【摘要】：隨著海洋經(jīng)濟(jì)可持續(xù)發(fā)展問題日益受到重視,海洋循環(huán)經(jīng)濟(jì)作為實(shí)現(xiàn)海洋經(jīng)濟(jì)可持續(xù)發(fā)展的重要途徑逐漸受到社會(huì)的高度重視�！度珖Ｑ蠼�(jīng)濟(jì)發(fā)展“十二五”規(guī)劃》首次在專門章節(jié)提出要在海洋領(lǐng)域中大力發(fā)展循環(huán)經(jīng)濟(jì),鼓勵(lì)涉海企業(yè)加大海洋資源循環(huán)利用技術(shù)研發(fā)和應(yīng)用等方面的投入,引導(dǎo)園區(qū)及企業(yè)開展海洋循環(huán)經(jīng)濟(jì)的試點(diǎn)示范。作為海峽西岸經(jīng)濟(jì)區(qū)的主體,福建省已將海洋經(jīng)濟(jì)作為未來經(jīng)濟(jì)社會(huì)的戰(zhàn)略力量,努力建設(shè)海峽西岸藍(lán)色經(jīng)濟(jì)試驗(yàn)區(qū)。如何在海洋經(jīng)濟(jì)發(fā)展的過程中,堅(jiān)持“綠色發(fā)展、循環(huán)發(fā)展、低碳發(fā)展”的理念,研究和推廣海洋循環(huán)經(jīng)濟(jì)發(fā)展的典型模式,注重對(duì)海洋資源的高效利用和對(duì)海洋環(huán)境的有效保護(hù),正確處理好開發(fā)與保護(hù)的互動(dòng)關(guān)系,是福建省實(shí)施“海洋強(qiáng)省”戰(zhàn)略的關(guān)鍵。文章首先論述了研究福建省海洋循環(huán)經(jīng)濟(jì)發(fā)展的背景和意義,對(duì)國內(nèi)外該領(lǐng)域的研究狀況進(jìn)行綜述,探討循環(huán)經(jīng)濟(jì)理論、海洋經(jīng)濟(jì)可持續(xù)發(fā)展理論等對(duì)構(gòu)建福建省海洋循環(huán)經(jīng)濟(jì)發(fā)展模式的指導(dǎo)意義；其次,對(duì)福建省海洋循環(huán)經(jīng)濟(jì)發(fā)展現(xiàn)狀進(jìn)行分析,包括總結(jié)福建省海洋循環(huán)經(jīng)濟(jì)發(fā)展已取得的的初步成效,探究存在的主要問題并分析其原因；再次,對(duì)國內(nèi)外海洋循環(huán)經(jīng)濟(jì)發(fā)展的基本經(jīng)驗(yàn)進(jìn)行歸納總結(jié),提出對(duì)福建省海洋循環(huán)經(jīng)濟(jì)發(fā)展的啟示；第四,從產(chǎn)業(yè)發(fā)展的視角出發(fā),提出建立福建省海洋循環(huán)經(jīng)濟(jì)發(fā)展模式的基本原則、發(fā)展目標(biāo)、總體框架、產(chǎn)業(yè)重點(diǎn)、區(qū)域布局及模式創(chuàng)新,圍繞海洋漁業(yè)(包含海水養(yǎng)殖業(yè)、海水產(chǎn)品加工業(yè))、海洋綜合利用業(yè)、船舶拆解與再制造業(yè)、濱海旅游業(yè)、海洋工程建筑業(yè)、海洋交通運(yùn)輸業(yè),提出福建省海洋循環(huán)經(jīng)濟(jì)發(fā)展的基本思路,依據(jù)上述各產(chǎn)業(yè)資源環(huán)境優(yōu)勢(shì)和發(fā)展?fàn)顩r,構(gòu)建其循環(huán)經(jīng)濟(jì)發(fā)展的典型模式；最后,從建立并完善法律法規(guī)體系、政策支持體系、技術(shù)支撐體系、評(píng)價(jià)指標(biāo)體系和宣傳教育體系等方面入手,提出加快福建省海洋循環(huán)經(jīng)濟(jì)發(fā)展的對(duì)策建議。
[Abstract]:With the increasing attention being paid to the sustainable development of the marine economy, As an important way to realize the sustainable development of marine economy, marine circular economy has gradually been attached great importance by the society. The 12th Five-Year Plan for the Development of National Marine economy proposed for the first time in a special chapter that it should be large in the field of ocean. To develop circular economy, Enterprises involved in marine resources should be encouraged to increase their investment in the research, development and application of marine resources recycling technology, and guide the park and enterprises to carry out pilot demonstration of marine recycling economy. As the main body of the economic zone on the west side of the Straits, Fujian Province has taken the marine economy as the strategic force of the future economy and society, and made great efforts to build the blue economic experimental area in the west coast of the Straits. How to adhere to the concept of "green development, circular development, low-carbon development" in the process of marine economic development, and study and promote the typical model of marine circular economy development, Paying attention to the efficient utilization of marine resources and the effective protection of marine environment, correctly handling the interactive relationship between development and protection is the key to the implementation of the strategy of "strong marine province" in Fujian Province. This paper first discusses the background and significance of the development of marine circular economy in Fujian Province, summarizes the research situation in this field at home and abroad, and probes into the theory of circular economy. The guiding significance of the theory of sustainable development of marine economy to the construction of marine circular economy development model in Fujian Province; Secondly, this paper analyzes the current situation of marine circular economy in Fujian Province, including summarizing the initial achievements of the development of marine circular economy in Fujian Province, exploring the main problems and analyzing the reasons. Thirdly, the basic experience of marine circular economy development at home and abroad is summarized, and the enlightenment to the development of marine circular economy in Fujian Province is put forward. Fourth, from the perspective of industrial development, this paper puts forward the basic principles, development objectives, general framework, industrial focus, regional layout and model innovation of establishing the development model of marine circular economy in Fujian Province, which revolves around marine fisheries (including mariculture). Sea water product processing industry), marine comprehensive utilization industry, ship dismantling and re-manufacturing, coastal tourism, marine engineering construction, marine transportation, and put forward the basic ideas for the development of marine recycling economy in Fujian Province. According to the resources and environmental advantages of the above industries and the development situation, the typical model of circular economy development is constructed. Finally, starting with the establishment and improvement of laws and regulations system, policy support system, technical support system, evaluation index system and propaganda and education system, the countermeasures and suggestions for speeding up the development of marine circular economy in Fujian Province are put forward.
