【摘要】：中共十八大提出“五位一體”總布局,將生態(tài)文明放到前所未有的高度。十八大報(bào)告認(rèn)為,制度的缺失是導(dǎo)致當(dāng)前環(huán)境問題頻發(fā)的深層次原因,保護(hù)生態(tài)環(huán)境必須依靠制度。中國生態(tài)文明制度建設(shè)處于初始階段,對(duì)生態(tài)文明制度體系的構(gòu)建還需要進(jìn)行系統(tǒng)的研究和論證,因而以馬克思主義生態(tài)制度思想為指導(dǎo)對(duì)當(dāng)前的生態(tài)文明制度建設(shè)就具有重要的理論意義和實(shí)踐意義。論文從五個(gè)部分展開論述。第一部分闡述選題依據(jù)及意義,分析和整理國內(nèi)外研究概況,并提出研究方法及創(chuàng)新點(diǎn)。第二部分闡述生態(tài)文明制度的內(nèi)涵、特性及意義。對(duì)生態(tài)文明制度這一概念進(jìn)行系統(tǒng)研究,指出生態(tài)文明制度建設(shè)對(duì)我國生態(tài)文明建設(shè)和全球生態(tài)文明制度建設(shè)具有重要意義。第三部分闡述馬克思主義生態(tài)制度思想及意義。馬克思主義生態(tài)制度思想體系內(nèi)涵豐富,論文從馬克思、恩格斯的生態(tài)制度思想和科學(xué)發(fā)展觀的生態(tài)制度指向兩個(gè)方面來論述。馬克思主義生態(tài)制度思想對(duì)我國生態(tài)文明制度建設(shè)具有重要意義。第四部分闡述我國生態(tài)文明制度建設(shè)現(xiàn)狀及分析。我國生態(tài)文明制度建設(shè)取得了重大進(jìn)展,也暴露出很多問題。論文分別從生態(tài)經(jīng)濟(jì)、行政管理、社會(huì)參與和環(huán)境法律方面就存在的制度缺陷進(jìn)行了分析研究。第五部分闡述我國生態(tài)文明制度建設(shè)的路徑選擇。具體包括構(gòu)建符合生態(tài)文明要求的經(jīng)濟(jì)制度、行政管理制度、社會(huì)參與制度和法律制度,力圖全方位、多角度地構(gòu)建生態(tài)文明制度體系。
[Abstract]:The 18th National Congress of the Communist Party of China proposed the "five-in-one" general layout, putting ecological civilization to an unprecedented height. According to the report of the 18th National Congress of the Communist Party of China, the lack of system is the deep reason for the frequent occurrence of environmental problems, and the protection of the ecological environment must depend on the system. The construction of ecological civilization system in China is in the initial stage, and the construction of ecological civilization system still needs to be systematically studied and demonstrated. Therefore, it is of great theoretical and practical significance to construct the ecological civilization system under the guidance of Marxist ecological system. The thesis is discussed from five parts. The first part describes the basis and significance of the topic, analyzes and collates the domestic and foreign research situation, and puts forward the research methods and innovation points. The second part expounds the connotation, characteristics and significance of ecological civilization system. This paper makes a systematic study on the concept of ecological civilization system, and points out that the construction of ecological civilization system is of great significance to the construction of ecological civilization in China and in the global ecological civilization system. The third part expounds the thought and significance of Marxist ecological system. The connotation of Marxist ecological system is rich. This paper discusses it from two aspects: Marx and Engels' ecological system thought and the ecological system of scientific development view. The thought of Marxist ecological system is of great significance to the construction of ecological civilization system in China. The fourth part elaborates our country ecological civilization system construction present situation and the analysis. China's ecological civilization system has made great progress, but also exposed a lot of problems. This paper analyzes the institutional defects in ecological economy, administration, social participation and environmental law. The fifth part elaborates the path choice of our country ecological civilization system construction. It includes the construction of the economic system, the administrative system, the social participation system and the legal system which accord with the requirements of ecological civilization, and tries hard to construct the ecological civilization system in all directions and from various angles.
