【摘要】：近年來,環(huán)境污染事故頻發(fā)使中國屢次遭受重大損失并造成嚴(yán)重的社會(huì)影響。污染事故頻繁發(fā)生很大程度歸因于企業(yè)環(huán)境責(zé)任的缺失。環(huán)境質(zhì)量每況愈下,環(huán)境責(zé)任逐漸走入人們視野并且越來越被重視。已有研究表明我國環(huán)境污染事故存在一定的規(guī)律,從空間格局來看,環(huán)境污染事故主要集中在我國中西部地區(qū)。已有的研究結(jié)果啟示我們:東西部地區(qū)環(huán)境責(zé)任履行存在差異,西部地區(qū)缺乏環(huán)境責(zé)任履行的動(dòng)力及氛圍。本文則是對造成這一問題的深層次原因進(jìn)行探究。首先本文詳細(xì)介紹了財(cái)政分權(quán)理論及政府規(guī)制理論,并分析其與東西部環(huán)境責(zé)任履行差異的關(guān)系。其次,在理論分析的基礎(chǔ)上,利用案例研究方法,選取近十年來國內(nèi)發(fā)生影響較大的10個(gè)環(huán)境污染案例,進(jìn)行多案例的內(nèi)容分析。將案例按照所屬地區(qū)進(jìn)行分類,并對事件起因、企業(yè)責(zé)任、事件處置過程、地方政府治理缺陷等方面進(jìn)行比較,通過案例內(nèi)容分析揭示造成東西部環(huán)境責(zé)任履行差異的深層次原因。結(jié)果表明,東西部環(huán)保制度差異,官員考核制度、環(huán)境管理制度、西部開發(fā)戰(zhàn)略與發(fā)展定位等制度缺陷是造成東西部環(huán)境責(zé)任履行差異的深層次原因。然后,在案例分析的基礎(chǔ)上,本文進(jìn)行了一定意義的實(shí)證檢驗(yàn),通過探究企業(yè)環(huán)境責(zé)任與財(cái)務(wù)績效的關(guān)系在東西部地區(qū)的差異,從企業(yè)環(huán)境責(zé)任與財(cái)務(wù)績效關(guān)系的角度來佐證案例研究所分析出的深層次緣由在企業(yè)發(fā)展層面產(chǎn)生了作用,企業(yè)環(huán)境責(zé)任與財(cái)務(wù)績效的關(guān)系在總體上可以反映地方政府環(huán)境責(zé)任履行的真實(shí)情況,由此形成了東西部環(huán)境責(zé)任履行氛圍的差異,通過實(shí)證研究進(jìn)一步佐證案例分析的結(jié)論。
[Abstract]:In recent years, the frequent occurrence of environmental pollution accidents has caused heavy losses and serious social impact in China.The frequent occurrence of pollution accidents is largely due to the lack of environmental responsibility of enterprises.With the deterioration of environmental quality, environmental responsibility has gradually entered people's field of vision and been paid more and more attention.Some studies have shown that there are certain laws of environmental pollution accidents in China. From the spatial pattern, environmental pollution accidents are mainly concentrated in the central and western regions of China.The existing research results reveal that there are differences in the performance of environmental responsibility in the eastern and western regions, and there is a lack of motivation and atmosphere for the implementation of environmental responsibility in the western region.This article is to cause this problem the deep level reason carries on the exploration.Firstly, this paper introduces the theory of fiscal decentralization and the theory of government regulation in detail, and analyzes the relationship between the theory and the difference of environmental responsibility between the east and the west.Secondly, on the basis of theoretical analysis, using the method of case study, this paper selects 10 environmental pollution cases which have a great influence in China in the past ten years, and carries on the content analysis of multiple cases.Classifying the cases according to their respective regions, and comparing the causes of the events, corporate responsibility, the process of handling the incidents, the deficiencies of local government governance, and so on.Through the case analysis, the paper reveals the deep reasons of the difference in the performance of environmental responsibility between the east and the west.The results show that the differences of the environmental protection system between the east and the west, the system of officials' assessment, the system of environmental management, the strategy of western development and the orientation of development are the deep-seated reasons for the difference in the performance of environmental responsibility between the east and the west.Then, on the basis of case analysis, this paper carries out a meaningful empirical test, by exploring the relationship between corporate environmental responsibility and financial performance in the eastern and western regions,From the point of view of the relationship between corporate environmental responsibility and financial performance, it is proved that the deep-seated reasons analyzed by the case study have played an important role in the development of enterprises.The relationship between corporate environmental responsibility and financial performance can reflect the real situation of environmental responsibility performance of local government on the whole, which leads to the difference of environment responsibility performance atmosphere between east and west. The conclusion of case analysis is further supported by empirical research.
