區(qū)。并對(duì)北海市的生態(tài)補(bǔ)償現(xiàn)狀進(jìn)行了初步分析。其次,通過(guò)從可持續(xù)發(fā)展、產(chǎn)權(quán)界定、生態(tài)經(jīng)濟(jì)價(jià)值和公平效益四個(gè)角度對(duì)北海市主體功能區(qū)生態(tài)補(bǔ)償問(wèn)題的分析可以看出：北海市自然資源沒(méi)有得到可持續(xù)利用；不同功能區(qū)生態(tài)共享共建機(jī)制缺乏；補(bǔ)償主體單一化；各主體功能區(qū)生態(tài)系統(tǒng)服務(wù)價(jià)值量化困難；補(bǔ)償標(biāo)準(zhǔn)難以測(cè)算以及各區(qū)域發(fā)展不公平等諸多問(wèn)題亟待解決。針對(duì)此現(xiàn)狀,對(duì)北海市主體功能區(qū)生態(tài)補(bǔ)償?shù)倪\(yùn)行機(jī)制進(jìn)行了優(yōu)化設(shè)計(jì),明確了北海市主體功能區(qū)生態(tài)補(bǔ)償?shù)哪繕?biāo)與基本原則,并有針對(duì)性地對(duì)各主體功能區(qū)生態(tài)補(bǔ)償?shù)难a(bǔ)償主體、補(bǔ)償對(duì)象、補(bǔ)償方式與途徑、補(bǔ)償標(biāo)準(zhǔn)等方面問(wèn)題作了探討,提出了解決方案。最后,為優(yōu)化與完善北海市主體功能區(qū)生態(tài)補(bǔ)償機(jī)制,從明確各主體功能區(qū)的補(bǔ)償責(zé)任、建立主體功能區(qū)生態(tài)補(bǔ)償專項(xiàng)基金、完善相關(guān)法規(guī)和制度建設(shè)、對(duì)禁止開發(fā)區(qū)進(jìn)行援助這四個(gè)方面提出了對(duì)策建議,期望能為最終實(shí)現(xiàn)北海市經(jīng)濟(jì)與環(huán)境的協(xié)調(diào)發(fā)展提供決策參考依據(jù)。
[Abstract]:With the acceleration of the process of urbanization and industrialization in China, the regional ecological resources stock is decreasing and the phenomenon of insufficient regeneration capacity is becoming more and more serious. In recent years, the coordinated development of economic, social and ecological environment in Beihai City has also been restricted by more and more factors. Exploring a more reasonable and perfect new regional ecological compensation mechanism has gradually become the focus of common concern. This paper takes Beihai City of Guangxi as the research object, through a large number of domestic and foreign literature studies, on the basis of summarizing the previous studies on ecological compensation theory and mechanism of the main functional area, combined with the basic situation of the main function regionalization of Beihai City. This paper attempts to optimize the ecological compensation mechanism under the main functional division of Beihai City. The main contents and conclusions of this paper are as follows: first of all, on the basis of following the "National main function area Planning" and "Guangxi Zhuang Autonomous region main function area Planning", Deeply understand the basic situation and characteristics of ecological social and economic development in Beihai City divide Beihai City into key development zones and prohibit these two main function zones. The present situation of ecological compensation in Beihai City is analyzed. Secondly, from the view of sustainable development, definition of property right, ecological economic value and fair benefit, we can see that the natural resources of Beihai City have not been used sustainably; There are many problems to be solved urgently, such as the lack of co-construction mechanism of ecological sharing in different functional areas; the simplification of the main body of compensation; the difficulty of quantifying the value of ecosystem services in each functional area; the difficulty of measuring the compensation standard and the unfair development of each region. In view of the present situation, the operation mechanism of ecological compensation in the main function area of Beihai City is optimized and designed, and the objectives and basic principles of ecological compensation in the main function area of Beihai City are clarified. The main body, the object, the way and the standard of the ecological compensation in the main functional areas are discussed, and the solutions are put forward. Finally, in order to optimize and perfect the ecological compensation mechanism of the main function area of Beihai City, from defining the compensation responsibility of the main function area, establishing the special fund for the ecological compensation of the main function area, perfecting the relevant laws and regulations and system construction, This paper puts forward the countermeasures and suggestions on the four aspects of forbidden aid to the development zone, which is expected to provide a decision basis for realizing the coordinated development of economy and environment in Beihai City.
