【摘要】：21世紀(jì)，“海洋經(jīng)濟(jì)等同于全球經(jīng)濟(jì)”這一觀點(diǎn)已經(jīng)得到普遍認(rèn)同，發(fā)展海洋經(jīng)濟(jì)成為各國(guó)經(jīng)濟(jì)戰(zhàn)略的重要組成部分。近年來(lái)，我國(guó)沿海省區(qū)紛紛把“建設(shè)海洋經(jīng)濟(jì)強(qiáng)省”列為重大發(fā)展戰(zhàn)略。河北省地處渤海之濱，環(huán)繞北京和天津，海洋資源豐富，地理位置優(yōu)越。作為沿海大省，加快發(fā)展海洋經(jīng)濟(jì),是河北省拓展發(fā)展空間、提升區(qū)域競(jìng)爭(zhēng)力、實(shí)現(xiàn)富民強(qiáng)省目標(biāo)的重大戰(zhàn)略。自河北省政府出臺(tái)《河北省海洋科技及產(chǎn)業(yè)“十二五”發(fā)展規(guī)劃》以來(lái)，河北省海洋經(jīng)濟(jì)正在加快發(fā)展，但與其他沿海省份相比，河北省海洋經(jīng)濟(jì)發(fā)展仍存在較大差距，這主要是因?yàn)殚L(zhǎng)期以來(lái)河北省經(jīng)濟(jì)的發(fā)展主要依賴傳統(tǒng)的陸上第二產(chǎn)業(yè)發(fā)展，海洋經(jīng)濟(jì)與全國(guó)其他沿海省份相較缺乏優(yōu)勢(shì)，因此河北省發(fā)展海洋經(jīng)濟(jì)要取得競(jìng)爭(zhēng)優(yōu)勢(shì)，需要有新的增長(zhǎng)點(diǎn)，應(yīng)該從大力發(fā)展海洋新興產(chǎn)業(yè)入手。 海洋新興產(chǎn)業(yè)是指在特定時(shí)期以高新技術(shù)為支撐，，符合國(guó)家戰(zhàn)略要求，并且具有可持續(xù)發(fā)展能力的海洋產(chǎn)業(yè)。海洋新興產(chǎn)業(yè)的范圍會(huì)根據(jù)所處的歷史階段和時(shí)代特點(diǎn)有所不同。針對(duì)河北省所處的區(qū)位、資源、產(chǎn)業(yè)基礎(chǔ)條件等比較優(yōu)勢(shì)，筆者認(rèn)為，現(xiàn)階段河北省海洋新興產(chǎn)業(yè)可以重點(diǎn)選擇海洋健康養(yǎng)殖與海洋水產(chǎn)品精深加工業(yè)、海洋生物醫(yī)藥業(yè)、海水綜合利用業(yè)、海洋環(huán)境監(jiān)測(cè)裝備制造業(yè)、海洋化工新材料業(yè)，海洋工程裝備制造業(yè)等特色與優(yōu)勢(shì)產(chǎn)業(yè)，對(duì)其進(jìn)行有選擇性的開(kāi)發(fā)利用，,使河北省實(shí)現(xiàn)海洋經(jīng)濟(jì)的可持續(xù)發(fā)展。 本文首先在研究相關(guān)文獻(xiàn)的基礎(chǔ)上，對(duì)海洋經(jīng)濟(jì)和海洋新興產(chǎn)業(yè)相關(guān)的概念進(jìn)行梳理，總結(jié)得出海洋新興產(chǎn)業(yè)的定義。其次，分析描述河北省海洋經(jīng)濟(jì)發(fā)展的現(xiàn)狀及存在的問(wèn)題，根據(jù)海洋經(jīng)濟(jì)發(fā)展原則指出河北省發(fā)展海洋經(jīng)濟(jì)，重要的著力點(diǎn)在于發(fā)展海洋新興產(chǎn)業(yè)。第三，使用動(dòng)態(tài)博弈模型分析海洋新興產(chǎn)業(yè)和傳統(tǒng)海洋產(chǎn)業(yè)的關(guān)系，以此判定河北省海洋新興產(chǎn)業(yè)發(fā)展目前所處的階段，并利用SWOT分析法明確河北省發(fā)展海洋新興產(chǎn)業(yè)的優(yōu)勢(shì)、劣勢(shì)、機(jī)會(huì)和挑戰(zhàn)，為進(jìn)一步分析河北省發(fā)展海洋新興產(chǎn)業(yè)潛力奠定基礎(chǔ)。第四，運(yùn)用科學(xué)可行的方法建立河北省海洋新興產(chǎn)業(yè)發(fā)展?jié)摿χ笜?biāo)體系，利用熵值法對(duì)各指標(biāo)賦權(quán)重值，并求出最終得分，通過(guò)河北省與全國(guó)平均水平進(jìn)行對(duì)比來(lái)確定河北省海洋新興產(chǎn)業(yè)的發(fā)展是否具有潛力。最后，在判定河北省海洋新興產(chǎn)業(yè)發(fā)展?jié)摿Φ那疤嵯拢谜咧笇?dǎo)矩陣在河北省海洋新興產(chǎn)業(yè)中選擇出可以加快培育或者優(yōu)先發(fā)展的某些產(chǎn)業(yè)，提出著力培育一批發(fā)展海洋經(jīng)濟(jì)新的增長(zhǎng)點(diǎn)，并提出了加快發(fā)展的方向和具體路徑。 本文的研究結(jié)論不僅對(duì)河北省加快培育和發(fā)展海洋新興產(chǎn)業(yè)提供了基礎(chǔ)數(shù)據(jù)、科學(xué)依據(jù)和政策建議，具有較強(qiáng)的現(xiàn)實(shí)意義，而且為研究其他沿海地區(qū)海洋新興產(chǎn)業(yè)提供了新的視角。
[Abstract]:In the 21st century, the view that "marine economy is equal to global economy" has been universally accepted, and the development of marine economy has become an important part of the economic strategies of various countries. China's coastal provinces and regions have listed "building a strong marine economy" as a major development strategy. Hebei Province is located on the coast of the Bohai Sea, surrounded by Beijing and Tianjin, with rich marine resources and superior geographical location. As a major coastal province, Hebei Province should speed up the development of the marine economy. It is an important strategy for Hebei Province to expand its development space, enhance regional competitiveness and realize the goal of enriching the people and strengthening the province. Since the Hebei Provincial Government issued the 12th Five-Year Plan for Marine Science and Technology and Industry in Hebei Province, The marine economy of Hebei Province is speeding up, but compared with other coastal provinces, there is still a big gap in the development of marine economy in Hebei Province. This is mainly due to the fact that the economic development of Hebei Province for a long time has mainly depended on the development of the traditional land-based