【摘要】：中國既是陸地大國,也是海洋大國。自黨的十八大提出建設(shè)海洋強國的戰(zhàn)略目標以來,打造海洋綜合管控“藍色天網(wǎng)”成為新時期中國海洋管理工作的重要目標。海域使用動態(tài)監(jiān)管作為加強海洋綜合管理的重要支撐點,以國家、省、市、縣四級監(jiān)管中心和國家海域使用動態(tài)監(jiān)管系統(tǒng)為機構(gòu)保障和技術(shù)支持,聯(lián)動行政、執(zhí)法和技術(shù)部門形成三部門合力,逐步實現(xiàn)海域使用管理由靜態(tài)向動態(tài)轉(zhuǎn)變,對中國管轄海域?qū)崿F(xiàn)立體化、常態(tài)化動態(tài)監(jiān)管,不斷促進我國海域使用動態(tài)監(jiān)管工作更加規(guī)范有序,實現(xiàn)海域使用監(jiān)視監(jiān)測實時全覆蓋,實現(xiàn)海域空間資源優(yōu)化配置和海域使用可持續(xù)發(fā)展。將大連市海域使用動態(tài)監(jiān)管工作作為研究對象,在中國建設(shè)海洋強國戰(zhàn)略目標背景下,研究國內(nèi)外海域使用管理工作現(xiàn)狀,突出加強海域使用動態(tài)監(jiān)管能力和水平的重要性,針對大連市海域使用和動態(tài)監(jiān)管工作現(xiàn)狀做調(diào)查總結(jié),以理論研究和實證分析為基礎(chǔ),客觀分析大連市海域使用動態(tài)監(jiān)管工作,挖掘存在的具體問題并逐條梳理剖析原因,借鑒多種理論、先進經(jīng)驗和科學方法,提出監(jiān)視監(jiān)測體系運行業(yè)務(wù)化、管理模式精細化、管理依據(jù)制度化、規(guī)劃與評價一體化和意識形態(tài)全民化的系統(tǒng)性優(yōu)化方案,并以模式研究為基礎(chǔ),具體從機構(gòu)建設(shè)、管理模式、制度建設(shè)、規(guī)劃評價和意識形態(tài)五方面提出進一步加強大連市海域使用動態(tài)監(jiān)管工作的實施對策,力求理論與實踐相結(jié)合,切實為大連市海域使用動態(tài)監(jiān)管工作提供決策依據(jù)。
[Abstract]:China is not only a land power, but also a maritime power. Since the 18 National Congress of the Communist Party of China put forward the strategic goal of building a marine power, Building "Blue Skynet" has become an important target of China's marine management in the new era. The use of dynamic supervision in the sea area as an important supporting point to strengthen the integrated management of the ocean, to the country, province, city, The county level four level supervision center and the state sea area use dynamic supervision system are the institutional guarantee and technical support, and the linkage administration, law enforcement and technical departments form a joint effort to gradually realize the change of sea area use management from static to dynamic. To realize three-dimensional, regularized and dynamic supervision of the sea areas under China's jurisdiction, to continuously promote a more standardized and orderly supervision of the use of sea areas in China, and to realize the real-time and full coverage of sea area use surveillance and monitoring. To realize the optimal allocation of sea space resources and the sustainable development of sea area use, this paper takes the dynamic supervision of sea area use in Dalian as the research object, and studies the present situation of sea area use management at home and abroad under the background of China's strategic goal of building a powerful marine power. To highlight the importance of strengthening the ability and level of dynamic supervision of sea area use, to make an investigation and summary of the current situation of sea area use and dynamic supervision in Dalian, based on theoretical research and empirical analysis. By objectively analyzing the dynamic supervision of sea area use in Dalian City, digging out the concrete problems and analyzing the causes one by one, drawing lessons from various theories, advanced experience and scientific methods, the paper puts forward the operation of monitoring and monitoring system and the refinement of management mode. The systematic optimization scheme of systematization of management basis, integration of planning and evaluation, and ideology popularizing, and based on the research of mode, from the aspects of institution building, management mode, system construction, Five aspects of planning evaluation and ideology are put forward to further strengthen the implementation of the dynamic supervision of sea area use in Dalian City, in order to combine theory with practice, and to provide a decision basis for the dynamic supervision of sea area use in Dalian City.
