【摘要】：正經(jīng)歷數(shù)次征求意見,"十三五"能源規(guī)劃出臺在即。"十三五"期間我國能源消費總量計劃控制在5Gt標準煤以內,其中煤炭消費基本達到峰值,總量控制在4.1Gt以內,比重降低到58%以下,而非化石能源消費比重則提高到15%以上。與"十二五"不同,未來5年能源發(fā)展的首要政策取向是調整存量、做優(yōu)增量,積極化解過剩產(chǎn)能。"十三五"前3年原則上不上新的煤炭、煉油項目,而煤電、煤化工的核準"冰凍期"則是2a。同時明確提出放緩風電、光伏發(fā)展節(jié)奏,力爭用2a時間將棄風、棄光率
[Abstract]:Is experiencing several requests for comments, "the 13 th-5-year-old energy plan is coming on the horizon." During the 13th Five-Year Plan, the total energy consumption in China was controlled within 5Gt standard coal, in which the coal consumption reached the peak basically, the total energy consumption was controlled within 4.1 Gt, the proportion of total energy consumption was reduced to less than 58%, and the proportion of non-fossil energy consumption increased to more than 15%. Different from the 12th Five-Year Plan, the primary policy orientation of energy development in the next five years is to adjust the stock, make the best increment, and actively eliminate overcapacity. " In the first three years of the 13th Five-Year Plan, no new coal and oil refining projects were found in principle, while the "freezing period" of coal, electricity and coal chemical industry was 2a. At the same time, it is clearly proposed to slow down wind power and photovoltaic development rhythm, and strive to use 2a time to abandon wind and light rate.
