基于可拓學(xué)理論的化工企業(yè)消防安全評(píng)價(jià)研究

【摘要】:化工企業(yè)是一個(gè)存在高火災(zāi)風(fēng)險(xiǎn)的生產(chǎn)區(qū)域,一旦發(fā)生火災(zāi)爆炸事故將導(dǎo)致人員傷亡和財(cái)產(chǎn)損失。本文通過建立化工企業(yè)消防安全評(píng)價(jià)體系,研究化工企業(yè)消防安全評(píng)價(jià)的目標(biāo)、方法、程序、內(nèi)容及評(píng)價(jià)結(jié)果,應(yīng)用先進(jìn)的評(píng)價(jià)技術(shù)對(duì)化工企業(yè)消防安全進(jìn)行整體評(píng)價(jià),可促進(jìn)化工企業(yè)健康發(fā)展,減少和降低火災(zāi)事故造成的嚴(yán)重后果,具有十分現(xiàn)實(shí)的意義。本文調(diào)查了國(guó)內(nèi)及大連大孤山化工園區(qū)的發(fā)展現(xiàn)狀,對(duì)引起化工企業(yè)的火災(zāi)事故的火災(zāi)風(fēng)險(xiǎn)進(jìn)行了辨識(shí)及分析。結(jié)合化工企業(yè)消防相關(guān)法律法規(guī)及消防工作實(shí)際,在以往人、機(jī)、環(huán)、管的基礎(chǔ)上,引入建筑固有火災(zāi)風(fēng)險(xiǎn)、消防隱患,提高了分析的全面性。確定和分析后,構(gòu)建了擁有3個(gè)一級(jí)消防評(píng)價(jià)指標(biāo),10個(gè)二級(jí)消防評(píng)價(jià)指標(biāo),39個(gè)三級(jí)消防評(píng)價(jià)指標(biāo)的消防安全評(píng)價(jià)指標(biāo)體系。本文確定了以層次分析法對(duì)化工企業(yè)消防安全評(píng)價(jià)指標(biāo)體系進(jìn)行權(quán)重分配計(jì)算、以多級(jí)可拓評(píng)價(jià)方法對(duì)化工企業(yè)消防安全進(jìn)行評(píng)價(jià)計(jì)算的方法和模式。對(duì)大連碳化工有限公司30萬噸甲醇工程項(xiàng)目消防安全評(píng)價(jià),得出項(xiàng)目消防安全為“風(fēng)險(xiǎn)可接受,需要改進(jìn)”的評(píng)價(jià)結(jié)果。實(shí)例驗(yàn)證了本文所提出的化工企業(yè)安全評(píng)價(jià)體系能夠?qū)て髽I(yè)消防安全水平做出客觀的評(píng)價(jià),準(zhǔn)確的找出消防工作薄弱環(huán)節(jié),同時(shí)能對(duì)進(jìn)一步提升化工企業(yè)的消防安全水平,提出具有針對(duì)性的指導(dǎo)意見,具有一定的應(yīng)用價(jià)值。
[Abstract]:Chemical enterprise is a production area with high fire risk. Once a fire and explosion accident occurs, it will lead to casualties and property losses.Based on the establishment of fire safety evaluation system in chemical enterprises, this paper studies the objectives, methods, procedures, contents and evaluation results of fire safety evaluation in chemical enterprises, and applies advanced evaluation techniques to evaluate the overall fire safety of chemical enterprises.It can promote the healthy development of chemical enterprises, reduce and reduce the serious consequences caused by fire accidents, which has a very practical significance.This paper investigates the development situation of Dagushan Chemical Industry Park in China and Dalian, and identifies and analyzes the fire risk caused by fire accident in chemical enterprises.Based on the related laws and regulations of fire control in chemical enterprises and the practice of fire control work, the inherent fire risk and fire risk of buildings are introduced on the basis of previous people, machines, rings and pipes, thus improving the comprehensiveness of analysis.After determination and analysis, a fire safety evaluation index system with 3 first-grade fire evaluation indexes, 10 second-level fire evaluation indexes and 39 third-level fire safety evaluation indexes was constructed.In this paper, the analytic hierarchy process (AHP) is used to calculate the weight of fire safety evaluation index system in chemical enterprises, and the method and mode to evaluate and calculate fire safety in chemical enterprises by multilevel extension evaluation method.To evaluate the fire safety of 300000 ton methanol project of Dalian carbon Chemical Co., Ltd., it is concluded that the fire safety of the project is acceptable risk and needs to be improved.The example shows that the safety evaluation system proposed in this paper can objectively evaluate the fire safety level of chemical enterprises, find out the weak links of fire protection work accurately, and further improve the fire safety level of chemical enterprises.It has certain application value to put forward targeted guidance.
