【摘要】：本文以洞庭湖生態(tài)經(jīng)濟(jì)區(qū)湖南省區(qū)域?yàn)檠芯繉?duì)象,以生態(tài)經(jīng)濟(jì)學(xué)理論為研究基礎(chǔ),綜合運(yùn)用系統(tǒng)論、統(tǒng)計(jì)學(xué)、景觀生態(tài)、生態(tài)規(guī)劃等理論與方法,通過構(gòu)建資源環(huán)境與經(jīng)濟(jì)發(fā)展協(xié)調(diào)評(píng)價(jià)模型,對(duì)洞庭湖生態(tài)經(jīng)濟(jì)區(qū)湖南境內(nèi)的4個(gè)區(qū)域(岳陽市、常德市、益陽市、長沙望城區(qū))進(jìn)行了資源環(huán)境與經(jīng)濟(jì)協(xié)調(diào)發(fā)展綜合評(píng)價(jià),并對(duì)目前存在的主要問題進(jìn)行深入分析。研究主要結(jié)論如下：1、岳陽市資源環(huán)境與經(jīng)濟(jì)總體發(fā)展?fàn)顩r為2005年高度協(xié)調(diào),2006年-2014年為中度協(xié)調(diào)。目前存在的主要問題是：工業(yè)生產(chǎn)對(duì)環(huán)境造成了較大影響,旅游業(yè)發(fā)展基礎(chǔ)設(shè)施跟不上,城區(qū)基礎(chǔ)設(shè)施建設(shè)需要加快進(jìn)度,特色湖區(qū)農(nóng)業(yè)發(fā)展需要轉(zhuǎn)型升級(jí)。2、常德市資源環(huán)境與經(jīng)濟(jì)總體發(fā)展?fàn)顩r為2005年-2008年為高度協(xié)調(diào),2009年-2011年為中度協(xié)調(diào),2012年-2014年為低度協(xié)調(diào)。目前存在的主要問題是：農(nóng)業(yè)發(fā)展方式滯后,經(jīng)濟(jì)結(jié)構(gòu)急需調(diào)整,新型能源開發(fā)欠缺,旅游業(yè)發(fā)展前期對(duì)環(huán)境的影響較大,礦產(chǎn)開發(fā)對(duì)水資源依賴較大,造成了一定的水環(huán)境污染。3、益陽市資源環(huán)境與經(jīng)濟(jì)總體發(fā)展?fàn)顩r為2005年-2010年為中度協(xié)調(diào),2011年-2014年為低度協(xié)調(diào)。目前主要存在的問題是：農(nóng)業(yè)發(fā)展模式急需創(chuàng)新升級(jí),經(jīng)濟(jì)基礎(chǔ)較落后,旅游業(yè)基礎(chǔ)設(shè)施建設(shè)需要加強(qiáng),工業(yè)發(fā)展資源利用率較低,造成了資源的浪費(fèi)與環(huán)境的破壞。4、長沙市望城區(qū)資源環(huán)境與經(jīng)濟(jì)發(fā)展?fàn)顩r為2005年-2014年為中度協(xié)調(diào),望城區(qū)在近10年的發(fā)展過程中協(xié)調(diào)度一直處于下降之中。目前主要存在的問題是：經(jīng)濟(jì)發(fā)展對(duì)資源環(huán)境的依賴性較高,經(jīng)濟(jì)結(jié)構(gòu)急需轉(zhuǎn)型,城區(qū)整體經(jīng)濟(jì)基礎(chǔ)較好,但是城鄉(xiāng)一體化建設(shè)任重道遠(yuǎn)。
[Abstract]:This paper takes the region of Hunan Province of Dongting Lake Ecological Economic Zone as the research object, takes the ecological economics theory as the research foundation, synthetically uses the system theory, the statistics, the landscape ecology, the ecological plan and so on the theory and the method. By constructing a coordinated evaluation model of resources, environment and economic development, four regions (Yueyang City, Changde City, Yiyang City) of Dongting Lake Ecological Economic Zone in Hunan are studied. The comprehensive evaluation of coordinated development of resources, environment and economy is carried out in Wangcheng district of Changsha, and the main existing problems are deeply analyzed. The main conclusions are as follows: 1. The overall development of resources, environment and economy in Yueyang City is highly coordinated in 2005 and moderately coordinated from 2006 to 2014. At present, the main problem is that industrial production has a great impact on the environment. Tourism development infrastructure can not keep up, urban infrastructure construction needs to accelerate progress, characteristic lake area agricultural development needs to transform and upgrade .2. The overall development of resources, environment and economy in Changde City was highly coordinated from 2005 to 2008, and moderate from 2009 to 2009. From 2012 to 2014, there is low coordination. At present, the main problems are: the mode of agricultural development lags behind, the economic structure is in urgent need of adjustment, and the development of new energy is deficient. The early stage of tourism development has a greater impact on the environment, and mineral exploitation depends heavily on water resources, resulting in a certain water environment pollution of .3. The overall development of resources, environment and economy in Yiyang City was moderate coordination from 2005 to 2010. From 2011 to 2014, there is a low level of coordination. At present, the main problems are: the agricultural development model needs to be innovated and upgraded urgently, the economic base is relatively backward, and the infrastructure construction of tourism needs to be strengthened. The low utilization rate of industrial development resources caused the waste of resources and the destruction of environment. The resources, environment and economic development of Wangcheng District of Changsha City were moderately coordinated from 2005 to 2014. The coordination degree of Wangcheng District has been declining in the past 10 years. At present, the main problems are that the economic development is highly dependent on the resources and environment, and the economic structure is in urgent need of transformation. The overall economic base of urban areas is good, but the construction of urban and rural integration has a long way to go.
