【摘要】：地方政府的大氣污染治理模式主要有屬地治理和合作治理模式,合作治理逐漸成為當前大氣污染治理的共識。從演化博弈的視角,分析地方政府在大氣污染治理中的行為演化路徑與穩(wěn)定策略,探究地方政府間達成并鞏固合作治理聯(lián)盟的因素。比較有中央約束和無中央政府約束下地方政府屬地治理和合作治理四種演化博弈結(jié)果表明:在屬地治理背景下,無論中央政府是否對地方政府進行約束,地方政府均傾向于"搭便車"行為,而中央政府對地方政府的約束在屬地治理中面臨失靈;在合作治理場景中,地方政府的穩(wěn)定策略均向達成合作治理或均不治理的方向演進,但在中央政府約束下,地方政府的穩(wěn)定策略能快速有效得向合作治理的方向演進。為實現(xiàn)大氣污染的有效治理,地方政府間必須形成有效的合作治理聯(lián)盟,合作收益是達成大氣污染合作治理聯(lián)盟的必要條件,而合作成本與中央政府約束的程度決定了合作治理聯(lián)盟的穩(wěn)定性。
[Abstract]:The local government's air pollution control mode mainly includes territorial governance and cooperative control mode, and cooperative governance has gradually become the consensus of the current air pollution control. From the perspective of evolutionary game theory. The behavior evolution path and stabilization strategy of local government in air pollution control are analyzed. This paper probes into the factors that local governments reach and consolidate cooperative governance alliance, and compares the four evolutionary game results of local government dependency governance and cooperative governance under central constraint and no central government constraint. In the context of territorial governance. No matter whether or not the central government restricts the local government, the local government tends to "hitchhike" behavior, and the central government's constraint on the local government is faced with failure in the territorial governance; In the scenario of cooperative governance, the stabilization strategy of local government evolves towards the direction of cooperative governance or non-governance, but under the constraint of the central government. The stabilization strategy of local government can rapidly and effectively evolve towards cooperative governance. In order to achieve effective control of air pollution, local governments must form an effective cooperative governance alliance. The cooperative income is the necessary condition to reach a cooperative air pollution control alliance, and the cooperation cost and the degree of constraint of the central government determine the stability of the cooperative management alliance.
