【摘要】：隨著城鎮(zhèn)化的快速發(fā)展,我國城市人口迅速增長,居民生活水平大幅提高,同時(shí)也帶來了垃圾排放量的迅速增加,不斷出現(xiàn)垃圾圍城現(xiàn)象。垃圾圍城不僅嚴(yán)重影響著城市環(huán)境,也日益困擾著城市居民的生活。垃圾治理在我國起步較晚,傳統(tǒng)的垃圾治理方式渠道單一,粗放式排放,沒有必要的垃圾治理基礎(chǔ)設(shè)施,同時(shí)政府和民眾對垃圾治理問題認(rèn)識不足,缺乏資金和人員支持,造成城市自然資源、自然環(huán)境都受到了垃圾的侵蝕。例如大量的垃圾堆積占用城市土地,對城市土壤、水體、大氣造成了一定程度的污染。生活垃圾已經(jīng)嚴(yán)重影響到城市民眾的日常生活,因此,隨著時(shí)代的進(jìn)步,垃圾治理逐漸成為一個(gè)受到廣泛關(guān)注的社會(huì)熱點(diǎn)問題。作為國家中心城市的廣州市,不僅擁有位居前列的經(jīng)濟(jì)發(fā)展水平,同時(shí)龐大的城市人口也同樣面臨垃圾治理問題。本文以垃圾治理為例,從廣州市傳統(tǒng)的生活垃圾治理方法入手,分析當(dāng)前垃圾治理存在的各種問題,針對性提出解決的對策,從政府行為角度通過科學(xué)合理的方法解決廣州市垃圾治理問題。本文對于廣州市生活垃圾治理的政府行為研究分為以下幾部分：緒論部分�？偸霰疚难芯績�(nèi)容：本文通過對廣州市城市生活垃圾進(jìn)行詳細(xì)的調(diào)查,通過廣泛的收集資料,深入了解廣州市目前生活垃圾的排放量,收集方法,主要的處理方式,當(dāng)前垃圾治理不足等問題。通過分析進(jìn)而得出,垃圾治理各個(gè)環(huán)節(jié)存在的問題,即：垃圾收集基礎(chǔ)設(shè)施不足,垃圾分類措施不到位,垃圾治理方式粗放,垃圾治理新技術(shù)執(zhí)行不力,垃圾治理管理制度缺失。在此基礎(chǔ)上,提出解決廣州市城市生活垃圾的具體措施是政府帶頭,共同關(guān)注,現(xiàn)代化技術(shù)手段和規(guī)范化管理。第二章闡述了垃圾治理方面的理論概念,針對生活垃圾和城市垃圾的定義,對相關(guān)方面的理論研究進(jìn)行了綜合分析。從理論上對城市垃圾治理不當(dāng)帶來的危害進(jìn)行了研究,同時(shí)針對未來垃圾治理的發(fā)展方向,從政府的角度提出公共產(chǎn)品理論及政府職能理論。第三章詳細(xì)分析了廣州市垃圾治理的現(xiàn)狀及所遇到的問題,論述了廣州市生活垃圾治理想要達(dá)到的目標(biāo)。具體分析當(dāng)前廣州市生活垃圾的治理方法及情況,并對目前廣州市政府在垃圾治理方面的創(chuàng)新之處：多項(xiàng)垃圾治理方式、實(shí)行生活垃圾分類、部分地區(qū)征收垃圾費(fèi)等進(jìn)行闡述。第四章針對廣州市垃圾治理中出現(xiàn)的問題進(jìn)行分析,從政策、基礎(chǔ)設(shè)施、公眾參與、資金匱乏等各方面分析當(dāng)前阻礙廣州市生活垃圾有效治理的具體原因,從政府管理、基礎(chǔ)設(shè)施、資金支持、公眾參與以及垃圾治理能夠獲得的綜合效益方面進(jìn)行論述。第五章闡述了城市垃圾帶來的具體危害,以及為解決生活垃圾問題,政府及社會(huì)需要作出的投入,進(jìn)而分析了這些投入所獲得的收益,深入淺出的分析了廣州市城市生活垃圾治理投入——產(chǎn)出效益,為生活垃圾治理技術(shù)的升級奠定理論基礎(chǔ)。第六章論述廣州市生活垃圾治理的政府行為優(yōu)化,從相關(guān)的組織制度、深化垃圾治理方式兩方面對廣州市針對當(dāng)前垃圾治理面臨問題所采取的措施進(jìn)行分析。
