規(guī)制治理、公眾訴求與環(huán)境污染——基于地區(qū)間環(huán)境治理策略互動(dòng)的經(jīng)驗(yàn)分析

【摘要】:本文將環(huán)境規(guī)制實(shí)施影響區(qū)分為主效應(yīng)、鄰里效應(yīng)、直接效應(yīng)與間接效應(yīng),并在此基礎(chǔ)上研究了當(dāng)前中國(guó)地區(qū)間環(huán)境治理行為模式,證實(shí)了地區(qū)間在規(guī)制治理投資等方面存在顯著的策略互動(dòng),且其對(duì)環(huán)境治理產(chǎn)生顯著的負(fù)面影響。研究表明:考慮城市間策略互動(dòng)性后,公眾訴求并不會(huì)帶來(lái)環(huán)境規(guī)制投入增加,進(jìn)而無(wú)法降低環(huán)境污染;環(huán)境規(guī)制投入也不能顯著降低污染與達(dá)標(biāo)水平。此外,本研究還發(fā)現(xiàn),財(cái)政自主度提高并不會(huì)顯著提高環(huán)境規(guī)制投入,也不能降低環(huán)境污染,但鄰近城市的財(cái)政自主度提高將會(huì)通過(guò)外商直接投資的引入等提高本城市的環(huán)境達(dá)標(biāo)水平;同時(shí),市場(chǎng)化發(fā)展以及人均地區(qū)生產(chǎn)總值的提高可以有效降低環(huán)境污染,并提高環(huán)境達(dá)標(biāo)水平。本文認(rèn)為,未來(lái)中國(guó)需要在創(chuàng)新公眾訴求路徑等方面進(jìn)一步加強(qiáng)有關(guān)工作以提高規(guī)制效果,但其根本路徑則是需要?jiǎng)?chuàng)造獨(dú)立的環(huán)境規(guī)制實(shí)施環(huán)境。
[Abstract]:In this paper, the main effect, neighborhood effect, direct effect and indirect effect of environmental regulation are distinguished, and on this basis, the behavior mode of environmental governance among regions in China is studied.It is proved that there is significant strategic interaction between regions in regulating investment in governance, and it has a significant negative impact on environmental governance.The results show that: considering the interaction of inter-city strategy, the public appeal will not lead to the increase of environmental regulation investment, and then can not reduce environmental pollution, and environmental regulation investment can not significantly reduce the level of pollution and standards.In addition, this study also found that the increase of financial autonomy will not significantly increase the investment in environmental regulation, nor can it reduce environmental pollution.However, increasing the degree of financial autonomy of neighboring cities will raise the level of environmental standards in their cities through the introduction of foreign direct investment, and at the same time, the development of marketization and the increase of regional GDP per capita can effectively reduce environmental pollution.And improve the level of environmental standards.This paper argues that in the future China needs to further strengthen the relevant work in such aspects as innovating the path of public appeal to improve the regulatory effect, but the fundamental path is to create an independent environment for the implementation of environmental regulation.
