【摘要】：21世紀(jì)以來(lái),海洋日益成為各國(guó)關(guān)注的焦點(diǎn),各國(guó)紛紛把海洋作為獲取資源的新領(lǐng)域,一場(chǎng)以開(kāi)發(fā)海洋資源為目的的競(jìng)爭(zhēng)正在全世界范圍內(nèi)興起,海洋環(huán)境保護(hù)問(wèn)題日益突出。遼寧省作為我國(guó)的沿海大省,同時(shí)肩負(fù)著振興東北老工業(yè)基地的重任,海洋資源開(kāi)發(fā)利用空間巨大,同時(shí),海洋環(huán)境保護(hù)問(wèn)題也提上了日程。當(dāng)前,遼寧省政府在海洋環(huán)境保護(hù)工作中取得了一定的成績(jī),但也存在若干問(wèn)題,比如海洋環(huán)境保護(hù)法律法規(guī)不完善、管理機(jī)制不健全、海洋環(huán)境保護(hù)工作的投入程度不明顯及海洋環(huán)境有關(guān)部門(mén)不作為情況日益嚴(yán)重等,這些現(xiàn)象都與遼寧省打造沿海經(jīng)濟(jì)帶的環(huán)保理念相悖,也是急需改善和提高的地方。此外,要分別從相關(guān)部門(mén)的執(zhí)政體制、管理策略、監(jiān)測(cè)水平和應(yīng)急體系這四大方面尋找原因,力爭(zhēng)從問(wèn)題出現(xiàn)的根源入手,及時(shí)有針對(duì)性的提出解決策略。本文力圖通過(guò)對(duì)遼寧省海洋環(huán)境保護(hù)工作的現(xiàn)狀進(jìn)行分析,尋找出當(dāng)前遼寧省海洋環(huán)境保護(hù)工作中存在的問(wèn)題及其原因,同時(shí)對(duì)美國(guó)、韓國(guó)、日本等國(guó)外及山東、廣東、河北等國(guó)內(nèi)省份的海洋環(huán)境保護(hù)的先進(jìn)經(jīng)驗(yàn)進(jìn)行剖析,總結(jié)其優(yōu)秀經(jīng)驗(yàn),并根據(jù)我國(guó)具體國(guó)情及遼寧省具體省情有選擇性地借鑒,進(jìn)而在遼寧省海洋環(huán)境保護(hù)的法制建設(shè)、管理體制、污染防范、污染治理、政府投入等方面提出政府對(duì)策,完善遼寧省海洋環(huán)境保護(hù)的工作現(xiàn)狀,推動(dòng)遼寧省海洋環(huán)保事業(yè)的發(fā)展,為遼寧省的海洋經(jīng)濟(jì)強(qiáng)省建設(shè)、我國(guó)海洋大國(guó)崛起提供助力。
[Abstract]:Since 21th century, the ocean has increasingly become the focus of attention of all countries, countries have taken the ocean as a new field to obtain resources, a competition for the development of marine resources is rising all over the world. As a big coastal province in China, Liaoning Province is shouldering the important task of revitalizing the old industrial base in Northeast China, and the space for exploitation and utilization of marine resources is huge. The issue of marine environmental protection is also on the agenda. At present, Liaoning provincial government has made certain achievements in the work of marine environmental protection, but there are also some problems, such as the imperfect laws and regulations of marine environmental protection. The management mechanism is not perfect, the investment degree of the marine environment protection work is not obvious, and the situation of the marine environment related departments' inaction is becoming more and more serious, these phenomena are contrary to the idea of creating the coastal economic belt in Liaoning Province. In addition, we should look for the reasons from the four aspects of the governing system, management strategy, monitoring level and emergency system of the relevant departments, and strive to start with the root causes of the problems. This paper tries to analyze the current situation of marine environmental protection in Liaoning Province and find out the existing problems and reasons in the current marine environmental protection work in Liaoning Province. At the same time, the advanced experience of marine environment protection in the United States, South Korea, Japan and other foreign countries, Shandong, Guangdong, Hebei and other domestic provinces is analyzed, and its excellent experience is summarized. According to the specific conditions of our country and the specific situation of Liaoning Province, we can learn from the situation selectively, and then in Liaoning Province marine environmental protection legal system, management system, pollution prevention, pollution control. Government input and other aspects of government measures to improve the status quo of marine environmental protection in Liaoning Province, promote the development of marine environmental protection in Liaoning Province, for the construction of a strong marine economy in Liaoning Province. The rise of China's maritime power provides support.
