【摘要】:中國經(jīng)濟(jì)在高速發(fā)展的同時也導(dǎo)致了一系列問題,環(huán)境污染的不斷加重就是其中一項(xiàng)。在我國經(jīng)濟(jì)發(fā)展過程中,項(xiàng)目建設(shè)對促進(jìn)經(jīng)濟(jì)的發(fā)展具有較強(qiáng)的推動作用,因此,在進(jìn)行項(xiàng)目建設(shè)時除了要考慮項(xiàng)目的建設(shè)工期、成本費(fèi)用、項(xiàng)目質(zhì)量三大要素之外,還需要考慮項(xiàng)目的環(huán)境影響情況。為約束建設(shè)項(xiàng)目的環(huán)境影響行為,2002年國家頒布了《中華人民共和國環(huán)境影響評價法》,該法條中明確規(guī)定,建設(shè)項(xiàng)目環(huán)境影響評價文件未經(jīng)相關(guān)批準(zhǔn)的,一律不得開工建設(shè)。因此,不論何種建設(shè)項(xiàng)目,在項(xiàng)目建設(shè)施工之前對項(xiàng)目進(jìn)行環(huán)境影響測評成為判定項(xiàng)目是否具有建設(shè)可行性的重要指標(biāo)。項(xiàng)目環(huán)境影響評價是對建設(shè)項(xiàng)目的建設(shè)期間和運(yùn)營期間內(nèi)可能造成的環(huán)境影響進(jìn)行預(yù)測、分析和論證,并根據(jù)環(huán)境分析結(jié)果提出可采取的相應(yīng)防治措施和對策。因此,要對項(xiàng)目進(jìn)行環(huán)境影響評價,首先要對建設(shè)項(xiàng)目環(huán)境影響評價進(jìn)行理論溯源,環(huán)境影響評價分別涉及到可持續(xù)發(fā)展理論、循環(huán)經(jīng)濟(jì)理論、環(huán)境經(jīng)濟(jì)學(xué)理論和系統(tǒng)科學(xué)理論;同時在理論溯源的基礎(chǔ)之上需要系統(tǒng)梳理國內(nèi)外有關(guān)建設(shè)項(xiàng)目環(huán)境影響評價原則、方法、內(nèi)容等的相關(guān)文獻(xiàn),為具體項(xiàng)目的環(huán)境影響評價研究奠定理論基石。其次,針對山東健源豌豆深加工改擴(kuò)建項(xiàng)目基本情況:項(xiàng)目的建設(shè)規(guī)模、建設(shè)布局、區(qū)位條件、產(chǎn)品方案、所處的環(huán)境狀況、區(qū)域環(huán)境質(zhì)量現(xiàn)狀等方面內(nèi)容,并分析了該項(xiàng)目在施工期及運(yùn)營期中對環(huán)境質(zhì)量造成影響的因素,通過研究發(fā)現(xiàn),無論是項(xiàng)目施工期還是運(yùn)營期,廢水、廢氣、噪聲、固體廢棄物都是影響環(huán)境質(zhì)量的主要因素。隨后,針對造成環(huán)境污染的四項(xiàng)污染因子,分別對項(xiàng)目污染因子的排放情況進(jìn)行監(jiān)測,根據(jù)監(jiān)測結(jié)果從生態(tài)學(xué)角度分析目前建設(shè)項(xiàng)目周圍的環(huán)境影響情況,最終采用單因子指數(shù)法、超標(biāo)值評價法等環(huán)境影響預(yù)測方法對該項(xiàng)目建設(shè)完成后對環(huán)境可能的影響進(jìn)行預(yù)測分析,預(yù)測結(jié)果如下:項(xiàng)目所處區(qū)域的環(huán)境空氣質(zhì)量除TSP和PM10稍有超標(biāo)外,其余因素均符合環(huán)境質(zhì)量標(biāo)準(zhǔn),TSP和PM10的超標(biāo)主要與當(dāng)?shù)馗稍餁夂蛴嘘P(guān),屬于普遍現(xiàn)象;項(xiàng)目所產(chǎn)生的廢水經(jīng)過污水處理廠處理后,能夠達(dá)到污水處理排放標(biāo)準(zhǔn)中的一級標(biāo)準(zhǔn),污水處理符合標(biāo)準(zhǔn);項(xiàng)目建成后各項(xiàng)設(shè)備的晝夜噪聲排放情況均小于50dB(A),聲環(huán)境符合要求;項(xiàng)目產(chǎn)生的固體廢棄物均有相應(yīng)的處理方式,經(jīng)處理后不會對環(huán)境造成影響,經(jīng)過預(yù)測,從環(huán)境質(zhì)量角度,項(xiàng)目符合標(biāo)準(zhǔn),具備可行性。除了對項(xiàng)目環(huán)境影響因素進(jìn)行監(jiān)測預(yù)測外,文章還對環(huán)境風(fēng)險因素進(jìn)行識別與管理,提出應(yīng)對環(huán)境風(fēng)險的措施、預(yù)案。最后,根據(jù)山東健源豌豆深加工項(xiàng)目的特點(diǎn),提出了優(yōu)化該項(xiàng)目建設(shè)的對策建議,以便使項(xiàng)目建成后,能達(dá)到最大的社會、環(huán)境、經(jīng)濟(jì)效益。
[Abstract]:The rapid development of China's economy has also led to a series of problems, and the increasing pollution of the environment is one of them. In the process of China's economic development, project construction to promote economic development has a strong role in promoting, therefore, in the project construction should be considered in addition to the project time, cost and project quality of three elements, also need to consider the environmental impact of the project. In order to constrain the environmental impact behavior of construction projects, in 2002, the state promulgated the law of the People's Republic of China on environmental impact assessment, which clearly stipulates that the environmental impact assessment documents of construction projects are not allowed to start construction without relevant approval. Therefore, no matter what kind of construction project, environmental impact assessment before project construction is an important index to determine whether the project has feasibility of construction. Project environmental impact assessment is the prediction, analysis and demonstration