【摘要】：在回顧世界跨海通道發(fā)展歷程的基礎(chǔ)上,總結(jié)了鐵路輪渡、跨海大橋、海底隧道、橋隧組合等跨海工程形式的優(yōu)缺點。分析了國內(nèi)外代表性跨海工程的技術(shù)、投融資和運(yùn)營模式等進(jìn),展望了跨海工程的發(fā)展趨勢,提出中國跨海工程建設(shè)應(yīng)加強(qiáng)工程項目的前期調(diào)查、研究和設(shè)計,重大跨海工程由國家作為建設(shè)主體,前期研究開發(fā)經(jīng)費由國家財政予以支持,對工程方案、投融資模式等結(jié)合工程所在地情況進(jìn)行科學(xué)決策。
[Abstract]:On the basis of reviewing the development course of the world cross-sea passage, the advantages and disadvantages of railway ferry, cross-sea bridge, subsea tunnel, bridge-tunnel combination and so on are summarized. This paper analyses the technology, investment, financing and operation mode of the representative cross sea project at home and abroad, looks forward to the development trend of the cross sea project, and puts forward that the preliminary investigation, research and design of the engineering project should be strengthened in China. The major cross-sea projects are constructed by the state, and the research and development funds are supported by the national finance. The scientific decision is made on the project plan, the investment and financing mode, and so on, combined with the local conditions of the project.
