【摘要】：黨的十八大報(bào)告提出,要重視生態(tài)建設(shè),要把生態(tài)建設(shè)融入到我國(guó)整個(gè)建設(shè)的各個(gè)層面和流程當(dāng)中,通過(guò)建設(shè)美麗中國(guó),以實(shí)現(xiàn)中華民族的可持續(xù)發(fā)展。生態(tài)鄉(xiāng)鎮(zhèn)的建設(shè)是建設(shè)美麗中國(guó)的基礎(chǔ),關(guān)系到我國(guó)經(jīng)濟(jì)建設(shè)的可持續(xù)發(fā)展,與此同時(shí),在實(shí)現(xiàn)優(yōu)化城鎮(zhèn)建設(shè)方面,生態(tài)鄉(xiāng)鎮(zhèn)的建設(shè)也能促進(jìn)社會(huì)主義新農(nóng)村的建設(shè),保證農(nóng)村居民的生活條件和生態(tài)環(huán)境的改善,這是一項(xiàng)基礎(chǔ)工作,也是長(zhǎng)期的工作之一；是城鎮(zhèn)發(fā)展經(jīng)濟(jì)、改善環(huán)境、促進(jìn)生態(tài)、實(shí)現(xiàn)經(jīng)濟(jì)社會(huì)“雙贏”,提高居民生活質(zhì)量的重要舉措；是造福當(dāng)代,蔭及子孫的宏偉工程；是生態(tài)縣建設(shè)的基礎(chǔ)和保障；是推動(dòng)農(nóng)村生態(tài)環(huán)境保護(hù)工作,提升鄉(xiāng)鎮(zhèn)生態(tài)文化以及生態(tài)文明活動(dòng),促進(jìn)我國(guó)當(dāng)前的社會(huì)主義建設(shè)重要舉措,并且對(duì)我國(guó)區(qū)域內(nèi)經(jīng)濟(jì)發(fā)展的可持續(xù)性做出重要的影響,從而為社會(huì)主義新農(nóng)村建設(shè)的發(fā)展起到積極作用。隨著西部大開(kāi)發(fā)戰(zhàn)略的實(shí)施,南寧市行政區(qū)劃的重新劃分,“中國(guó)茉莉花之都”——橫縣劃歸南寧市,橫縣經(jīng)濟(jì)面臨著千載難逢的發(fā)展機(jī)遇。橫州鎮(zhèn)地處橫縣縣城,是全縣政治、經(jīng)濟(jì)、文化、交通、商貿(mào)活動(dòng)中心,有著良好的生態(tài)鎮(zhèn)創(chuàng)建基礎(chǔ)。為了落實(shí)《自治區(qū)黨委自治區(qū)人民政府關(guān)于落實(shí)科學(xué)發(fā)展觀,建設(shè)生態(tài)廣西的決定》(桂發(fā)[2007]7號(hào)),響應(yīng)南寧市人民政府關(guān)于南寧生態(tài)鎮(zhèn)建設(shè)的號(hào)召,快速發(fā)展橫縣經(jīng)濟(jì),改善生態(tài)環(huán)境,確實(shí)提高人民生活水平,橫縣縣委和政府決定開(kāi)展橫縣生態(tài)縣建設(shè)工作。創(chuàng)建生態(tài)鎮(zhèn),是橫縣生態(tài)縣建設(shè)的重要基礎(chǔ),是推動(dòng)農(nóng)村環(huán)境保護(hù)工作,實(shí)現(xiàn)農(nóng)村經(jīng)濟(jì)大發(fā)展,保障農(nóng)村經(jīng)濟(jì)環(huán)境可持續(xù)發(fā)展,以及生態(tài)建設(shè)的有力保障。本文由六個(gè)部分組成：第一章緒論,介紹了研究建設(shè)橫州生態(tài)鎮(zhèn)的背景、研究目的與意義、國(guó)內(nèi)外對(duì)生態(tài)建設(shè)方面的研究綜述和研究?jī)?nèi)容與方法；第二章,介紹了生態(tài)鎮(zhèn)建設(shè)的實(shí)踐和研究,包括生態(tài)鎮(zhèn)的涵義、我國(guó)生態(tài)鎮(zhèn)建設(shè)的發(fā)展歷程、我國(guó)生態(tài)鎮(zhèn)建設(shè)的評(píng)價(jià)體系、國(guó)內(nèi)外生態(tài)鎮(zhèn)建設(shè)項(xiàng)目的基本情況；第三章,介紹了橫州鎮(zhèn)生態(tài)鎮(zhèn)建設(shè)項(xiàng)目的基本情況和主要存在的問(wèn)題；第四章,介紹了橫州鎮(zhèn)生態(tài)鎮(zhèn)建設(shè)的規(guī)劃構(gòu)思；第五章,介紹了橫州鎮(zhèn)生態(tài)鎮(zhèn)建設(shè)的規(guī)劃實(shí)施的措施；第六章,闡述與研究的結(jié)論與展望。
[Abstract]:The construction of ecological villages and towns is the foundation and guarantee for the construction of the new socialist countryside , which is the foundation and guarantee for the construction of the new socialist countryside . It is the foundation and guarantee for the development of the rural ecological environment , the improvement of the ecological culture of the villages and towns , the promotion of the ecological civilization , the promotion of the current socialist construction of the country , and the re - division of the administrative division of Nanning . The paper introduces the practice and research of eco - town construction in Hengxian County , which is an important foundation for the construction of eco - town in Hengxian County . In chapter 2 , the paper introduces the basic situation and main existing problems of ecological town construction in Hengxian County . In chapter 3 , it introduces the planning idea of ecological town construction in Hengzhou . Chapter Three introduces the measures of planning and implementation of the construction of eco - town in Hengzhou town . Chapter Three introduces the conclusion and prospect of ecological town construction in Hengzhou .
