【摘要】：針對我國填海造地快速發(fā)展過程中，其規(guī)�？刂迫狈茖W(xué)制定依據(jù)和有效、可量化的管控標(biāo)準(zhǔn)的現(xiàn)實需要，本文從填海造地規(guī)模研究的方法范式構(gòu)建開始，借鑒了相近學(xué)科的研究思路，制定了填海造地需求評價、供給評定和總量綜合平衡的總體研究路線。在此基礎(chǔ)上，本文首先運用了數(shù)理統(tǒng)計方法對國外代表性填海造地區(qū)域進(jìn)行了歷史回顧性評價，總結(jié)了填海造地規(guī)模需求指標(biāo)、效益指標(biāo)與填海造地規(guī)模歷史積累量間的變化規(guī)律。然后，，本文依托狀態(tài)空間法對國內(nèi)一般性填海造地區(qū)域進(jìn)行了基于現(xiàn)實條件的最大供給能力評價，給出了填海造地供給規(guī)模計算的抽象數(shù)學(xué)公式和直觀表達(dá)的三維評價模型。其后，本文又運用系統(tǒng)動力學(xué)法對需求與供給的分析進(jìn)行綜合平衡，在填海造地區(qū)域可持續(xù)發(fā)展的理念下，建立了全面、系統(tǒng)、客觀、可量化、易操作的填海造地規(guī)模評定系統(tǒng)模型。并以天津市濱海新區(qū)填海造地的實例，運用上述模型，進(jìn)行了未來動態(tài)發(fā)展預(yù)測的驗證研究。此外，本文全面總結(jié)了填海造地規(guī)模的主要影響因素，梳理了相關(guān)評價指標(biāo)體系；實證多方案比較了不同發(fā)展條件下的填海造地進(jìn)程，并最終通過對填海造地規(guī)模確定規(guī)律的研判，提出了在填海造地區(qū)域選擇、總量控制、比例控制三大方面的九點管控標(biāo)準(zhǔn)和規(guī)劃政策建議。
[Abstract]:In the process of rapid development of land reclamation in China, the scale control lacks the scientific basis and the realistic need of effective and quantifiable control standard. This paper starts with the paradigm construction of the scale research of land reclamation. The general research route of land reclamation demand evaluation, supply evaluation and comprehensive balance of total amount has been established by referring to the research ideas of similar disciplines. On this basis, this paper firstly uses mathematical statistical method to evaluate the history of representative reclaimed land areas abroad, and summarizes the index of scale demand for reclaimed land. The law of change between benefit index and historical accumulation of reclamation scale. Then, based on the state space method, this paper evaluates the maximum supply capacity of the general reclamation area in China based on the practical conditions, and gives the abstract mathematical formula of the scale calculation of the reclamation land supply and the three-dimensional evaluation model of the intuitionistic expression. Then, this paper uses the system dynamics method to carry on the comprehensive balance to the demand and the supply analysis, under the concept of the sustainable development of the reclamation area, has established the comprehensive, systematic, objective, quantifiable. An easy-to-operate model of scale assessment system for land reclamation. With the example of reclamation in Tianjin Binhai New area, the prediction of future dynamic development is verified by using the above model. In addition, this paper summarizes the main influencing factors of reclamation scale, combs the relevant evaluation index system, and compares the process of reclamation under different development conditions. Finally, through the study and judgment of the law of determining the scale of land reclamation, the paper puts forward nine control standards and planning policy recommendations in the three aspects of land reclamation area selection, total control and proportion control.
