【摘要】：“一帶一路”戰(zhàn)略的提出,為我國(guó)突破當(dāng)前的能源瓶頸開(kāi)辟了新的途徑,同時(shí)也為沿線各國(guó)經(jīng)濟(jì)發(fā)展提供了新的選擇。但能源合作涉及到國(guó)別因素、地緣政治因素、區(qū)域能源開(kāi)發(fā)與合作等諸多敏感問(wèn)題,影響諸國(guó)的國(guó)家能源安全、戰(zhàn)略及貿(mào)易,所以中國(guó)與“一帶一路”沿線國(guó)家的能源合作,既是解決我國(guó)能源安全問(wèn)題的重大機(jī)遇,同時(shí)也是重大挑戰(zhàn)。如何在與各國(guó)的能源合作中實(shí)現(xiàn)雙贏,找到合作的平衡點(diǎn),對(duì)于“一帶一路”戰(zhàn)略的實(shí)施至關(guān)重要,也是中國(guó)新時(shí)期能源戰(zhàn)略的關(guān)鍵節(jié)點(diǎn),更是沿線各國(guó)尋求與中國(guó)合作的重要訴求,因此合理有效的模式、機(jī)制和對(duì)策對(duì)于中國(guó)與“一帶一路”沿線國(guó)家的能源合作必不可少,這也是本文研究的現(xiàn)實(shí)意義所在。本文首先對(duì)“一帶一路”戰(zhàn)略的背景和意義進(jìn)行了分析,對(duì)當(dāng)前能源合作的國(guó)內(nèi)外研究現(xiàn)狀進(jìn)行了綜述,對(duì)國(guó)際能源合作的基礎(chǔ)理論進(jìn)行了研究,之后深入剖析了中國(guó)的能源現(xiàn)狀和能源戰(zhàn)略,分析了中國(guó)與“一帶一路”沿線國(guó)家能源合作的現(xiàn)狀及合作領(lǐng)域,提出了中國(guó)與“一帶一路”沿線國(guó)家能源合作的模式及機(jī)制,最后提出了能源合作的對(duì)策。本文主要通過(guò)規(guī)范分析的方法,從定性和定量?jī)蓚�(gè)維度解析了能源合作這一重要的問(wèn)題,通過(guò)對(duì)我國(guó)能源現(xiàn)狀的分析來(lái)說(shuō)明中國(guó)與沿線國(guó)家能源合作的迫切性,通過(guò)對(duì)中國(guó)與各國(guó)合作現(xiàn)狀的分析來(lái)說(shuō)明“一帶一路”戰(zhàn)略下更進(jìn)一步的能源合作的可能性,結(jié)合這一戰(zhàn)略的特殊性提出了以政府間合作為基礎(chǔ),以企業(yè)間合作為主軸,同時(shí)以中國(guó)企業(yè)為主導(dǎo)的雙邊或多邊的以聯(lián)合經(jīng)營(yíng)為主的合作模式,為中國(guó)能源企業(yè)與資源國(guó)能源企業(yè)的合作提供了新的模式,為促進(jìn)各國(guó)能源貿(mào)易的進(jìn)一步發(fā)展提供了新的可能。同時(shí)提出了運(yùn)輸安全機(jī)制、集體行動(dòng)機(jī)制、能源對(duì)話機(jī)制以及銀擔(dān)合作機(jī)制等針對(duì)與各國(guó)能源合作的關(guān)鍵性運(yùn)行機(jī)制,并提出了針對(duì)政府和企業(yè)兩大合作主體的能源合作對(duì)策,從而為實(shí)現(xiàn)能源合作提供更好的基礎(chǔ)和條件。本文的研究重點(diǎn)是各國(guó)的能源合作模式、機(jī)制及對(duì)策,提倡以企業(yè)間的合作模式為主要合作方式,堅(jiān)持互惠互利的原則,以各國(guó)的共同利益為出發(fā)點(diǎn),從而更好的推進(jìn)這一戰(zhàn)略的實(shí)施。
[Abstract]:The strategy of "Belt and Road" has opened up a new way for our country to break through the current energy bottleneck, and has also provided a new choice for the economic development of the countries along the route. However, energy cooperation involves many sensitive issues, such as national factors, geopolitical factors, regional energy development and cooperation, and affects the national energy security, strategy and trade of all countries. Therefore, energy cooperation between China and the countries along the "Belt and Road" line, It is not only a great opportunity but also a great challenge to solve the problem of energy security in our country. How to achieve a win-win situation in energy cooperation with other countries and find the balance of cooperation is of great importance to the implementation of Belt and Road's strategy and a key node of China's energy strategy in the new era. Therefore, reasonable and effective models, mechanisms and countermeasures are essential for the energy cooperation between China and the countries along "Belt and Road", which is also the practical significance of this study. Firstly, this paper analyzes the background and significance of Belt and Road's strategy, summarizes the current research situation of energy cooperation at home and abroad, and studies the basic theory of international energy cooperation. After that, the paper deeply analyzes China's energy status and energy strategy, analyzes the current situation and fields of energy cooperation between China and the countries along "Belt and Road", and puts forward the mode and mechanism of energy cooperation between China and the countries along the "Belt and Road" route. Finally, the countermeasures of energy cooperation are put forward. This paper analyzes the important problem of energy cooperation from two dimensions of qualitative and quantitative analysis through the method of normative analysis, and explains the urgency of energy cooperation between China and the countries along the route through the analysis of the current situation of energy in China. Through the analysis of the current situation of cooperation between China and other countries, this paper explains the possibility of further energy cooperation under Belt and Road's strategy. Combining the particularity of this strategy, it puts forward that the cooperation between governments should be the foundation and the cooperation between enterprises as the main axis. At the same time, the bilateral or multilateral cooperation mode, which is dominated by Chinese enterprises, mainly in joint operations, provides a new model for the cooperation between Chinese energy enterprises and energy enterprises in resource countries. It provides new possibilities for the further development of energy trade in various countries. At the same time, it puts forward the key operating mechanism of energy cooperation with countries, such as transportation security mechanism, collective action mechanism, energy dialogue mechanism and Yindan cooperation mechanism, and puts forward the energy cooperation countermeasures aimed at the two major cooperative subjects of government and enterprise. Thus provides a better basis and conditions for the realization of energy cooperation. The research focus of this paper is on the energy cooperation modes, mechanisms and countermeasures of various countries. It advocates taking the cooperation mode among enterprises as the main mode of cooperation, adhering to the principle of mutual benefit and taking the common interests of all countries as the starting point.
