中國(guó)能源發(fā)展與經(jīng)濟(jì)增長(zhǎng)的協(xié)調(diào)狀況:實(shí)證研究與提升路徑

【摘要】:當(dāng)前中國(guó)能源發(fā)展與經(jīng)濟(jì)增長(zhǎng)之間協(xié)調(diào)與沖突并存。一方面兩者間存在著長(zhǎng)期均衡關(guān)系,呈現(xiàn)出較強(qiáng)的關(guān)聯(lián)性,另一方面產(chǎn)業(yè)結(jié)構(gòu)與能源發(fā)展矛盾突出、能源過度不合理使用導(dǎo)致經(jīng)濟(jì)代價(jià)高昂。本文創(chuàng)建能源、經(jīng)濟(jì)綜合發(fā)展水平指標(biāo)體系,借助主成分分析法和模糊數(shù)學(xué)隸屬度函數(shù)進(jìn)行能源-經(jīng)濟(jì)系統(tǒng)協(xié)調(diào)度測(cè)算,結(jié)果表明:2000年至2012年間,中國(guó)能源-經(jīng)濟(jì)系統(tǒng)協(xié)調(diào)程度屬中度協(xié)調(diào)水平,協(xié)調(diào)度平均值為0.7083。但由于受國(guó)內(nèi)宏觀經(jīng)濟(jì)形勢(shì)、資源瓶頸約束、國(guó)際金融危機(jī)等多種因素影響,協(xié)調(diào)度波動(dòng)性大,距離穩(wěn)定的優(yōu)質(zhì)協(xié)調(diào)發(fā)展目標(biāo)還有較長(zhǎng)距離。建議政府通過推行"龍頭企業(yè)引領(lǐng)發(fā)展"的模式體系、加大對(duì)第三產(chǎn)業(yè)的支持力度、大力發(fā)展非常規(guī)石油、改革對(duì)國(guó)有企業(yè)的考核方式、引導(dǎo)國(guó)際產(chǎn)業(yè)有序轉(zhuǎn)移等策略,進(jìn)一步提升中國(guó)能源發(fā)展與經(jīng)濟(jì)增長(zhǎng)的協(xié)調(diào)狀態(tài)。
[Abstract]:At present, the coordination and conflict between energy development and economic growth in China coexist. On the one hand, there is a long-term equilibrium relationship between the two, showing a strong correlation, on the other hand, the contradiction between industrial structure and energy development is prominent, and excessive irrational use of energy leads to high economic costs. In this paper, the index system of energy and economic development level is established, and the coordination degree of energy-economy system is calculated by principal component analysis and fuzzy mathematical membership function. The results show that: from 2000 to 2012, The coordination level of China's energy-economy system is moderate, and the average degree of coordination is 0.7083. However, due to the domestic macroeconomic situation, resource bottleneck constraints, the international financial crisis and other factors, the degree of coordination is volatile, and there is still a long way from the stable quality of coordinated development goals. It is suggested that the government should strengthen its support for the tertiary industry, vigorously develop unconventional oil, reform the assessment methods for state-owned enterprises, and guide the orderly transfer of international industries through the implementation of a "leading enterprise leading development" model system. We will further enhance the coordination between energy development and economic growth in China.
