【摘要】:隨著海上運(yùn)輸行業(yè)的發(fā)展,港口已成為進(jìn)出口貿(mào)易的一個(gè)重要樞紐。尤其是石油產(chǎn)業(yè)的蓬勃發(fā)展,港口沿岸石油儲(chǔ)備基地的陸續(xù)落成以及船舶頻繁的作業(yè),港口的石油吞吐量劇增,隨之而來的是溢油事故的不斷發(fā)生,嚴(yán)重的威脅著港口水域的生態(tài)環(huán)境與沿岸的經(jīng)濟(jì)。當(dāng)前溢油監(jiān)測(cè)主要是通過船舶、飛機(jī)、衛(wèi)星等遙感技術(shù),實(shí)施大范圍的溢油監(jiān)測(cè),或是港口溢油監(jiān)測(cè)裝置的布置,雖然都取得很好的效果,但對(duì)港口一些高發(fā)事故水域的實(shí)時(shí)監(jiān)測(cè)效果不明顯,同時(shí)未能進(jìn)行優(yōu)化布置,造成溢油監(jiān)測(cè)裝置的不合理分布,以至于不能第一時(shí)間發(fā)現(xiàn)溢油事故,為后期的清理工作增加了困難。本文的主要工作為運(yùn)用層次分析法建立港口溢油監(jiān)測(cè)終端布置模型,實(shí)現(xiàn)港口的溢油監(jiān)測(cè)優(yōu)化布置。在實(shí)現(xiàn)港口溢油實(shí)時(shí)、精確監(jiān)測(cè)的同時(shí),能夠滿足港口業(yè)務(wù)化要求,資源最大化利用。根據(jù)交通部相關(guān)規(guī)范要求,超過5萬噸級(jí)的碼頭必須配備適應(yīng)其需求的港口溢油監(jiān)測(cè)報(bào)警系統(tǒng)。本文通過介紹相關(guān)的監(jiān)測(cè)技術(shù),并結(jié)合港口實(shí)際情況,要實(shí)現(xiàn)對(duì)港口特定區(qū)域進(jìn)行監(jiān)測(cè),在港口布置溢油監(jiān)測(cè)終端最為合理。通過監(jiān)測(cè)終端的布置,即可實(shí)現(xiàn)對(duì)港口水域全面可靠的監(jiān)測(cè)。文章選擇的為激光熒光溢油監(jiān)測(cè)終端,介紹了激光熒光技術(shù)的優(yōu)點(diǎn)與各種布置方法,分析激光熒光技術(shù)對(duì)監(jiān)測(cè)布置的要求,確定其優(yōu)勢(shì)。著重分析影響監(jiān)測(cè)布置的相關(guān)因素,包括:氣象、海況因素、航道條件、錨地、船舶交通密度、港口、碼頭、平臺(tái)、海洋敏感區(qū)。通過層次分析法對(duì)監(jiān)測(cè)布置因素進(jìn)行識(shí)別,建立監(jiān)測(cè)布置模型,確定各個(gè)指標(biāo)的權(quán)重值。接著以大連新港為具體研究對(duì)象,提出相應(yīng)的布置建議。分析新港港口水域環(huán)境,確定監(jiān)測(cè)終端初始布置方案,運(yùn)用已經(jīng)建立的模型進(jìn)行優(yōu)化,提出最終方案建議。對(duì)最終方案進(jìn)行分析與評(píng)價(jià),得出該方案的可行性。
[Abstract]:With the development of maritime transportation industry, port has become an important hub of import and export trade, especially the vigorous development of oil industry, the completion of the port coastal oil reserve base and the frequent operation of ships. Port oil throughput increased sharply, followed by oil spill accidents continue to occur, a serious threat to the ecological environment of the port waters and coastal economy. Current oil spill monitoring is mainly through ships, aircraft. Satellite and other remote sensing technology, the implementation of large-scale oil spill monitoring, or port oil spill monitoring device arrangement, although achieved very good results, but the real-time monitoring effect on some high-frequency accident areas of the port is not obvious. At the same time, the failure to optimize the arrangement, resulting in the oil spill monitoring device unreasonable distribution, so that the oil spill accident can not be found in the first time. The main work of this paper is to establish the terminal layout model of port oil spill monitoring by using AHP to realize the optimized layout of oil spill monitoring in the port, and to realize the real-time oil spill in the port. At the same time, the accurate monitoring can meet the requirements of port business, maximize the utilization of resources. According to the relevant requirements of the Ministry of Communications. More than 50,000 tons of wharf must be equipped with the port oil spill monitoring and alarm system to meet its needs. This paper introduces the relevant monitoring technology and combines the actual situation of the port to realize the monitoring of the port specific area. The oil spill monitoring terminal is the most reasonable in the port. Through the layout of the monitoring terminal, the comprehensive and reliable monitoring of the port waters can be realized. The laser fluorescence oil spill monitoring terminal is chosen in this paper. This paper introduces the advantages and various arrangement methods of laser fluorescence technology, analyzes the requirements of laser fluorescence technology for monitoring arrangement, determines its advantages, and emphatically analyzes the relevant factors affecting the monitoring arrangement, including weather and sea condition factors. Channel condition, Anchorage, ship traffic density, port, wharf, platform, ocean sensitive area. The monitoring layout factors are identified by AHP, and the monitoring layout model is established. Determine the weight of each index. Then take Dalian Newport as the specific research object, put forward the corresponding layout recommendations, analyze the environment of the port waters, determine the initial layout of the monitoring terminal. Using the established model to optimize, put forward the final proposal, analyze and evaluate the final scheme, and get the feasibility of the scheme.
