【摘要】：近年來(lái),呼包鄂城市群憑借其強(qiáng)大的集聚效應(yīng),已成為內(nèi)蒙古經(jīng)濟(jì)增長(zhǎng)的核心,經(jīng)濟(jì)增長(zhǎng)連創(chuàng)新高。呼包鄂城市群在“十二五發(fā)展規(guī)劃”中被劃入國(guó)內(nèi)城市群規(guī)劃范圍,被國(guó)家定位為城市群發(fā)展戰(zhàn)略非常重要的一個(gè)部分。2013年呼包鄂三市生產(chǎn)總值之和占全區(qū)的60.38%,全區(qū)生產(chǎn)總值達(dá)到16832.38億元,比2012年增長(zhǎng)6%,領(lǐng)先于西部各省市。然而,伴隨著經(jīng)濟(jì)的快速發(fā)展,日益嚴(yán)峻的環(huán)境形勢(shì)成為制約呼包鄂城市群經(jīng)濟(jì)可持續(xù)發(fā)展的瓶頸,是當(dāng)前呼包鄂城市群產(chǎn)業(yè)發(fā)展亟待解決的問(wèn)題。工業(yè)產(chǎn)業(yè)作為人類(lèi)主要的經(jīng)濟(jì)活動(dòng)之一,已成為影響環(huán)境最直接的因素,尋找產(chǎn)業(yè)發(fā)展與環(huán)境保護(hù)耦合發(fā)展的路徑成為各國(guó)實(shí)現(xiàn)經(jīng)濟(jì)可持續(xù)發(fā)展的共同選擇。本文以產(chǎn)業(yè)發(fā)展和環(huán)境保護(hù)關(guān)系的理論為基礎(chǔ),結(jié)合呼包鄂城市群的實(shí)際發(fā)展情況對(duì)產(chǎn)業(yè)發(fā)展與環(huán)境保護(hù)的耦合關(guān)系進(jìn)行實(shí)證分析。文章首先回顧國(guó)內(nèi)外產(chǎn)業(yè)與環(huán)境耦合發(fā)展的相關(guān)研究理論,介紹城市群、產(chǎn)業(yè)與環(huán)境、耦合等基本概念和相關(guān)理論,其次分析城市群產(chǎn)業(yè)發(fā)展與環(huán)境保護(hù)的現(xiàn)狀;然后分別根據(jù)呼包鄂城市群產(chǎn)業(yè)發(fā)展?fàn)顩r和工業(yè)三廢的排放情況數(shù)據(jù),利用耦合度模型對(duì)產(chǎn)業(yè)發(fā)展與環(huán)境保護(hù)的耦合水平進(jìn)行分析,并找出影響兩者關(guān)系的影響因素。呼包鄂城市群產(chǎn)業(yè)發(fā)展與環(huán)境保護(hù)耦合協(xié)調(diào)度主要集中于在0.384-0.688之間,處于從失調(diào)到調(diào)和的過(guò)渡過(guò)程中,耦合程度還較低,但產(chǎn)業(yè)發(fā)展與環(huán)境保護(hù)的耦合度在逐漸提高。最后根據(jù)耦合協(xié)調(diào)度結(jié)果,針對(duì)呼包鄂城市群產(chǎn)業(yè)發(fā)展與環(huán)境保護(hù)的耦合發(fā)展現(xiàn)狀提出一些建議。目前為止,盡管呼包鄂的環(huán)境污染問(wèn)題還沒(méi)有嚴(yán)重到阻礙經(jīng)濟(jì)發(fā)展,但仍應(yīng)該提高警惕,不能為了追求高速的經(jīng)濟(jì)增長(zhǎng)而以破壞環(huán)境為代價(jià),呼包鄂城市群只有走新型工業(yè)化的道路,加快發(fā)展循環(huán)經(jīng)濟(jì)才能真正實(shí)現(xiàn)經(jīng)濟(jì)效益與環(huán)境效益的雙豐收。
[Abstract]:In recent years, Hubao and Hubei urban agglomeration has become the core of economic growth in Inner Mongolia with its strong agglomeration effect. The urban agglomeration of Hubao and Hubei has been included in the 12th Five-Year Plan of Development in the scope of domestic urban agglomeration planning. In 2013, the total GDP of Hubao and Hubei accounted for 60.38 percent of the whole region, and the region's GDP reached one tillion six hundred and eighty-three billion two hundred and thirty-eight million yuan. Compared with 2012, the increase of 6%, ahead of the western provinces and cities. However, with the rapid development of the economy, the increasingly severe environmental situation has become a bottleneck restricting the sustainable development of Hubao and Hubei urban agglomeration. As one of the main economic activities of human beings, industrial industry has become the most direct factor affecting the environment. It is a common choice for all countries to find the path of coupling development between industrial development and environmental protection. This paper is based on the theory of the relationship between industrial development and environmental protection. Combined with the actual development of Hu-Bao-E urban agglomeration, the coupling relationship between industrial development and environmental protection is analyzed empirically. Firstly, this paper reviews the related research theories of the industrial and environmental coupling development at home and abroad, and introduces the urban agglomeration. The basic concepts and related theories of industry and environment, coupling and so on. Secondly, the present situation of industrial development and environmental protection of urban agglomeration is analyzed. Then according to the industrial development situation of Hubao and Hubei urban agglomeration and the emission data of industrial waste, the coupling level between industrial development and environmental protection is analyzed by coupling degree model. And find out the influence factors of the relationship. The coupling coordination degree between industrial development and environmental protection is mainly concentrated in the range of 0.384-0.688, which is in the process of transition from imbalance to reconciliation. The coupling degree is still low, but the coupling degree between industrial development and environmental protection is increasing gradually. Finally, according to the results of coupling coordination degree. This paper puts forward some suggestions on the coupling development of industrial development and environmental protection in Hubao and Hubei urban agglomeration. So far, although the environmental pollution in Hubao and Hubei has not seriously hindered the economic development, we should still raise our vigilance. In order to pursue the rapid economic growth at the cost of destroying the environment, the Hubao and Hubei urban agglomerations must take the new road of industrialization and accelerate the development of circular economy in order to realize the double harvest of economic and environmental benefits.
