【摘要】：海洋生態(tài)系統(tǒng)服務(wù)非市場價(jià)值評(píng)估是將生態(tài)系統(tǒng)服務(wù)的效用價(jià)值量化為貨幣價(jià)值的過程。通過將無形的生態(tài)系統(tǒng)效益轉(zhuǎn)化為有形的經(jīng)濟(jì)價(jià)值,非市場價(jià)值評(píng)估有利于提高海洋生態(tài)系統(tǒng)管理決策的科學(xué)性和有效性。然而現(xiàn)有研究對(duì)于評(píng)估對(duì)象的界定以及評(píng)估技術(shù)的使用缺乏統(tǒng)一的標(biāo)準(zhǔn),導(dǎo)致評(píng)估結(jié)果不具有可比性。本文從內(nèi)涵、技術(shù)與準(zhǔn)則三個(gè)層面構(gòu)建了海洋生態(tài)系統(tǒng)服務(wù)非市場價(jià)值評(píng)估框架:首先,系統(tǒng)分析了生態(tài)系統(tǒng)功能、生態(tài)系統(tǒng)服務(wù)以及生態(tài)效益的區(qū)別和聯(lián)系,明確了非市場價(jià)值從生態(tài)系統(tǒng)到社會(huì)經(jīng)濟(jì)系統(tǒng)的轉(zhuǎn)化路徑;其次,對(duì)比闡釋了非市場價(jià)值評(píng)估技術(shù)的差異性與適用性,識(shí)別出不同評(píng)估方法的技術(shù)特征;最后,提出了非市場價(jià)值評(píng)估的應(yīng)用準(zhǔn)則,確保評(píng)估過程的有效性和評(píng)估結(jié)果的可靠性。
[Abstract]:Non-market value assessment of marine ecosystem services is a process of converting the utility value of ecosystem services into monetary value. By transforming intangible ecosystem benefits into tangible economic values, non-market value evaluation is conducive to improving the scientific and effective decision making of marine ecosystem management. However, there is a lack of uniform criteria for the definition of evaluation objects and the use of evaluation techniques in existing studies, which leads to the lack of comparability of evaluation results. In this paper, the non-market value assessment framework of marine ecosystem services is constructed from three aspects: firstly, the differences and connections among ecosystem functions, ecosystem services and ecological benefits are systematically analyzed. The transformation path of non-market value from ecosystem to social economic system is clarified. Secondly, the differences and applicability of non-market value assessment technology are compared and explained, and the technical characteristics of different evaluation methods are identified. The application criteria of non-market value evaluation are proposed to ensure the validity of the evaluation process and the reliability of the evaluation results.
