【摘要】：21世紀是海洋的世紀,全球正興起新一輪的海洋開發(fā)熱潮。海島作為海陸兼?zhèn)涞闹匾獓量臻g,是海洋與陸地兩大環(huán)境、資源系統(tǒng)間過渡、交匯、復合的一種特殊地理單元。海島不僅是實施海洋資源開發(fā)的載體和依托,也是維系海洋生態(tài)平衡安全的基礎,更是維護國家海洋權益、保障國防安全的基石,具有極高的政治、經(jīng)濟、生態(tài)價值。無居民海島作為我國海島中的主體,生態(tài)系統(tǒng)獨特而脆弱,更是面臨著環(huán)境保護與資源開發(fā)的雙重挑戰(zhàn),加快構建科學合理的規(guī)劃體系和規(guī)劃方法研究,已迫在眉睫。浙江省是我國海島數(shù)量最多、類型最全的省份,運用區(qū)域規(guī)劃和空間管控方式和理念,構建面向不同層級的規(guī)劃管理單元的海島規(guī)劃體系,推動無居民海島的科學開發(fā)與有效保護,具有學術和現(xiàn)實的雙重意義。本文在分析開展無居民海島規(guī)劃工作的背景、意義基礎上,從無居民海島及其規(guī)劃的相關概念入手,結合國內(nèi)外相關規(guī)劃理論研究和實踐基礎,提出了無居民海島規(guī)劃的基本認知。并以浙江省為實證案例,針對實證區(qū)域的海島特征,提出了①無居民海島島嶼的功能分類體系；②在個體島嶼基礎上,引入了無居民海島島群這一新規(guī)劃管理單元；③圍繞島群、島嶼兩級規(guī)劃管理單元,本次研究構建了無居民海島的規(guī)劃體系。最后,在案例分析基礎上,對本次研究的主要成效、創(chuàng)新點和不足進行了總結。
[Abstract]:21th century is the century of the ocean, and a new wave of ocean exploitation is rising all over the world. As an important land and space with both land and sea, the island is the transition and intersection of the resource system between the sea and land. The island is not only the carrier and support for the development of marine resources, but also the basis for maintaining the balance and security of marine ecology, the cornerstone of safeguarding national marine rights and interests, and the guarantee of national defense security. Economic and ecological value. As the main body of the islands in our country, the non-inhabitant island has a unique and fragile ecosystem, which is faced with the dual challenges of environmental protection and resource development, so as to speed up the construction of a scientific and reasonable planning system and planning methods. Zhejiang is the province with the largest number and the most complete types of islands in China. Using regional planning and spatial control methods and concepts, the island planning system for different levels of planning and management units is constructed. It is of both academic and practical significance to promote the scientific development and effective protection of non-inhabitant islands. Based on the analysis of the background and significance of the planning work of non-inhabitant islands, this paper starts with the concepts of non-inhabitant islands and their planning. Based on the theoretical research and practical basis of planning at home and abroad, this paper puts forward the basic cognition of non-inhabitant island planning, and takes Zhejiang Province as an empirical case, aiming at the island characteristics of the empirical region. In this paper, a functional classification system of uninhabited island islands is put forward. On the basis of individual islands, a new planning management unit, I. e., the non-resident island island group is introduced, which is a new planning and management unit, which revolves around the island group and two levels of island planning and management unit. Finally, on the basis of case analysis, the main achievements, innovations and shortcomings of this study are summarized.
