【摘要】：環(huán)境問題的根源在于人類的行為,引導(dǎo)個體實施環(huán)境友好行為是環(huán)境治理的基本思路。環(huán)境社會規(guī)范會對環(huán)境行為產(chǎn)生重要的影響,是環(huán)境治理的重要路徑。本研究在闡述社會規(guī)范的種類及其作用機(jī)制的基礎(chǔ)上,借鑒環(huán)境社會規(guī)范激活的相關(guān)理論,闡明環(huán)境社會規(guī)范激活的影響因素及環(huán)境社會規(guī)范作用于環(huán)境行為的基本機(jī)理,分析中國環(huán)境社會規(guī)范激活存在的障礙,提出政府通過促進(jìn)環(huán)境社會規(guī)范的激活來治理環(huán)境所應(yīng)當(dāng)采取的措施。研究結(jié)論表明,整體環(huán)境社會規(guī)范的激活水平?jīng)Q定著環(huán)境社會規(guī)范對環(huán)境行為的作用力,其取決于相互影響的環(huán)境描述性規(guī)范、環(huán)境命令性規(guī)范、環(huán)境個人規(guī)范的激活水平以及外部約束條件。由于受到客觀物質(zhì)生活條件的制約,中國環(huán)境社會規(guī)范的激活存在一些障礙,導(dǎo)致環(huán)境社會規(guī)范激活處于較低的水平,這些主要的障礙包括環(huán)境消極描述性規(guī)范反向作用大、環(huán)境個人規(guī)范激活水平低和行為的成本、行為的技術(shù)障礙、行為的便利性等外部因素的制約突出。在此,提出的建議是政府相關(guān)部門可以采取積極措施,通過提高環(huán)境社會規(guī)范的激活水平來達(dá)到環(huán)境治理的目標(biāo)。政府相關(guān)部門可通過描述性規(guī)范信息的傳遞提高環(huán)境描述性規(guī)范激活水平。環(huán)境宣傳教育中通過生態(tài)價值觀確立、環(huán)境污染行為不利后果的明確認(rèn)知、環(huán)境不利后果避免的正確歸因來提高環(huán)境個人規(guī)范的激活水平。通過降低遵守環(huán)境社會規(guī)范的難度和成本消除環(huán)境社會規(guī)范激活的外部制約因素。通過完善環(huán)境立法并強(qiáng)化環(huán)境法的實施可有效提高環(huán)境描述性規(guī)范、環(huán)境命令性規(guī)范、環(huán)境個人規(guī)范的激活水平,從而提高整體環(huán)境社會規(guī)范的激活水平。
[Abstract]:The root of environmental problems lies in human behavior. It is the basic idea of environmental governance to guide the individual to implement environmental friendly behavior. Environmental social norms will have an important impact on environmental behavior, and it is an important path for environmental governance. This study based on expounding the types of social norms and mechanism, based on the relevant theory of environmental social norm activation, clarify the mechanism of the effect of social norms environmental factors and environmental activation of the role of social norms in environmental behavior, analysis of the existing environment of social norms China activation barriers, put forward to promote environmental governance by government should adopt the measures of activating social norms environment. The research findings indicate that the activation level of the whole environmental social norm determines the force of environmental social norms on environmental behavior, which depends on the descriptive norms of environmental impact, the environmental imperative norms, the activation level of environmental personal norms and the external constraints. Due to the restriction of objective material conditions of life, environment and social norms China activation of some obstacles, leading to environmental social norm activation in the lower level, the main obstacles include negative environmental effects, descriptive norms reverse personal norm activation low level and behavior of the cost, behavior of technical barriers, the behavior of convenience external factors such as the restriction of. Here, the proposal is that the relevant government departments can take positive measures to achieve the goal of environmental governance by raising the level of the activation of environmental and social norms. The relevant government departments can improve the level of the activation of the environmental descriptive norms through the transfer of descriptive and normative information. In environmental publicity and education, we can improve the activation level of environmental personal norms through establishing the establishment of ecological values, the explicit cognition of adverse consequences of environmental pollution behavior and the correct attribution of adverse consequences of environment. By reducing the difficulty and cost of compliance with environmental social norms, the external constraints activated by environmental social norms are eliminated. By improving the environmental legislation and strengthening the implementation of environmental law, we can effectively improve the level of environmental descriptive norms, environmental imperative norms and the activation of environmental personal norms, so as to improve the activation level of the overall environmental and social norms.
