【摘要】：農(nóng)村生態(tài)文明建設(shè)和農(nóng)村環(huán)境保護(hù)是我國生態(tài)文明建設(shè)中的重要一環(huán),黨的十八大把生態(tài)文明建設(shè)納入中國特色社會主義事業(yè)五位一體總布局。黨的十八屆三中全會通過《中共中央關(guān)于全面深化改革若干重大問題的決定》,提出緊緊圍繞建設(shè)美麗中國、深化生態(tài)文明體制改革,加快建立生態(tài)文明制度,健全國土空間開發(fā)、資源節(jié)約利用、生態(tài)環(huán)境保護(hù)的機制,推動形成人與自然和諧發(fā)展現(xiàn)代建設(shè)新格局。近年來,面對農(nóng)村環(huán)境日益惡化的嚴(yán)峻形勢,中央及地方政府采取了一系列舉措,使部分農(nóng)村環(huán)境得到有效改善,然而農(nóng)村環(huán)境保護(hù)工作依然不容樂觀。大洼縣自2013年開始把農(nóng)村生態(tài)環(huán)境治理作為首要工作,并制定《大洼縣農(nóng)村環(huán)境工作實施治理方案》、《大洼縣宜居鄉(xiāng)村建設(shè)方案》等一系列方案,至今已有兩個年頭。大洼縣在農(nóng)村環(huán)境治理過程中,堅持因地制宜的原則,從縣情、鎮(zhèn)情、村情出發(fā),總結(jié)出了符合大洼縣實際的農(nóng)村環(huán)境治理的經(jīng)驗。本文系統(tǒng)地梳理了大洼縣農(nóng)村生態(tài)環(huán)境治理的經(jīng)驗,對農(nóng)村生態(tài)環(huán)境治理的目標(biāo)、涵義和理論進(jìn)行分析,結(jié)合大洼縣農(nóng)村生態(tài)環(huán)境的污染現(xiàn)狀、治理現(xiàn)狀和出現(xiàn)的問題,對實際治理工作中存在的問題,提出了一些有針對性的建議和對策。首先,通過對國內(nèi)外文獻(xiàn)的研究,在此基礎(chǔ)上,對人居科學(xué)環(huán)境、生態(tài)文明等理論問題進(jìn)行了闡述,對國外農(nóng)村環(huán)境的實踐進(jìn)行了介紹。其次,本人通過實地調(diào)研、訪談和發(fā)放調(diào)查問卷等方式,對大洼縣農(nóng)村生態(tài)環(huán)境的現(xiàn)狀和治理存在的問題進(jìn)行了分析。從五個方面探究大洼縣農(nóng)村生態(tài)環(huán)境治理過程中存在的問題,并對問題進(jìn)行原因分析,選擇大洼縣農(nóng)村人口數(shù)量、環(huán)境污染現(xiàn)狀、財政預(yù)算支出等作自變量,與農(nóng)村環(huán)境治理結(jié)果進(jìn)行分析,并進(jìn)行診斷。再次,針對大洼縣的農(nóng)村生態(tài)環(huán)境治理提出的方案,并結(jié)合相關(guān)理論進(jìn)行可行性論證分析。最后,提出了優(yōu)化環(huán)境治理外部環(huán)境、建立健全治理機制、加大宣傳力度等強化大洼縣農(nóng)村生態(tài)環(huán)境治理的對策思路。本文從大洼縣農(nóng)村生態(tài)環(huán)境治理的客觀實際出發(fā),采用文獻(xiàn)研究法、訪談?wù){(diào)查法等研究理論和方法,研究了大洼縣在農(nóng)村生態(tài)環(huán)境治理中存在的問題,提出農(nóng)村環(huán)境治理的對策和意見,對今后改善農(nóng)民的健康狀況、提高農(nóng)民的生活質(zhì)量、實現(xiàn)經(jīng)濟(jì)的可持續(xù)發(fā)展都是有利的。同時,能減少城鄉(xiāng)矛盾,對于打破城鄉(xiāng)二元結(jié)構(gòu)、讓廣大農(nóng)民更多地分享改革發(fā)展成果,具有非常現(xiàn)實的意義。
[Abstract]:The construction of rural ecological civilization and the protection of rural environment are an important part of the construction of ecological civilization in China. The 18 Party's ecological civilization construction was brought into the overall layout of the five-in-one integration of the cause of socialism with Chinese characteristics. The third Plenary session of the 18 CPC Central Committee adopted the "decision of the CPC Central Committee on comprehensively deepening several important issues of Reform", which was put forward closely. Around building a beautiful China, Deepening the reform of the ecological civilization system, speeding up the establishment of the ecological civilization system, perfecting the mechanism of land and space development, the conservation and utilization of resources, and the protection of the ecological environment, promoting the formation of a new pattern of harmonious development between man and nature in modern construction. In the face of the worsening situation of the rural environment, the central and local governments have taken a series of measures to effectively improve the rural environment. However, the rural environmental protection work is still not optimistic. Since 2013, Dawa County has taken the rural ecological environment management as its primary work. It has been two years since Dawa County formulated a series of schemes, such as "Dawa County Rural Environmental Management Program", "Dawa County livable Rural Construction Program" and so on. In the process of rural environmental management, Dawa County adheres to the principle of adapting measures to local conditions, and from the county situation, This paper systematically combs the experience of rural ecological environment management in Dawa County, and analyzes the goal, meaning and theory of rural ecological environment management. Combined with the present situation of the pollution of rural ecological environment in Dawa County, the present situation and problems of management, and the problems existing in the actual control work, some suggestions and countermeasures are put forward. Firstly, through the study of the literature at home and abroad, some suggestions and countermeasures are put forward. On this basis, the scientific environment of human settlements, ecological civilization and other theoretical issues are expounded, and the practice of rural environment in foreign countries is introduced. Secondly, through field research, interviews and questionnaires, etc. This paper analyzes the present situation of rural ecological environment in Dawa County and the problems existing in its governance. It probes into the problems existing in the process of rural ecological environment management in Dawa County from five aspects, and analyzes the causes of the problems, and selects the rural population in Dawa County. Environmental pollution status, budget expenditure and other independent variables, and the results of rural environmental treatment were analyzed and diagnosed. Thirdly, the proposed scheme for rural ecological environment management in Dawa County, Finally, the paper puts forward to optimize the environment to govern the external environment, establish and perfect the governance mechanism. Based on the objective reality of rural ecological environment management in Dawa County, this paper adopts the methods of literature research, interview investigation and other research theories and methods. This paper studies the problems existing in the management of the rural ecological environment in Dawa County, and puts forward the countermeasures and suggestions of the rural environmental management, which will improve the health status of the peasants and improve the quality of life of the peasants in the future. At the same time, it is of great practical significance to reduce the contradiction between urban and rural areas, to break the dual structure of urban and rural areas and to let farmers share the fruits of reform and development.
