【摘要】：海洋生態(tài)資源是人類生存和發(fā)展不可或缺的基礎(chǔ)條件,同時(shí),海洋生態(tài)系統(tǒng)在社會(huì)經(jīng)濟(jì)的發(fā)展當(dāng)中發(fā)揮著巨大價(jià)值。隨著沿海地區(qū)經(jīng)濟(jì)高速發(fā)展,人們對海洋生態(tài)服務(wù)的需求日益增加。在全球變化和人類活動(dòng)的雙重干擾下,海洋生態(tài)環(huán)境受到嚴(yán)重破壞,近海生態(tài)系統(tǒng)面臨著退化趨勢。目前,遼寧海域生態(tài)系統(tǒng)狀況不容樂觀,直接影響到人們的健康和海洋經(jīng)濟(jì)的可持續(xù)發(fā)展。近年來,國內(nèi)外生態(tài)環(huán)境保護(hù)的理論和實(shí)踐表明,建立生態(tài)補(bǔ)償機(jī)制,通過經(jīng)濟(jì)杠桿來解決生態(tài)環(huán)境保護(hù)與經(jīng)濟(jì)發(fā)展的矛盾,比用傳統(tǒng)的管理手段更具明顯的成本效益優(yōu)勢和更強(qiáng)的激勵(lì)作用。為了有效改善遼寧海域生態(tài)環(huán)境,目前對生態(tài)補(bǔ)償存在迫切的政策需求和技術(shù)需要。因此,研究和建立海域生態(tài)補(bǔ)償機(jī)制已成為海洋生態(tài)環(huán)境保護(hù)的一項(xiàng)重要任務(wù)。本文運(yùn)用文獻(xiàn)研究和多學(xué)科綜合研究的方法,針對遼寧海域補(bǔ)償?shù)默F(xiàn)狀,分析近年來生態(tài)補(bǔ)償效果不夠顯著的原因。在機(jī)制構(gòu)建的迫切需要下,依據(jù)海洋生態(tài)補(bǔ)償?shù)睦碚撝?通過遼寧生態(tài)補(bǔ)償措施的日益完備,各級政府重視程度的增強(qiáng),以及國內(nèi)外先進(jìn)的海洋生態(tài)補(bǔ)償理念和成功經(jīng)驗(yàn)的借鑒,嘗試構(gòu)建遼寧海域生態(tài)補(bǔ)償機(jī)制。運(yùn)用定性與定量相結(jié)合的方法,從構(gòu)建生態(tài)補(bǔ)償機(jī)制的框架出發(fā),確定補(bǔ)償主體、對象、標(biāo)準(zhǔn)和方式,設(shè)計(jì)與實(shí)踐相符的配套措施,并提出如何改進(jìn)遼寧海域生態(tài)補(bǔ)償?shù)墓芾矸绞�。從而為政府制定相關(guān)的海洋生態(tài)補(bǔ)償政策提供理論依據(jù)和經(jīng)驗(yàn)借鑒。對防止海洋生態(tài)系統(tǒng)功能退化,促進(jìn)遼寧海域生態(tài)資源價(jià)值的保值增值和海洋經(jīng)濟(jì)和諧發(fā)展具有深遠(yuǎn)的現(xiàn)實(shí)意義。
[Abstract]:Marine ecological resources are the indispensable basic conditions for the survival and development of human beings. At the same time, marine ecosystems play a great role in the development of social economy. With the rapid economic development of coastal areas, The demand for marine ecological services is increasing. Due to the double interference of global change and human activities, the marine ecological environment has been seriously damaged and the offshore ecosystem is facing a trend of degradation. In recent years, the theory and practice of ecological environment protection at home and abroad have shown that the establishment of ecological compensation mechanism is not optimistic and has a direct impact on people's health and the sustainable development of marine economy. To solve the contradiction between ecological environment protection and economic development through economic leverage, it has more obvious cost benefit advantage and stronger incentive effect than traditional management methods. In order to improve the ecological environment of Liaoning sea area effectively, At present, there is an urgent policy and technical need for ecological compensation. Therefore, the study and establishment of ecological compensation mechanism has become an important task of marine ecological environment protection. In view of the present situation of ocean compensation in Liaoning Province, this paper analyzes the reasons why the effect of ecological compensation is not remarkable in recent years. Under the urgent need of the construction of mechanism, according to the theoretical support of marine ecological compensation, the ecological compensation measures of Liaoning Province are increasingly complete. The governments at all levels pay more attention to the marine ecological compensation and learn from the advanced marine ecological compensation ideas and successful experiences at home and abroad, and try to construct the ecological compensation mechanism of Liaoning sea area by combining qualitative and quantitative methods. Starting from the framework of constructing ecological compensation mechanism, the main body, object, standard and method of compensation are determined, and the corresponding measures are designed in accordance with the practice. How to improve the management mode of marine ecological compensation in Liaoning Province is put forward, which can provide the theoretical basis and experience for the government to formulate the relevant marine ecological compensation policy, which can prevent the degradation of marine ecosystem function. It is of profound practical significance to promote the preservation and increment of ecological resources value and the harmonious development of marine economy in Liaoning.
