【摘要】：我國社會(huì)經(jīng)濟(jì)的迅速發(fā)展,給我們國家的資源、環(huán)境都帶來了不小的負(fù)擔(dān)。如今我國的生態(tài)環(huán)境面臨著嚴(yán)峻的考驗(yàn),加強(qiáng)生態(tài)文明建設(shè)是我國在社會(huì)經(jīng)濟(jì)發(fā)展中的重要任務(wù)。對(duì)目前我國的生態(tài)文明建設(shè)情況進(jìn)行定量分析,可以明確我國目前的生態(tài)建設(shè)具體情況,期望為以后的生態(tài)建設(shè)工作提供有效的參考。本文將依據(jù)生態(tài)建設(shè)的特點(diǎn)以及數(shù)據(jù)的可獲得性,選取適當(dāng)?shù)脑u(píng)價(jià)指標(biāo),運(yùn)用DEA-Malmquist模型對(duì)2008-2012年我國各省市生態(tài)效率進(jìn)行評(píng)價(jià)。分析結(jié)果表明,我國生態(tài)建設(shè)工作整體上取得良好的成效,但部分省市生態(tài)效率仍需進(jìn)步。從整體上來說,我國大部分省市地區(qū)的生態(tài)效率的進(jìn)步主要依賴于技術(shù)進(jìn)步,生態(tài)建設(shè)的管理缺乏一定的效率,生態(tài)建設(shè)的相關(guān)管理體制仍需完善。本文在生態(tài)效率測(cè)度的基礎(chǔ)上,選取適當(dāng)?shù)闹笜?biāo),采用Tobit模型對(duì)我國生態(tài)效率的影響因素進(jìn)行分析。分析結(jié)果表明,所選取的因素指標(biāo)對(duì)我國的生態(tài)效率均有不同程度和不同方向的影響。此外,本文還對(duì)近幾年來生態(tài)效率一直在進(jìn)步的部分省市進(jìn)行了影響因素分析,期望從中得出對(duì)我國生態(tài)建設(shè)的有益啟示。最后本文提出有關(guān)生態(tài)建設(shè)的政策建議。
[Abstract]:The rapid development of our country's social economy brings great burden to our country's resources and environment. Nowadays, the ecological environment of our country is facing a severe test. Strengthening the construction of ecological civilization is an important task in the social and economic development of our country. The quantitative analysis of the construction of ecological civilization in our country at present can make clear the specific situation of ecological construction in China and hope to provide an effective reference for the future ecological construction. According to the characteristics of ecological construction and the availability of data, this paper will select appropriate evaluation indexes and use DEA-Malmquist model to evaluate the ecological efficiency of provinces and cities in China from 2008 to 2012. The results show that the ecological construction in China has achieved good results on the whole, but some provinces and cities still need to improve their ecological efficiency. On the whole, the progress of ecological efficiency in most provinces and cities of our country mainly depends on technological progress, the management of ecological construction lacks certain efficiency, and the relevant management system of ecological construction still needs to be improved. Based on the measurement of ecological efficiency, this paper analyzes the influencing factors of ecological efficiency in China by Tobit model. The results showed that the selected factors affected the ecological efficiency of China in different degrees and in different directions. In addition, this paper also analyzes the influencing factors of some provinces and cities where ecological efficiency has been improving in recent years, and expects to draw some beneficial enlightenment to the ecological construction of our country. Finally, the paper puts forward some policy suggestions on ecological construction.
