【摘要】：人生存于其中的環(huán)境,是具有自生功能的有機體。環(huán)境的自生能力與人介入其中的環(huán)境消耗之間形成動態(tài)平衡,就是環(huán)境安全值:環(huán)境消耗小于環(huán)境自生能力,環(huán)境處于生境狀態(tài);環(huán)境消耗大于環(huán)境自生能力,環(huán)境就突破其動態(tài)平衡框架而形成環(huán)境懸崖。以此為基本認知,以一國"人口與其可居住空間之變動關(guān)系"和"有限生存空間與資源儲存之變動關(guān)系"為宏觀判據(jù),以"氣候、空氣、水、土地"為具體判據(jù),我國環(huán)境大致在2006~2012年間被悄然地推上懸崖;并且,處于懸崖上的環(huán)境未得到有效阻止,正朝崩潰方向運動,其突出標志是整個社會開啟了"霧霾化生存"的歷史進程。處于環(huán)境懸崖運動進程中的中國,自救的唯一道路是痛下決心,徹底中止經(jīng)濟發(fā)展與環(huán)境治理之二元模式,全面實施社會轉(zhuǎn)型。
[Abstract]:The environment in which human beings live is an organism with self-living function. The dynamic balance is formed between the self-living ability of environment and the environmental consumption in which human beings intervene, that is, the value of environmental safety: the consumption of environment is smaller than that of self-generating ability of environment. The environment is in a habitat state; The environmental consumption is larger than the environmental self-generation ability, the environment breaks through its dynamic equilibrium frame and forms the environmental cliff. The macro criterion is "the relation between population and its habitable space" and "the relation between limited living space and resource storage", and the concrete criterion is "climate, air, water and land". China's environment was quietly pushed up the cliff in 2006 and 2012; Moreover, the environment on the cliff has not been effectively stopped, and is moving towards the direction of collapse. Its outstanding symbol is that the whole society has started the historical process of "haze survival" and China is in the process of environmental cliff movement. The only way to save oneself is to make up one's mind, completely stop the dual mode of economic development and environmental management, and carry out the social transformation in an all-round way.
