【摘要】:當(dāng)下中國(guó)的生態(tài)環(huán)境正遭受著越來越大的破壞,生態(tài)環(huán)境問題日益突出,已經(jīng)嚴(yán)重阻礙了經(jīng)濟(jì)發(fā)展,甚至危及到人的健康和生命安全。解決環(huán)境問題,緩解生態(tài)危機(jī)已是刻不容緩。然而,區(qū)域生態(tài)環(huán)境問題的整體性、系統(tǒng)性和不確定性等復(fù)雜性特點(diǎn),對(duì)區(qū)域生態(tài)環(huán)境治理能力提出了極大挑戰(zhàn)。傳統(tǒng)的以命令—控制為主的政府主導(dǎo)型治理模式的邊際效應(yīng)越來越弱化,總體上呈現(xiàn)出治理的乏力與低效狀態(tài),難以實(shí)現(xiàn)區(qū)域生態(tài)環(huán)境的持續(xù)改善。近年來勃興的環(huán)境協(xié)同治理理論,基于對(duì)政府主導(dǎo)型治理模式的深刻反思,通過有序化、自適應(yīng)化和自組織化的機(jī)制設(shè)計(jì),讓地方政府、環(huán)境敏感型企業(yè)、社會(huì)組織等各主體在它們資源、能力、學(xué)識(shí)、技術(shù)等方面的優(yōu)勢(shì)得到發(fā)揮,使的整個(gè)系統(tǒng)不斷地自我發(fā)展,自我優(yōu)化,從而實(shí)現(xiàn)系統(tǒng)的整體功能大于各治理主體單獨(dú)功能之和的效果。盡管,國(guó)內(nèi)外學(xué)者注意到地方政府、企業(yè)、環(huán)保非政府組織、社會(huì)公眾在區(qū)域環(huán)境治理中的重要作用,并在相關(guān)研究領(lǐng)域取得了許多有意義的研究成果。但是已有的研究多是將協(xié)同治理的思想應(yīng)用到區(qū)域環(huán)境治理中,缺乏深入、全面的展開;量化模型分析的介入亦不夠,研究的客觀性和可操作性受限;對(duì)區(qū)域環(huán)境協(xié)同治理的體制機(jī)制設(shè)計(jì)、技術(shù)方法創(chuàng)新的分析須進(jìn)一步著力跟進(jìn);诖,本文提出了目標(biāo)協(xié)同、全生命周期協(xié)同以及利益協(xié)同等概念,旨在幫助提出一些切實(shí)可行的解決方案,通過提高區(qū)域生態(tài)環(huán)境治理的協(xié)同度來提高區(qū)域生態(tài)環(huán)境治理水平和效率。首先,本文分析區(qū)域環(huán)境治理的目標(biāo)體系構(gòu)成,探討目標(biāo)協(xié)同優(yōu)化的實(shí)踐要素。以綠色、包容、有序、代際正義目標(biāo)為例,建立這些子系統(tǒng)的功效函數(shù),在此基礎(chǔ)上構(gòu)建區(qū)域環(huán)境治理目標(biāo)系統(tǒng)的協(xié)同度優(yōu)化模型。其次,針對(duì)現(xiàn)有區(qū)域環(huán)境“末端治理”的弊端,結(jié)合區(qū)域環(huán)境治理的發(fā)展趨勢(shì),對(duì)引入全生命周期理論的必要性和可能性進(jìn)行分析,建立區(qū)域環(huán)境的全生命周期協(xié)同治理模型,并對(duì)其進(jìn)行分析。最后,分析多元主體協(xié)同治理區(qū)域環(huán)境的前提條件,進(jìn)而對(duì)各個(gè)主體區(qū)域環(huán)境治理的成本收益進(jìn)行考量。在此基礎(chǔ)上,采用夏普利值法,建構(gòu)區(qū)域環(huán)境治理的利益分配模型,論述了利益協(xié)同機(jī)制的構(gòu)建。
[Abstract]:The present ecological environment China are suffering from more destruction, ecological and environmental problems have become increasingly prominent, has seriously hindered the economic development, and even endanger people's health and life safety. To solve environmental problems, it is urgent to alleviate the ecological crisis. However, the overall regional ecological environment problems, and uncertain system the characteristics of complexity, presents a great challenge to the regional ecological environmental governance capacity. And the marginal effect on the traditional command and control oriented government led governance model is weakening, has spent force and inefficient management, continuous improvement to achieve the regional ecological environment. In recent years, the development of cooperative governance environment. Based on the profound reflection of the government led governance model, through the orderly, design adaptive and self-organization mechanism, so that the local government, environmental sensitive enterprises, The main body of social organizations in their resources, ability, knowledge, technology and other aspects of the advantages into full play, make the whole system constantly self development, self optimization, so as to realize the overall function of the system is greater than the governance bodies alone function and effect. Although domestic and foreign scholars pay attention to the local government, enterprises, non-governmental organization of environmental protection, the important role of the public in environmental governance, and has achieved many significant achievements in the research area. But there are many research of the collaborative governance theory to the regional environmental governance, lack of in-depth, comprehensive development; quantitative model analysis of intervention is not. The objectivity and operability is limited; collaborative design system of regional environmental governance mechanism, analysis method of innovation should be further efforts to follow. Based on this, this paper puts forward a cooperative goal, all students The life cycle and the concept of collaborative stakeholder cooperation, to help put forward some feasible solutions by improving the coordination degree of regional ecological environment governance to improve the regional ecological environment management level and efficiency. Firstly, the target system of regional environmental governance structure analysis, to explore the practical elements of collaborative optimization. In order to target green, inclusive, the orderly, intergenerational justice target as an example, function establishment of these subsystems, build the target system of regional environment governance coordination optimization model on this basis. Secondly, aiming at the disadvantages of the existing regional environment "end of governance", combined with the development trend of regional environmental governance, analyze the necessity and possibility of introducing life cycle theory the establishment of regional environment, the whole life cycle of the collaborative governance model, and carries on the analysis. Finally, the analysis of multi subject cooperative governance of regional environment The premise condition, and then consider the benefits and costs of each of the main areas of environmental governance. On this basis, using the Xia Puli value method, construct the profit distribution model of regional environmental governance, discusses the construction of interest coordination mechanism.
