【摘要】：良好的農(nóng)村生態(tài)環(huán)境是農(nóng)村發(fā)展的基礎(chǔ),是農(nóng)業(yè)持續(xù)發(fā)展、農(nóng)民幸福生活的根本。河南是農(nóng)業(yè)大省,有近半億人生活在農(nóng)村,要實(shí)現(xiàn)到2020年全面建成小康社會的目標(biāo),生態(tài)環(huán)境質(zhì)量十分關(guān)鍵。目前,河南省正處于經(jīng)濟(jì)社會發(fā)展的轉(zhuǎn)型期、資源環(huán)境承載力的高壓期、公眾環(huán)境要求的高漲期、環(huán)境問題的高發(fā)期“四期”疊加階段,經(jīng)濟(jì)社會發(fā)展和生態(tài)環(huán)境保護(hù)都面臨著多重壓力�！逗幽鲜∪娼ǔ尚】瞪鐣涌飕F(xiàn)代化建設(shè)戰(zhàn)略綱要》提出:“要持續(xù)探索不以犧牲農(nóng)業(yè)和糧食、生態(tài)和環(huán)境為代價(jià)的新型工業(yè)化、信息化、城鎮(zhèn)化、農(nóng)業(yè)現(xiàn)代化‘四化’同步科學(xué)發(fā)展路子�！被诖�,本文通過文獻(xiàn)資料和河南省統(tǒng)計(jì)數(shù)據(jù)資料,結(jié)合個(gè)別訪談等社會調(diào)查,梳理總結(jié)了河南省農(nóng)村生態(tài)環(huán)境現(xiàn)狀,及農(nóng)村生態(tài)環(huán)境建設(shè)中存在的問題,分析存在問題的原因,主要表現(xiàn)為政績考核上重經(jīng)濟(jì)、輕環(huán)保的導(dǎo)向依然存在,環(huán)境管理上重城輕農(nóng)的工作格局尚未打破,農(nóng)村生態(tài)環(huán)境建設(shè)投入不足,環(huán)境建設(shè)規(guī)劃不科學(xué)、監(jiān)管不到位,農(nóng)民環(huán)境保護(hù)意識不強(qiáng)、參與度不高等。本文深入探討了“四化”同步發(fā)展給農(nóng)村生態(tài)環(huán)境建設(shè)帶來的影響,提出了七個(gè)方面的機(jī)遇和三個(gè)方面的挑戰(zhàn),進(jìn)而總結(jié)分析提出了“四化”同步發(fā)展過程中推進(jìn)河南農(nóng)村生態(tài)環(huán)境建設(shè)的對策建議。一是從科學(xué)制定農(nóng)村生態(tài)環(huán)境建設(shè)規(guī)劃、同步建設(shè)農(nóng)村城鎮(zhèn)與生活污水垃圾處理設(shè)施、同步推進(jìn)農(nóng)村工業(yè)發(fā)展和污染治理工作等方面,加強(qiáng)農(nóng)村生態(tài)環(huán)境建設(shè)頂層設(shè)計(jì);二是從建立健全農(nóng)村生態(tài)環(huán)境保護(hù)法律制度、強(qiáng)化政府責(zé)任與責(zé)任追究、加強(qiáng)農(nóng)村環(huán)境執(zhí)法建設(shè)等方面,加強(qiáng)農(nóng)村生態(tài)環(huán)境保護(hù)法治建設(shè);三是從推動農(nóng)業(yè)生態(tài)化發(fā)展、助力農(nóng)村環(huán)�；A(chǔ)設(shè)施建設(shè)運(yùn)行、發(fā)揮支農(nóng)資金效應(yīng)、建立農(nóng)村生態(tài)補(bǔ)償機(jī)制等方面,完善農(nóng)村生態(tài)文明治理的財(cái)政投入機(jī)制;四是從營造全民參與生態(tài)環(huán)境建設(shè)保護(hù)、建立農(nóng)村生態(tài)環(huán)境信息化監(jiān)控系統(tǒng)等方面,創(chuàng)新農(nóng)村生態(tài)環(huán)境建設(shè)監(jiān)管體系。
[Abstract]:Good rural ecological environment is the basis of rural development, is the basis of sustainable development of agriculture, farmers happy life. Henan is a big agricultural province, nearly half a billion people living in rural areas. In order to achieve the goal of building a well-off society in an all-round way by 2020, the quality of ecological environment is very important. At present, Henan Province is in the transition period of economic and social development and the high-pressure period of carrying capacity of resources and environment. The rising period of public environmental requirements, the high incidence of environmental problems in the "four periods" superposition stage. Economic and social development and ecological environment protection are facing multiple pressures. The outline of Henan Province's Strategy for Building a Well-off Society in an All-round way to accelerate Modernization: "We should continue to explore without sacrificing agriculture and grain. The new industrialization, information, urbanization and agricultural modernization, at the cost of ecology and environment, are developing simultaneously and scientifically. "based on this, this paper adopts the literature and the statistical data of Henan Province." Combined with individual interviews and other social investigations, this paper summarizes the current situation of rural ecological environment in Henan Province, and the problems in the construction of rural ecological environment, analyzes the causes of the problems, mainly for the performance assessment of the emphasis on the economy. The guidance of light environmental protection still exists, environmental management has not been broken, rural ecological environment construction investment is insufficient, environmental construction planning is not scientific, supervision is not in place, farmers' awareness of environmental protection is not strong. The paper deeply discusses the impact of the "four modernizations" on the construction of rural ecological environment, and puts forward seven opportunities and three challenges. And then summarized and analyzed the "four modernizations" in the process of simultaneous development of Henan Province to promote the ecological environment construction countermeasures and suggestions. First, from the scientific formulation of rural ecological environment construction plan. In order to strengthen the top level design of rural ecological environment construction, we should simultaneously construct rural urban and municipal sewage treatment facilities, simultaneously promote the development of rural industry and pollution control work, etc. Second, strengthen the rural ecological environment protection legal system, strengthen the government responsibility and responsibility investigation, strengthen the rural environmental law enforcement construction and so on, strengthen the rural ecological environment protection legal construction; The third is to improve the financial input mechanism of rural ecological civilization governance from the aspects of promoting the development of agricultural ecology, helping the construction of rural environmental protection infrastructure, giving play to the effect of supporting agriculture funds, and establishing the rural ecological compensation mechanism. Fourth, innovating the supervision system of the rural ecological environment construction from the aspects of creating the whole people to participate in the ecological environment construction and protecting, establishing the rural ecological environment information monitoring system and so on.
