【摘要】：正1.深化能源商品價格形成機(jī)制改革必須破除壟斷。要破除石油、天然氣和電力三大行業(yè)各種形式的行政性壟斷,放開市場準(zhǔn)入。在油氣領(lǐng)域,經(jīng)由先易后難、逐步推進(jìn)的策略,可先打破原油和成品油進(jìn)口環(huán)節(jié)的行政性壟斷,其余各個領(lǐng)域和環(huán)節(jié)將基本形成競爭性的市場。此時,成品油價格、天然氣價格、上網(wǎng)電價和銷售電價均可適時放開。2.推進(jìn)企業(yè)制度和產(chǎn)權(quán)制度的改革�，F(xiàn)行的能源管理體制存在政企不分、利益固化,政策
