【摘要】：再生水是將城市污水處理廠的處理出水再經(jīng)過深度處理后,得到的可重復利用的水資源,可以滿足農(nóng)業(yè)灌溉、工業(yè)生產(chǎn)、市政雜用等不同用途。在目前我國水資源短缺的狀況下,開發(fā)和利用再生水資源是對城市水資源的重要補充,是提高水資源利用率的重要途徑。隨著我國社會、經(jīng)濟的快速發(fā)展,再生水資源的開發(fā)與利用在構建資源節(jié)約型社會、保護水資源和實現(xiàn)社會經(jīng)濟的可持續(xù)發(fā)展上具有日益突出的地位和作用。本文在研究了國內(nèi)外有關項目后評估內(nèi)容和指標的基礎上,通過對YD再生水廠一期工程項目實例分析,應用全過程分析法,得出以下后評估結(jié)論：(1)巖東再生水廠一期工程符合國家政策和地方需求,決策科學合理,建設費用得到有效控制,由于建設過程中天氣因素影響,工期略有延誤,但經(jīng)合理補救,項目建設質(zhì)量優(yōu)秀,三個施工標段均一次性通過竣工驗收；(2)項目采用的處理工藝運行穩(wěn)定,主要的污染物：化學需氧量、生化需氧量、氨氮、總磷、濁度等指標的達標率均99%以上；(3)再生水銷售水量達到6萬噸/日以上,主要用于工業(yè)循環(huán)冷卻水,緩解了區(qū)域水資源緊缺的現(xiàn)狀；項目所得稅后內(nèi)部收益率達到6.21%,所得稅后投資回收期為16.95年,超過行業(yè)基準收益率5%要求；(4)項目產(chǎn)生顯著的環(huán)境效益,減少了排入水體的污水量及污染物,使補水的河流水質(zhì)由劣Ⅴ類提升到Ⅳ類水質(zhì)；項目符合國家政策方向,可持續(xù)性較好。(5)通過成功度的綜合評估,項目后評估結(jié)果判定為基本成功；再生水項目作為污染減排和資源循環(huán)利用項目,通過后評估,揭示了項目建設過程中可能出現(xiàn)的問題,問題的解決,經(jīng)驗的總結(jié),提高未來項目的決策水平、設計水平、管理水平和投資效率,為今后類似項目的建設提供可靠依據(jù)。
[Abstract]:Reclaimed water is a reusable water resource obtained after advanced treatment of the treated effluent from a municipal wastewater treatment plant, which can satisfy agricultural irrigation and industrial production. The development and utilization of renewable water resources is an important supplement to urban water resources and an important way to improve the utilization rate of water resources. With the rapid development of economy and the development and utilization of renewable water resources, it is necessary to construct a resource-saving society. The protection of water resources and the realization of sustainable development of social economy play an increasingly prominent role. Based on the study of the contents and indicators of post-project evaluation at home and abroad, this paper analyzes the case study of the first phase project of YD Recycling Water Plant. By using the whole process analysis method, the following post-evaluation conclusions are drawn: 1) the first stage project of Yandong Recycling Water Plant conforms to the national policies and local needs, the decision-making is scientific and reasonable, and the construction costs are effectively controlled, due to the influence of weather factors during the construction process. The construction period was slightly delayed, but after reasonable remediation, the construction quality of the project was excellent, and the three construction stages were all completed and accepted at one time. The treatment process adopted in the project was stable. The main pollutants were: chemical oxygen demand, biochemical oxygen demand, ammonia nitrogen, chemical oxygen demand, chemical oxygen demand, ammonia nitrogen, chemical oxygen demand, chemical oxygen demand and ammonia nitrogen. The total phosphorus, turbidity and other indexes have reached the standard rate of 99% or more) the reclaimed water has been sold more than 60 thousand tons per day, which is mainly used for industrial circulating cooling water, which alleviates the current situation of regional water resources shortage. The internal rate of return of the project income tax reaches 6.21, and the payback period of the investment after income tax is 16.95 years, which exceeds the industry benchmark return rate of 5%. The project produces significant environmental benefits and reduces the amount of sewage and pollutants discharged into the water body.
