【摘要】：通過田間調研和問卷調查,利用柵格量化方法和極值法對數(shù)據(jù)進行處理。從調查對象、環(huán)境感知、社區(qū)經(jīng)濟、社區(qū)生活、社區(qū)生產(chǎn)和法律宣傳等方面對光明村、羅家坪村、劉家壩村和主溪村四個典型社區(qū)的環(huán)保社區(qū)機制綜合狀況進行了探討,認為當前湖南省農(nóng)村環(huán)境保護社區(qū)機制主要存在四方面問題:(1)機制系統(tǒng)不完善;(2)傳統(tǒng)環(huán)保管理機制與農(nóng)村環(huán)保社區(qū)機制不兼容;(3)地方保護主義的負面效應;(4)政府環(huán)保結構與農(nóng)村環(huán)保社區(qū)機制的相悖。針對這些問題,結合國內外先進經(jīng)驗,建構了湖南省農(nóng)村環(huán)境保護社區(qū)機制模式。
[Abstract]:Through field investigation and questionnaire survey, the data were processed by raster quantitative method and extreme value method. Guangming Village, Luojiaping Village, Luojiaping Village were investigated in terms of objects, environmental perception, community economy, community life, community production and legal propaganda. The comprehensive situation of environmental protection community mechanism in four typical communities of Liujiaba village and main river village was discussed. The author thinks that there are four main problems existing in the mechanism of rural environmental protection community in Hunan Province at present: (1) the mechanism system is not perfect; (2) the traditional environmental protection management mechanism is not compatible with the rural environmental protection community mechanism; (3) the negative effect of local protectionism is not compatible with that of the traditional environmental protection management mechanism and the rural environmental protection community mechanism. The environmental protection structure is contrary to the rural environmental protection community mechanism. Combined with advanced experience at home and abroad, this paper constructs the community mechanism model of rural environmental protection in Hunan Province.
