【摘要】：在工業(yè)污染和生活污染受到日益重視,處理技術(shù)日趨完善,國家政策和資金不斷投入的大環(huán)境下,工業(yè)源和生活源的污染治理已經(jīng)取得了較大的成效。而四川省作為農(nóng)業(yè)大省,畜禽養(yǎng)殖污染作為農(nóng)業(yè)污染源的重要組成部分,因其被處理模式靈活多樣、所在地區(qū)普遍經(jīng)濟(jì)水平和管理水平較低等多種因素制約,已經(jīng)逐漸成為部分地區(qū)經(jīng)濟(jì)發(fā)展和環(huán)境保護(hù)的主要矛盾。本文以四川省環(huán)境保護(hù)廳常態(tài)科研課題“四川省環(huán)境污染防治技術(shù)水平與績效評(píng)估-水污染防治卷”為依托,2011年四川省環(huán)境保護(hù)廳環(huán)境統(tǒng)計(jì)數(shù)據(jù)為主要依據(jù)。論文通過大量文獻(xiàn)資料的調(diào)研和實(shí)地調(diào)查,從四川省畜禽養(yǎng)殖業(yè)的規(guī)模與分布、主要污染物總量及地域差異、畜禽養(yǎng)殖污染治理效果及資金投入情況等多方面評(píng)估了四川省畜禽養(yǎng)殖污染防治現(xiàn)狀,篩選四川省范圍內(nèi)112家具有代表性的規(guī)�；笄蒺B(yǎng)殖企業(yè)為評(píng)估背景,選取化學(xué)需氧量去除率、氨氮去除率、總磷去除率三個(gè)污染治理效果指標(biāo),配套農(nóng)業(yè)面積、有機(jī)肥轉(zhuǎn)化率、沼氣轉(zhuǎn)化率、干清糞和發(fā)酵床養(yǎng)殖模式四個(gè)減量化、無害化、資源化指標(biāo),提出了針對(duì)規(guī)�；笄蒺B(yǎng)殖企業(yè)污染防治水平的評(píng)估模型,結(jié)合處理規(guī)模,對(duì)規(guī)�；笄蒺B(yǎng)殖企業(yè)污染治理模式進(jìn)行績效評(píng)估。在對(duì)現(xiàn)狀進(jìn)行全面評(píng)估之后,論文基于2011年四川省環(huán)境保護(hù)廳環(huán)境統(tǒng)計(jì)數(shù)據(jù),分別從污染預(yù)防技術(shù)；減量化、無害化、資源化技術(shù)；末端治理技術(shù)三個(gè)方面進(jìn)行研究,構(gòu)建了四川省畜禽養(yǎng)殖污染防治體系,并總結(jié)出適合四川省現(xiàn)狀的畜禽養(yǎng)殖污染防治技術(shù),進(jìn)而根據(jù)養(yǎng)殖規(guī)模提出最佳可行組合技術(shù)。結(jié)合四川規(guī)�；笄蒺B(yǎng)殖污染治理實(shí)際工程,通過典型案例研究,進(jìn)一步驗(yàn)證了畜禽養(yǎng)殖污染防治最佳可行組合技術(shù)的實(shí)用性。本研究可為四川省畜禽養(yǎng)殖污染防治提供理論依據(jù)和決策參考。
[Abstract]:Under the environment of industrial pollution and domestic pollution being paid more and more attention to, the treatment technology is becoming more and more perfect, and the national policies and funds have been continuously invested, the pollution control of industrial and living sources has made great achievements.As a big agricultural province in Sichuan Province, livestock and poultry pollution is an important part of agricultural pollution source, which is restricted by many factors, such as flexible and diverse treatment modes, low general economic level and low management level in the region.It has gradually become the main contradiction between economic development and environmental protection in some areas.This paper is based on the normal scientific research project of Sichuan Provincial Environmental Protection Department, "Technical level and performance Evaluation of Environmental pollution Control in Sichuan Province-Water pollution Prevention Volume", and the environmental statistics data of Sichuan Environmental Protection Agency in 2011 as the main basis.Based on the investigation and field investigation of a large number of documents and materials, the paper analyzes the scale and distribution of livestock and poultry breeding industry in Sichuan Province, the total amount of main pollutants and the regional differences.The present situation of pollution control of livestock and poultry culture in Sichuan Province was evaluated from many aspects, such as the effect of pollution control of livestock and poultry culture and the investment of funds, and the 112 representative large-scale livestock and poultry breeding enterprises in Sichuan province were selected as the evaluation background.Chemical oxygen demand removal rate, ammonia nitrogen removal rate, total phosphorus removal rate, three pollution control effect indexes, supporting agricultural area, organic fertilizer conversion rate, biogas conversion rate, dry defecation and fermenting bed culture mode, were selected.The evaluation model of pollution prevention and control level of large-scale livestock and poultry breeding enterprises was put forward. Combined with the scale of treatment, the performance evaluation of pollution control mode of large-scale livestock and poultry breeding enterprises was carried out.After a comprehensive assessment of the status quo, based on the environmental statistics data of Sichuan Provincial Environmental Protection Agency in 2011, the paper studies pollution prevention technology, reduction, innocuity, resource utilization technology and terminal treatment technology, respectively.The pollution prevention and control system of livestock and poultry culture in Sichuan province was constructed, and the technology of pollution prevention and control of livestock and poultry culture suitable for the present situation in Sichuan province was summarized, and the best feasible combination technology was put forward according to the scale of breeding.Combined with the practical project of large-scale livestock and poultry pollution control in Sichuan, the practicability of the best feasible combination technology of livestock and poultry pollution prevention and control was further verified through typical case study.This study can provide theoretical basis and decision-making reference for the prevention and control of livestock and poultry pollution in Sichuan province.
