【摘要】：十八屆四中全會(huì)中,總書(shū)記提出要形成環(huán)境保護(hù)長(zhǎng)效機(jī)制,推動(dòng)綠色發(fā)展、循環(huán)發(fā)展的新常態(tài),同時(shí)要徹底根除以往的“先污染后治理”的思想,切實(shí)為人民群眾建立良好的、適合居住的生態(tài)環(huán)境。但近年來(lái),隨著經(jīng)濟(jì)建設(shè)的發(fā)展,城市改擴(kuò)建已成為全國(guó)許多城市發(fā)展的必經(jīng)之路。由此可見(jiàn),在改擴(kuò)建過(guò)程中必然會(huì)對(duì)生態(tài)環(huán)境帶來(lái)一定的影響,例如：噪聲污染、揚(yáng)塵污染、燈光污染等都會(huì)導(dǎo)致全球化氣候變暖和生態(tài)系統(tǒng)的惡化。同時(shí),城市建筑活動(dòng)對(duì)生態(tài)環(huán)境也會(huì)產(chǎn)生多方面的影響,如建筑施工過(guò)程中要產(chǎn)生許多的建筑垃圾,針對(duì)施工過(guò)程中產(chǎn)生的建筑垃圾應(yīng)該怎樣處置,處置得怎么樣這些對(duì)生態(tài)環(huán)境影響都是一個(gè)至關(guān)重要的問(wèn)題。因此本文主要通過(guò)數(shù)據(jù)分析總結(jié)一些現(xiàn)實(shí)中城市改造過(guò)程中揚(yáng)塵對(duì)城市環(huán)境影響的情況,以及相應(yīng)的城改中產(chǎn)生的光污染、噪聲污染等情況,從而提出施工中揚(yáng)塵污染對(duì)城市污染乃至PM2.5的值監(jiān)測(cè)計(jì)算都存在著巨大的影響,而光污染及噪音污染也是與人民群眾健康生活息息相關(guān)的,如沒(méi)有合理的防護(hù)措施也將對(duì)整個(gè)城市的生態(tài)環(huán)境保護(hù)產(chǎn)生重大的影響。最后本文通過(guò)對(duì)作為全國(guó)重要的城改區(qū)包頭北梁的改造項(xiàng)目的研究,提出了在城改過(guò)程中應(yīng)對(duì)各類(lèi)可能造成的環(huán)境污染給予重視。
[Abstract]:In the fourth Plenary session of the 18 CPC Central Committee, the General Secretary proposed to form a long-term mechanism of environmental protection, to promote green development and a new normal of circular development, and at the same time to thoroughly eradicate the former idea of "pollution first and then control". In recent years, with the development of economic construction, urban reconstruction and expansion has become the only way for the development of many cities in China. In the process of reconstruction and expansion, it will inevitably bring certain impact on the ecological environment, such as: noise pollution, dust pollution, light pollution and so on will lead to global climate warming and ecosystem deterioration. At the same time. Urban construction activities will also have a variety of impacts on the ecological environment, such as the construction process to produce a lot of construction waste, in view of the construction process of construction waste should be disposed of. How to dispose of these to the ecological environment is a crucial issue. Therefore, this paper mainly through data analysis to sum up some of the reality of urban transformation process of dust impact on the urban environment. As well as the corresponding light pollution, noise pollution and so on in the city reform, it is pointed out that the dust pollution in construction has a great impact on the urban pollution and even the value of PM2.5 monitoring and calculation. Light pollution and noise pollution are also closely related to the healthy life of the people. If there is no reasonable protection measures will also have a significant impact on the ecological environment protection of the whole city. Finally, this paper studies the transformation project of Baotou Beiliang, which is an important city reform area in the whole country. It is suggested that attention should be paid to various possible environmental pollution in the process of urban reform.