secondary industry. Compared with other coastal provinces in China, the marine economy lacks advantages, so the development of marine economy in Hebei Province needs a new growth point in order to obtain the competitive advantage, and it should start with the development of new marine industries. The new marine industry refers to the support of high and new technology in a specific period of time, which conforms to the national strategic requirements. The scope of the new marine industry will be different according to the historical stage and the characteristics of the times. In view of the comparative advantages of Hebei Province, such as location, resources, industrial basic conditions, the author believes that the scope of the new marine industry will be different according to the historical stage and the characteristics of the times. At this stage, the emerging marine industries in Hebei Province can focus on marine healthy aquaculture and marine aquatic products processing industry, marine medicine industry, sea water comprehensive utilization industry, marine environment monitoring equipment manufacturing industry, marine chemical new materials industry, In order to realize the sustainable development of marine economy in Hebei Province, the characteristics and advantages of marine engineering equipment manufacturing industry have been developed and utilized selectively. In this paper, based on the research of relevant literature, the concepts of marine economy and marine emerging industries are sorted out, and the definition of marine emerging industries is concluded. This paper analyzes and describes the present situation and existing problems of the development of marine economy in Hebei Province. According to the principles of the development of marine economy, it points out that the important focus of the development of marine economy in Hebei Province lies in the development of new marine industries. The dynamic game model is used to analyze the relationship between the new marine industry and the traditional marine industry, so as to determine the current stage of the development of the new marine industry in Hebei Province, and to identify the advantages and disadvantages of the development of the new marine industry in Hebei Province by using the SWOT analysis method. The opportunities and challenges lay the foundation for further analysis of the potential of the new marine industries in Hebei Province. Fourthly, the index system of the development potential of the new marine industries in Hebei Province is established by using scientific and feasible methods, and each index is weighted by the entropy method. Finally, on the premise of judging the development potential of Hebei's marine emerging industries, we can find out whether there is potential for the development of Hebei's marine emerging industries through the comparison between Hebei Province and the national average. By using the policy guidance matrix to select some industries which can be cultivated or prioritized in Hebei Province, this paper puts forward a new growth point of developing marine economy, and puts forward the direction and concrete path of accelerating development. The conclusions of this paper not only provide basic data, scientific basis and policy advice for Hebei Province to speed up the cultivation and development of marine emerging industries, but also have strong practical significance. It also provides a new perspective for the study of new marine industries in other coastal areas.