of the environmental impact that may be caused during the construction period and operation period of the construction project. Based on the results of environmental analysis, corresponding preventive measures and countermeasures are put forward. Therefore, to carry out environmental impact assessment of the project, the first to the theory of the construction project environmental impact assessment, environmental impact assessment were related to the theory of sustainable development, circular economy theory, environmental economics theory and system science theory; the related literature also need environmental impact system combing the domestic and foreign construction project evaluation principles, methods and contents based on the theory of the environmental impact of specific project evaluation research laid the theoretical foundation. Secondly, according to the basic situation of Shandong Jianyuan pea deep processing expansion project: construction scale, layout, location, product scheme, the environment status of the project, the regional environmental quality and other aspects of the status, and analyzes the factors of the project impact on the environment quality in construction period and operation period, through research found, whether the project construction period and operation period, waste water, waste gas, noise and solid waste are the main factors affecting the quality of the environment. Then, according to the four pollution caused by environmental pollution, emissions of pollution monitoring project factors respectively, the analysis of the current construction projects around the environmental impact from the perspective of ecology according to the monitoring results, finally the single factor index method, impact on the environment could exceed the standard value prediction method for the completion of the project environmental impact assessment method after the analysis of the prediction results are as follows: the project area of the ambient air quality in addition to TSP and PM10 slightly exceed the standard, other factors are in line with the environmental quality standards, the main TSP and PM10 exceed the standard should be related to local dry climate, is a common phenomenon; the project produced wastewater through the sewage treatment plant after treatment. Can reach the wastewater discharge standards in the standard level, sewage treatment standard; after the completion of the project emissions of the equipment noise day and night were less than 50 DB (A), the sound environment meets the requirements. The solid waste generated by the project has the corresponding treatment way. After treatment, it will not affect the environment. After prediction, from the perspective of environmental quality, the project meets the standards and is feasible. Besides monitoring and predicting the environmental impact factors of the project, the article also identifies and manages the environmental risk factors, and puts forward the measures and plans for dealing with the environmental risks. Finally, according to the characteristics of Shandong Jianyuan pea deep processing project, and puts forward some countermeasures and suggestions to optimize the construction of the project, so that after the completion of the project, to achieve social, environmental and economic benefits of the largest.
