【摘要】：隨著世界經(jīng)濟的快速發(fā)展,人類面臨著人口膨脹,資源匱乏,環(huán)境惡化等三大挑戰(zhàn),目前世界上的資源越來越難以支撐人類社會自身的可持續(xù)發(fā)展。世界沿海國家開始部署新的國家發(fā)展戰(zhàn)略計劃,將發(fā)展的目光投向了具有豐富資源與廣闊區(qū)域的海洋。面對新的國際環(huán)境及局勢,為了適應新的經(jīng)濟發(fā)展形式,黨和政府明確了“海洋發(fā)展戰(zhàn)略規(guī)劃”,并提出了相應的戰(zhàn)略目標,建立起各種形式的沿海經(jīng)濟區(qū)。中共的第十七屆五中全會上開始把“發(fā)展我國海洋經(jīng)濟”寫入中共中央委員會全體工作會議的公報�！笆濉庇媱澲�,發(fā)展海洋經(jīng)濟依然是我國整體經(jīng)濟運行中不可或缺的一部分。天津市位于渤海灣,盡管只有153.67千米的海岸線,但我市的海洋產(chǎn)業(yè)依然擁有得天獨厚的地理歷史文化與資源結(jié)構(gòu)等經(jīng)濟優(yōu)勢。近年來,我市的濱海新區(qū)已經(jīng)成為我國發(fā)展海洋經(jīng)濟的重點代表區(qū)域,過去的“十一五”計劃中,天津市海洋經(jīng)濟整體運行狀況良好,與全國其他10個沿海省市相比,具有一定的競爭能力。在未來的五年規(guī)劃中,天津市如何結(jié)合自身現(xiàn)有優(yōu)勢,發(fā)現(xiàn)并克服自身問題,使得天津市海洋產(chǎn)業(yè)高速可持續(xù)發(fā)展,成為一個切實并亟待解決的問題。文章中試圖通過探索性因子分析與驗證性因子分析對天津市近年來海洋經(jīng)濟運行現(xiàn)狀進行分析與評價,找到影響我市海洋經(jīng)濟的主要影響因子,根據(jù)不同影響因子所包含的指標變量,結(jié)合實際經(jīng)濟意義,對模型進行解釋,找到制約我市海洋經(jīng)濟運行的主要影響因素,尋求我市海洋經(jīng)濟運行中各種問題的解決途徑,并針對分析得到的結(jié)果提出切實的政策建議與可行性方案。
[Abstract]:With the rapid development of the world economy, mankind is facing three major challenges: population expansion, resource scarcity and environmental deterioration. At present, the resources in the world are more and more difficult to support the sustainable development of human society itself. The coastal countries of the world begin to deploy the new national development strategic plan and turn their attention to the ocean with abundant resources and vast areas. In the face of the new international environment and situation, in order to adapt to the new economic development form, the Party and the government clearly defined the "Marine Development Strategic Plan", and put forward the corresponding strategic objectives, and established various forms of coastal economic zones. The Fifth Plenary session of the 17th CPC Central Committee began to include "developing China's marine economy" in the communique of the plenary working session of the CPC Central Committee. In the 12th five-year Plan, developing marine economy is still an indispensable part of China's overall economic operation. Tianjin is located in Bohai Bay, although only 153.67 kilometers of coastline, but our marine industry still has unique economic advantages, such as geographical, historical, cultural and resource structure. In recent years, Binhai New area of our city has become the key representative area of developing marine economy in our country. In the past "11th Five-Year Plan", Tianjin's marine economy as a whole has been running well, compared with the other 10 coastal provinces and cities in China. Have a certain degree of competitiveness. In the next five years planning, how to find and overcome the problems of Tianjin in combination with its existing advantages, which makes the sustainable development of Tianjin marine industry become a practical and urgent problem to be solved. Through exploratory factor analysis and confirmatory factor analysis, this paper attempts to analyze and evaluate the current situation of Tianjin's marine economy in recent years, and find out the main influencing factors that affect our city's marine economy. According to the index variables contained by different influencing factors and combining with the actual economic significance, this paper explains the model, finds out the main influencing factors that restrict the operation of our city's marine economy, and seeks the ways to solve various problems in the operation of our city's marine economy. According to the results of the analysis, practical policy recommendations and feasibility programs are put forward.
