【摘要】：20世紀60年代,環(huán)境公害頻發(fā),其中“施害者”給予“受害者”的“不公正”問題引起了更多入的關(guān)注,一系列追求“環(huán)境公正”的環(huán)保運動應(yīng)運而生。此后人們進入了環(huán)境革命時代,但是追求環(huán)境公正的運動并沒有改變?nèi)鮿萑后w不公正的生存環(huán)境。與此同時,由于缺乏對現(xiàn)實的關(guān)注,也使得環(huán)境倫理陷入了某種發(fā)展的困境。戶田清的環(huán)境公正思想恰恰是從環(huán)境不公正的現(xiàn)象即現(xiàn)實問題展開分析討論的,在此基礎(chǔ)上構(gòu)建了他的“環(huán)境公正”理論,達到學理層面與社會價值層面的融合。本文選擇戶田清的“環(huán)境公正”思想進行述評,也是對“環(huán)境公正”理論研究的二種有益補充。文章主要以戶田清的兩本著作《探求環(huán)境的公正》和《環(huán)境正義與和平》為依托,分別從環(huán)境公正的背景、環(huán)境公正思想以及對其環(huán)境公正思想的評價三方面述評其環(huán)境公正思想。在梳理了環(huán)境公正思想的發(fā)展歷程的基礎(chǔ)上,總結(jié)了戶田清的環(huán)境公正思想產(chǎn)生的背景,并進一步探討了環(huán)境不公正的原因、影響及對策,充分揭示了環(huán)境循環(huán)問題、精英群體、非精英群體是環(huán)境不公正形成的主要原因。隨后又從階層、民族、年齡、地域等角度分析環(huán)境不公正造成的影響,提出民主主義與克服精英主義是實現(xiàn)環(huán)境公正的主要途徑。戶田清的環(huán)境公正思想是在理論與實踐的基礎(chǔ)上,把環(huán)境科學、社會學、環(huán)境倫理學融合起來的系統(tǒng)化理論,但是他在討論環(huán)境不公正時,把精英群體的行為看成是造成環(huán)境不公正的根本原因明顯有一定的局限性。不過結(jié)合我國的政治制度與經(jīng)濟制度,戶田清的環(huán)境公正思想在注重經(jīng)濟發(fā)展的同時保護環(huán)境,最大限度的維系環(huán)境公正是有一定的理論意義和實踐意義的,對中國環(huán)境公正的研究和中國特色社會主義生態(tài)文明建設(shè)有一定的啟示。
[Abstract]:In the 1960s, environmental pollution occurred frequently, in which the "injustices" given to the "victims" by the "perpetrators" caused more attention, and a series of environmental protection movements to pursue "environmental justice" came into being. Since then, people have entered the era of environmental revolution, but the movement of pursuing environmental justice has not changed the unjust living environment of vulnerable groups. At the same time, due to the lack of attention to reality, environmental ethics has fallen into a certain development dilemma. On the basis of the analysis and discussion of the phenomenon of environmental injustice, that is, the realistic problem, the author constructed his theory of "environmental justice" so as to achieve the integration of the theoretical level and the social value level. This paper chooses Tata Qing's thought of "environmental justice" to comment on it, which is also a useful supplement to the theoretical study of "environmental justice". The article is mainly based on the two books of Tata Qing, "seeking for Environmental Justice" and "Environmental Justice and Peace", respectively from the background of environmental justice. The thought of environmental justice and the evaluation of its thought of environmental justice are reviewed in three aspects. On the basis of combing the development course of the thought of environmental justice, this paper summarizes the background of the thought of environmental justice, and further probes into the causes, influences and countermeasures of environmental injustice, and fully reveals the problem of environmental circulation. Elite group, non-elite group is the main reason for the formation of environmental injustice. Then it analyzes the influence caused by environmental injustice from the angle of stratum, nationality, age and region, and points out that democracy and overcoming elitist are the main ways to realize environmental justice. On the basis of theory and practice, Tata Qing's thought on environmental justice is a systematic theory that integrates environmental science, sociology, and environmental ethics, but when he discusses environmental injustice, It is obvious that the behavior of elite groups is the root cause of environmental injustice. However, in combination with our political and economic systems, Tata Qing's idea of environmental justice has certain theoretical and practical significance in protecting the environment while paying attention to economic development, and maintaining environmental justice to the maximum extent. The research on Chinese environmental justice and the construction of socialist ecological civilization with Chinese characteristics have some enlightenment.
