【摘要】：隨著資源的供不應(yīng)求和經(jīng)濟(jì)的高度增長(zhǎng),海洋資源和海洋生態(tài)環(huán)境受到了陸源的嚴(yán)重威脅,海洋沿岸的壓力愈來(lái)愈大�？茖W(xué)合理地開(kāi)發(fā)海洋資源、治理陸源污染是當(dāng)務(wù)之急,其中陸源污染治理中主體的管理模式和行為方式影響著治理的效果和質(zhì)量,調(diào)節(jié)各主體間的行為互動(dòng)是提高治理陸源污染的有效途徑。本文綜合運(yùn)用經(jīng)濟(jì)學(xué)、管理學(xué)、海洋學(xué)、社會(huì)學(xué)、統(tǒng)計(jì)學(xué)等學(xué)科交叉的理論和知識(shí),基于博弈論、角色理論、海洋生態(tài)管理理論和利益者相關(guān)理論等,理論研究和案例分析相結(jié)合,借鑒日本的海洋沿岸管理主體的行為模式,立足于中國(guó)傳統(tǒng)治理主體視角,考察中國(guó)海洋陸源污染治理中主體的行為互動(dòng)關(guān)系。第一章以陸源污染的現(xiàn)狀為出發(fā)點(diǎn),指出陸源污染的嚴(yán)重性和污染治理主體的關(guān)系;論述了國(guó)內(nèi)外針對(duì)陸源污染治理主體的相關(guān)研究,包括陸源污染治理主體研究的法律政策、治理主體結(jié)構(gòu)、懲罰獎(jiǎng)勵(lì)保障機(jī)制等;對(duì)博弈論、角色理論和海洋生態(tài)管理理論進(jìn)行歸納總結(jié),為陸源污染治理中主體的互動(dòng)行為分析做鋪墊。第二章總結(jié)了陸源污染治理中政府與企業(yè)的互動(dòng)行為發(fā)展歷程,基于博弈論,分析政府和企業(yè)在陸源污染治理前、中、后的利益權(quán)衡和行為選擇。第三章基于角色理論分析了公眾與政府在陸源污染治理中角色的分配和選擇,從主體內(nèi)部因素和外界環(huán)境因素解析行為產(chǎn)生的原因和后果,以及公眾與政府內(nèi)在心理矛盾與沖突,在個(gè)人利益和公共利益間的選擇。第四章概括了企業(yè)和公眾在陸源污染治理中的行為互動(dòng)的內(nèi)在影響因素和外在環(huán)境的影響,主要基于對(duì)類比公眾的在校生的調(diào)查和訪談為出發(fā)點(diǎn),運(yùn)用統(tǒng)計(jì)軟件進(jìn)行因子分析和文本分析。第五章以日本海藻場(chǎng)再生事業(yè)的沿岸保護(hù)為案例,總結(jié)日本在沿岸管理和河川管理中相關(guān)利益主體間的行為互動(dòng)模式和變化、相關(guān)利益者間的行為和分工影響著彼此的行為和呈現(xiàn)的效果。第六章針對(duì)在陸源污染治理中政府和企業(yè)的行為博弈、公眾和政府的角色選擇、企業(yè)和公眾的行為影響提出相關(guān)改進(jìn)建議和措施,從理論出發(fā),結(jié)合案例,完善陸源污染治理主體間的互動(dòng)行為模式。第七章總結(jié)并反思了本文的主要研究?jī)?nèi)容,對(duì)以后的研究工作進(jìn)行相關(guān)的展望。
[Abstract]:With the shortage of resources and the high growth of economy, marine resources and marine ecological environment are seriously threatened by land-based sources, and the pressure on marine coastal areas is increasing. It is urgent to develop marine resources scientifically and rationally, and to control land-based pollution. Among them, the management mode and behavior mode of the main body affect the effect and quality of the governance, and the effective way to improve the treatment of land-based pollution is to regulate the behavior interaction among the main bodies. This paper comprehensively applies economics, management, oceanography, etc. Theory and knowledge of sociology, statistics and other disciplines, based on game theory, role theory, marine ecological management theory and stakeholder theory, theoretical research and case analysis, Based on the view of Chinese traditional governance subject, the behavioral interaction of the main body of marine coastal pollution control in China is investigated in the first chapter, which is based on the status quo of land-based pollution. This paper points out the relationship between the severity of land-based pollution and the main body of pollution control, and discusses the related research on the subject of land-based pollution control at home and abroad, including the legal policy and the structure of the main body of governance, including the study of the subject of land-based pollution control. Game theory, role theory and marine ecological management theory. The second chapter summarizes the development course of government and enterprise interaction behavior in land source pollution control, based on the game theory, analyzes the government and enterprise before the land source pollution treatment, The third chapter analyzes the distribution and choice of the role of the public and the government in the treatment of land-based pollution based on the role theory, and analyzes the causes and consequences of the behavior from the main internal factors and external environmental factors. And the inner psychological contradiction and conflict between the public and the government. Chapter 4th summarizes the internal influence factors and the external environment influence of the interaction between the enterprise and the public in the management of land-based pollution. Mainly based on the investigation and interview of the students in school, the author uses the statistical software to carry out factor analysis and text analysis. Chapter 5th takes the coastal protection of Japanese seaweed regeneration as a case study. Summing up the patterns and changes of behavior interaction among relevant stakeholders in coastal management and river management in Japan, The behavior and division of labor among stakeholders influence each other's behavior and effect. Chapter 6th focuses on the behavior game between government and enterprise in land-based pollution control, and the role of public and government. The influence of enterprises and the public behavior put forward the relevant improvement suggestions and measures, from the theory, combined with the case, perfect the interactive behavior model among the land-based pollution control subjects. Chapter 7th summarizes and reflects on the main research content of this paper. The future research work is prospected.
