【摘要】:隨著海上運輸行業(yè)的發(fā)展,港口已成為進出口貿易的一個重要樞紐。尤其是石油產業(yè)的蓬勃發(fā)展,港口沿岸石油儲備基地的陸續(xù)落成以及船舶頻繁的作業(yè),港口的石油吞吐量劇增,隨之而來的是溢油事故的不斷發(fā)生,嚴重的威脅著港口水域的生態(tài)環(huán)境與沿岸的經濟。當前溢油監(jiān)測主要是通過船舶、飛機、衛(wèi)星等遙感技術,實施大范圍的溢油監(jiān)測,或是港口溢油監(jiān)測裝置的布置,雖然都取得很好的效果,但對港口一些高發(fā)事故水域的實時監(jiān)測效果不明顯,同時未能進行優(yōu)化布置,造成溢油監(jiān)測裝置的不合理分布,以至于不能第一時間發(fā)現溢油事故,為后期的清理工作增加了困難。本文的主要工作為運用層次分析法建立港口溢油監(jiān)測終端布置模型,實現港口的溢油監(jiān)測優(yōu)化布置。在實現港口溢油實時、精確監(jiān)測的同時,能夠滿足港口業(yè)務化要求,資源最大化利用。根據交通部相關規(guī)范要求,超過5萬噸級的碼頭必須配備適應其需求的港口溢油監(jiān)測報警系統(tǒng)。本文通過介紹相關的監(jiān)測技術,并結合港口實際情況,要實現對港口特定區(qū)域進行監(jiān)測,在港口布置溢油監(jiān)測終端最為合理。通過監(jiān)測終端的布置,即可實現對港口水域全面可靠的監(jiān)測。文章選擇的為激光熒光溢油監(jiān)測終端,介紹了激光熒光技術的優(yōu)點與各種布置方法,分析激光熒光技術對監(jiān)測布置的要求,確定其優(yōu)勢。著重分析影響監(jiān)測布置的相關因素,包括:氣象、海況因素、航道條件、錨地、船舶交通密度、港口、碼頭、平臺、海洋敏感區(qū)。通過層次分析法對監(jiān)測布置因素進行識別,建立監(jiān)測布置模型,確定各個指標的權重值。接著以大連新港為具體研究對象,提出相應的布置建議。分析新港港口水域環(huán)境,確定監(jiān)測終端初始布置方案,運用已經建立的模型進行優(yōu)化,提出最終方案建議。對最終方案進行分析與評價,得出該方案的可行性。
[Abstract]:With the development of maritime transportation industry, port has become an important hub of import and export trade, especially the vigorous development of oil industry, the completion of the port coastal oil reserve base and the frequent operation of ships. Port oil throughput increased sharply, followed by oil spill accidents continue to occur, a serious threat to the ecological environment of the port waters and coastal economy. Current oil spill monitoring is mainly through ships, aircraft. Satellite and other remote sensing technology, the implementation of large-scale oil spill monitoring, or port oil spill monitoring device arrangement, although achieved very good results, but the real-time monitoring effect on some high-frequency accident areas of the port is not obvious. At the same time, the failure to optimize the arrangement, resulting in the oil spill monitoring device unreasonable distribution, so that the oil spill accident can not be found in the first time. The main work of this paper is to establish the terminal layout model of port oil spill monitoring by using AHP to realize the optimized layout of oil spill monitoring in the port, and to realize the real-time oil spill in the port. At the same time, the accurate monitoring can meet the requirements of port business, maximize the utilization of resources. According to the relevant requirements of the Ministry of Communications. More than 50,000 tons of wharf must be equipped with the port oil spill monitoring and alarm system to meet its needs. This paper introduces the relevant monitoring technology and combines the actual situation of the port to realize the monitoring of the port specific area. The oil spill monitoring terminal is the most reasonable in the port. Through the layout of the monitoring terminal, the comprehensive and reliable monitoring of the port waters can be realized. The laser fluorescence oil spill monitoring terminal is chosen in this paper. This paper introduces the advantages and various arrangement methods of laser fluorescence technology, analyzes the requirements of laser fluorescence technology for monitoring arrangement, determines its advantages, and emphatically analyzes the relevant factors affecting the monitoring arrangement, including weather and sea condition factors. Channel condition, Anchorage, ship traffic density, port, wharf, platform, ocean sensitive area. The monitoring layout factors are identified by AHP, and the monitoring layout model is established. Determine the weight of each index. Then take Dalian Newport as the specific research object, put forward the corresponding layout recommendations, analyze the environment of the port waters, determine the initial layout of the monitoring terminal. Using the established model to optimize, put forward the final proposal, analyze and evaluate the final scheme, and get the feasibility of the scheme.
