【摘要】：柳州是廣西主要的中心城市之一,工業(yè)發(fā)展基礎雄厚、歷史悠久。柳州市工業(yè)比例在廣西居首位。隨著柳州市工業(yè)化、城鎮(zhèn)化進展取得了顯著成效,環(huán)境形勢十分嚴峻,長期積累的環(huán)境矛盾尚未解決。經(jīng)濟發(fā)展要采取何種模式,才能更有效避免生態(tài)環(huán)境退化甚至對人類健康造成嚴重影響,值得深入思考和探索。本研究以馬克思生態(tài)思想和生態(tài)城市理論為依據(jù),聯(lián)系研究區(qū)域的實際生態(tài)環(huán)境狀況,對廣西壯族自治區(qū)的柳州市生態(tài)環(huán)境發(fā)展情況進行個案研究。柳州市是多民族相聚而居的地區(qū),同時,又是工業(yè)發(fā)展迅猛的重鎮(zhèn)。當前,大力發(fā)展工業(yè)經(jīng)濟,仍然是柳州市的總體發(fā)展定位,因此,本研究通過梳理柳州市工業(yè)發(fā)展歷程與不同時期當?shù)氐纳鷳B(tài)環(huán)境保護措施,突出強調(diào)工業(yè)經(jīng)濟發(fā)展與生態(tài)環(huán)境保護相協(xié)調(diào)的重要性。另外,對柳州市的自然地理、社會經(jīng)濟、生態(tài)環(huán)境主要特征與發(fā)展狀況做了分析,并對地質(zhì)地貌特征及自然災害、水環(huán)境特征、大氣環(huán)境特征等情況進行了具體闡述。本研究根據(jù)廣西壯族自治區(qū)主體功能區(qū)劃對柳州市的功能定位及分區(qū),有針對性地給出柳州市各功能區(qū)差異化的生態(tài)環(huán)境保護對策建議。對柳州市的重點開發(fā)區(qū),要通過清潔生產(chǎn)、循環(huán)經(jīng)濟,大力減少水環(huán)境、大氣環(huán)境污染,加強重金屬污染綜合防治;加速建設城市基礎設施,搞好城市水污染治理、生活垃圾處理和城市交通污染防治。對限制開發(fā)區(qū)中的重點生態(tài)功能區(qū),包括三江縣和融水縣,要充分發(fā)揮它們的生態(tài)屏障作用,防治石漠化。對于限制開發(fā)區(qū)域中的農(nóng)產(chǎn)品主產(chǎn)區(qū),包括柳城縣、融安縣,要加強面源污染控制,推動生態(tài)綠色食品基地建設。對禁止開發(fā)區(qū)域,包括縣級以上的水源保護區(qū)、自然保護區(qū)、森林公園、地質(zhì)公園等,要實施強制性保護,嚴格控制人為因素對生態(tài)環(huán)境的影響。
[Abstract]:Liuzhou is one of the main central cities in Guangxi, with a strong industrial development foundation and a long history.The industrial proportion of Liuzhou City ranks first in Guangxi.With the industrialization of Liuzhou, the progress of urbanization has achieved remarkable results, the environmental situation is very severe, the long-term accumulation of environmental contradictions have not been resolved.What kind of model should be adopted in economic development in order to avoid the degradation of ecological environment and even cause serious impact on human health more effectively, which is worthy of further consideration and exploration.Based on Marx's ecological thought and ecological city theory, this paper makes a case study on the development of ecological environment in Liuzhou City of Guangxi Zhuang Autonomous region.Liuzhou City is a region where many nationalities meet and live together, and it is also an important city with rapid industrial development.At present, vigorously developing the industrial economy is still the overall development orientation of Liuzhou. Therefore, this study combs the development course of the industry in Liuzhou and the local ecological environmental protection measures in different periods.The importance of coordination between industrial economic development and ecological environment protection is highlighted.In addition, the main characteristics and development status of natural geography, social economy and ecological environment in Liuzhou are analyzed, and the geological and geomorphological features, natural disasters, water environmental characteristics and atmospheric environmental characteristics are expounded in detail.According to the functional orientation and division of the main function of Guangxi Zhuang Autonomous region, the countermeasures and suggestions of ecological environment protection of different functional areas in Liuzhou City are given in this study.For the key development zones in Liuzhou, it is necessary to vigorously reduce the water environment, air pollution, and comprehensive prevention and control of heavy metal pollution through clean production and circular economy, accelerate the construction of urban infrastructure, and do a good job in urban water pollution control.Municipal solid waste disposal and prevention and control of urban traffic pollution.It is necessary to give full play to their ecological barrier function and to prevent rocky desertification in the key ecological functional areas of restricted development zones, including Sanjiang County and Rongshui County.In order to limit the production of agricultural products, including Liucheng County and Rongan County, it is necessary to strengthen the control of non-point source pollution and promote the construction of ecological green food base.Forbidding development areas, including water conservation areas above the county level, nature reserves, forest parks, geopark and so on, should implement compulsory protection and strictly control the impact of human factors on the ecological environment.
