專用汽車改裝項目環(huán)境影響評價研究

【摘要】:某汽車改裝公司位于長春市綠園區(qū),是一家集汽車設計、制造、研發(fā)和銷售為一體的專業(yè)從事各類專用車生產的民營企業(yè),是中國最大的專用車改裝生產基地。為了進一步提高企業(yè)競爭力、適應市場變化和技術產品的升級需求,提出了專用車改裝12000輛/年建設項目,為此,,某汽車改裝公司在長春綠園新征工業(yè)用地142503m2,新建生產車間、綜合辦公樓及相應的輔助設施,將現(xiàn)有項目整體搬遷到新廠房,以滿足公司專用車改裝項目對于場地和設備的需求,盡快產生經濟效益。該項目建成后,可以進一步提高公司銷售收入和利潤,增加財政稅金,不斷提高企業(yè)競爭實力,滿足汽車改裝生產量、需求量增長迅速的廣闊市場前景,為企業(yè)健康快速發(fā)展創(chuàng)造有利條件。 本項目是新建項目,根據(jù)《中華人民共和國環(huán)境影響評價法》和《建設項目環(huán)境保護管理條例》(國務院令第253號)規(guī)定,該項目需要進行環(huán)境影響評價,從環(huán)保角度論證該項目存在的的環(huán)境問題,提出防止或最大限度削減環(huán)境污染的對策與措施。本研究在建設單位的積極配合與協(xié)助下,勘察了建設項目現(xiàn)場,對項目所在地及周圍地區(qū)社會、氣象、水文及污染情況進行了調查分析,并收集了國內外同類項目有關資料,在對建設項目資料及建設單位提供有關資料進行詳細分析的基礎上,提出了污染防治措施,根據(jù)國家有關建設項目環(huán)境影響評價法規(guī)和技術規(guī)范,就本建設項目對環(huán)境的影響進行了分析和評價。 項目的生產工藝為:原料進廠后下料(小件用等離子切割機進行加工切角、切邊、切長孔等工序的加工),加工后經壓力機壓形、鉆床鉆孔后用胎具組焊,噴漆后與二類底盤汽車總裝,進行運行試驗,商品質量檢驗合格后,轉入成品庫待售。本項目產生的廢氣主要有工藝廢氣、油煙和污水站惡臭,經處理后滿足排放標準要求,對周圍環(huán)境空氣質量影響較小;生活污水經過廠內地埋式污水處理站處理后,其中主要污染物COD、BOD5、SS和氨氮等均滿足排放要求;項目噪聲源主要是加工設備、風機和泵類,采取了相應的減振、隔聲等措施,滿足噪聲標準,對周圍環(huán)境影響不大;項目的固體廢物均得到合理可行的處理/處置,不會對周圍環(huán)境產生二次污染。研究結果表明:本項目符合區(qū)域總體規(guī)劃和區(qū)域環(huán)境功能區(qū)劃,符合國家的產業(yè)政策;本項目的建設滿足達標排放的要求,其綜合效益較為顯著。建設單位在落實本次環(huán)評提出的污染防治措施的前提下,各項污染物排放對區(qū)域環(huán)境的影響在可接受水平范圍內,因此本項目的建設從環(huán)保角度看是可行的。
[Abstract]:A car refit company is located in Changchun Green Park, is a collection of automotive design, manufacturing, research and development and sales as one of the professional specialized vehicle production of all kinds of private enterprises, is the largest special vehicle conversion production base in China. In order to further improve the competitiveness of enterprises and meet the needs of market changes and upgrading of technical products, a project was put forward to refit 12000 special vehicles per year. For this reason, a new industrial site of 142503m2 in Changchun Green Garden was built by an automobile refit company. In order to meet the demand of the special vehicle refit project for the site and equipment, the existing project will be relocated to the new factory building in order to produce economic benefits as soon as possible. After the completion of the project, it can further increase the company's sales income and profits, increase the financial and tax revenue, continuously improve the competitive strength of the enterprises, meet the vast market prospects of rapid growth in the demand for automobile refitting production. For the healthy and rapid development of enterprises to create favorable conditions. The project is a newly built project. According to the Law of the people's Republic of China on Environmental impact Assessment and the regulations on Environmental Protection and Management of Construction projects (decree No. 253 of the State Council), the project is required to carry out environmental impact assessment. From the point of view of environmental protection, the paper discusses the environmental problems existing in the project, and puts forward the countermeasures and measures to prevent or minimize the environmental pollution. This study, with the active cooperation and assistance of the construction units, has surveyed the site of the construction project, investigated and analyzed the social, meteorological, hydrological and pollution situation of the project site and its surrounding areas, and collected the relevant data of similar projects at home and abroad. Based on the detailed analysis of the construction project data and the relevant information provided by the construction unit, the pollution prevention and control measures are put forward, and the regulations and technical specifications for environmental impact assessment of the construction project are put forward. The impact of the construction project on the environment was analyzed and evaluated. The production process of the project is as follows: after the raw material enters the factory, the material is cut (the small parts are processed by plasma cutting machine to process the cutting angle, the edge cutting, the long hole cutting, etc.), after the processing, the press compacts the shape, the drill hole is drilled and the placer is welded together. After painting and the second-class chassis car assembly, the operation test, commodity quality inspection, into the finished product store for sale. The waste gas produced by this project mainly includes process waste gas, oil fume and stench of sewage station. After treatment, it meets the requirements of discharge standards and has little effect on the ambient air quality. After treatment of domestic sewage by underground sewage treatment station in the plant, The main pollutants, such as COD BOD5SS and ammonia nitrogen, meet the emission requirements, and the main noise sources of the project are processing equipment, fans and pumps. The corresponding measures, such as vibration reduction and sound insulation, have been taken to meet the noise standards and have little impact on the surrounding environment. The solid waste of the project is treated / disposed in a reasonable and feasible manner and will not cause secondary pollution to the surrounding environment. The results show that the project accords with the regional general plan and the regional environmental function zoning, and conforms to the national industrial policy, and the construction of the project meets the requirements of the discharge standard, and its comprehensive benefit is more remarkable. Under the premise of implementing the pollution prevention and control measures proposed by the EIA, the impact of pollutant discharge on the regional environment is within the acceptable level, so the construction of the project is feasible from the point of view of environmental protection.
