【摘要】：人類社會(huì)經(jīng)濟(jì)要實(shí)現(xiàn)長久健康發(fā)展,需要秉持可持續(xù)發(fā)展的理念,實(shí)現(xiàn)人口、資源、環(huán)境、社會(huì)、經(jīng)濟(jì)協(xié)調(diào)發(fā)展。東江湖庫區(qū)豐富的水資源及其他生態(tài)資源,是湖南省實(shí)現(xiàn)兩型社會(huì)的重要戰(zhàn)略資源。準(zhǔn)確把握東江湖庫區(qū)水環(huán)境承載力現(xiàn)狀,理清該區(qū)域資源環(huán)境與社會(huì)經(jīng)濟(jì)發(fā)展的協(xié)調(diào)程度,有利于推動(dòng)?xùn)|江湖庫區(qū)實(shí)現(xiàn)資源-環(huán)境-社會(huì)-經(jīng)濟(jì)協(xié)調(diào)發(fā)展。在可持續(xù)發(fā)展理論、環(huán)境承載力理論、現(xiàn)代系統(tǒng)科學(xué)理論及新制度經(jīng)濟(jì)學(xué)等科學(xué)理論的指導(dǎo)下,本文首先介紹了東江湖庫區(qū)的基本情況;其次,為了了解東江湖庫區(qū)當(dāng)前以水為核心的資源環(huán)境的健康狀況,構(gòu)建了以“資源-環(huán)境-社會(huì)-經(jīng)濟(jì)”四位一體的水環(huán)境承載力評(píng)價(jià)體系,通過科學(xué)的賦權(quán)方式及計(jì)算方法,測度了2001年-2011年東江湖庫區(qū)水環(huán)境的承載能力,研究結(jié)果表明2001年-2011年東江湖庫區(qū)水環(huán)境承載力呈現(xiàn)整體穩(wěn)定伴有小幅度下滑的趨勢,資源環(huán)境與人類經(jīng)濟(jì)社會(huì)的發(fā)展可能存在不協(xié)調(diào)的狀況;在此基礎(chǔ)上,分析了東江湖庫區(qū)協(xié)調(diào)發(fā)展中存在的現(xiàn)實(shí)問題,并進(jìn)一步計(jì)算東江湖庫區(qū)資源環(huán)境系統(tǒng)與社會(huì)經(jīng)濟(jì)系統(tǒng)的綜合評(píng)價(jià)指數(shù),并對(duì)兩者之間的協(xié)調(diào)發(fā)展度進(jìn)行了測量,研究結(jié)果顯示東江湖庫區(qū)2001年-2011年期間大多數(shù)年份資源環(huán)境與社會(huì)經(jīng)濟(jì)的關(guān)系為中度協(xié)調(diào),部分年份出現(xiàn)了初級(jí)協(xié)調(diào)、勉強(qiáng)協(xié)調(diào)的情況;庫區(qū)的資源環(huán)境與社會(huì)經(jīng)濟(jì)之間協(xié)調(diào)程度不高。在實(shí)證分析結(jié)果的基礎(chǔ)上,本文提出了推動(dòng)?xùn)|江湖庫區(qū)資源環(huán)境與社會(huì)經(jīng)濟(jì)協(xié)調(diào)發(fā)展的對(duì)策建議:推進(jìn)東江湖庫區(qū)資源配置市場化、打造產(chǎn)業(yè)聯(lián)盟;健全完善東江湖庫區(qū)生態(tài)補(bǔ)償機(jī)制;加強(qiáng)東江湖庫區(qū)生態(tài)環(huán)境治理;庫區(qū)內(nèi)各縣市間加強(qiáng)溝通協(xié)作。
[Abstract]:In order to realize long-term and healthy development of human society and economy, we need to uphold the concept of sustainable development and realize the coordinated development of population, resources, environment, society and economy, and rich water resources and other ecological resources in the Dongjiang Reservoir area. It is an important strategic resource to realize the two-type society in Hunan Province. We can accurately grasp the current situation of the carrying capacity of water environment in Dongjiang Lake Reservoir area and clarify the coordination degree between the resources and environment in this region and the development of social economy. Under the guidance of sustainable development theory, environmental carrying capacity theory, modern system science theory and new institutional economics, etc. This paper first introduces the basic situation of Dongjiang Lake Reservoir area. Secondly, in order to understand the health status of the resources and environment with water as the core in Dongjiang Reservoir area, a water environment carrying capacity evaluation system with "resources-environment-social-economic" is constructed. The carrying capacity of water environment in Dongjiang Lake reservoir area from 2001 to 2011 is measured by scientific weighting method and calculation method. The results show that the water environment carrying capacity of Dongjiang Lake reservoir area from 2001 to 2011 shows a trend of overall stability with a small decline, and the resources and environment may not be in harmony with the development of human economy and society. On this basis, this paper analyzes the practical problems existing in the coordinated development of the Dongjiang Lake Reservoir area, and further calculates the comprehensive evaluation index of the resources and environment system and the social economic system in the Dongjiang Lake Reservoir area. The results show that the relationship between resources, environment and social economy in most years from 2001 to 2011 is moderately coordinated. Some years have seen primary coordination, barely coordinated; The level of coordination between resource environment and social economy in the reservoir area is not high. This paper puts forward countermeasures and suggestions to promote the harmonious development of resources and environment and social economy in Dongjiang Lake Reservoir area: to promote the marketization of resource allocation in Dongjiang Lake Reservoir area and to build an industrial alliance; Perfecting the ecological compensation mechanism of Dongjiang Lake reservoir area; Strengthening ecological environment control in Dongjiang Lake Reservoir area; Strengthen communication and cooperation among counties and cities in the reservoir area.
