【摘要】：環(huán)境治理是一個(gè)備受關(guān)注的學(xué)術(shù)研究領(lǐng)域。在中國(guó)的行政生態(tài)下,區(qū)域和職能分割導(dǎo)致的合作治理難題,造成了科層治污的失敗,而政治需求能夠通過(guò)壓力型體制轉(zhuǎn)變?yōu)閺?qiáng)大的政治激勵(lì),通過(guò)自上而下的"運(yùn)動(dòng)式"治污克服官僚惰性,完成快速治污目標(biāo)。本文以APEC前后的治污行動(dòng)及"APEC藍(lán)"的創(chuàng)造過(guò)程作為分析"文本",發(fā)現(xiàn)這種組合治污行動(dòng)本質(zhì)上具有中國(guó)特色的以權(quán)威和命令為基礎(chǔ)的環(huán)境威權(quán)主義的集中體現(xiàn),通過(guò)科層體制的壓力傳導(dǎo)和政治激勵(lì)得以推進(jìn),能夠?qū)崿F(xiàn)對(duì)社會(huì)資源的強(qiáng)力整合,但資源約束和治污手段簡(jiǎn)單低下造成治污結(jié)果的脆弱性,蘊(yùn)含著現(xiàn)代化治理風(fēng)險(xiǎn)。
[Abstract]:Environmental governance is an academic research field of great concern. Under the administrative ecology of China, the problem of cooperative governance caused by the division of regions and functions has resulted in the failure of disciplinary control. Political needs can be transformed into powerful political incentives through a pressure-type system, and bureaucratic inertia can be overcome through top-down "movement" measures. In this paper, the author analyzes the "text" of the anti-pollution action before and after APEC and the creation process of "APEC Blue". It is found that this kind of combined pollution control action is essentially a kind of environmental threat based on authority and order with Chinese characteristics. The concentrated embodiment of authoritarianism, Through the pressure transmission and political encouragement of the branch system, the strong integration of social resources can be realized, but resource constraints and low pollution control means result in the fragility of the pollution control results, which contains the risk of modern governance.
