【摘要】：土地利用現(xiàn)狀變更調(diào)查是國(guó)家全面掌握土地利用變化情況,獲取土地利用現(xiàn)狀數(shù)據(jù)的主要途徑。經(jīng)過(guò)土地調(diào)查工作者的多年努力,形成了國(guó)家制作遙感監(jiān)測(cè)圖斑,地方國(guó)土部門開(kāi)展實(shí)地調(diào)查,國(guó)家組織成果核查的土地變更調(diào)查機(jī)制。由于整個(gè)調(diào)查工作環(huán)節(jié)互有交叉,部門協(xié)調(diào)差,基層人員專業(yè)技能較低,外加流程繁瑣,時(shí)間緊任務(wù)重,導(dǎo)致調(diào)查工作效率低、成果質(zhì)量差的問(wèn)題突出。減少土地變更調(diào)查工作反復(fù)過(guò)程和中間工作量,用信息化確保土地利用調(diào)查工作的規(guī)范性、科學(xué)性,提高調(diào)查工作效率與質(zhì)量,在當(dāng)前形勢(shì)下尤為重要。GIS作為空間數(shù)據(jù)管理的有力工具廣泛應(yīng)用于土地變更調(diào)查中,建立基于WebGIS的土地利用現(xiàn)狀調(diào)查管理系統(tǒng)可以實(shí)現(xiàn)對(duì)變更調(diào)查工作及土地利用數(shù)據(jù)的高效管理與應(yīng)用,具有一定的實(shí)用價(jià)值與研究意義。論文依據(jù)土地變更調(diào)查相關(guān)標(biāo)準(zhǔn)和規(guī)范,以某地市土地變更調(diào)查的實(shí)際作業(yè)模式為研究對(duì)象,根據(jù)用戶對(duì)土地變更調(diào)查的業(yè)務(wù)需求,設(shè)計(jì)開(kāi)發(fā)基于WebGIS 土地變更調(diào)查管理系統(tǒng)。論文采用WebGIS技術(shù)、Ajax技術(shù)、Java服務(wù)等技術(shù)集成到土地變更調(diào)查管理系統(tǒng)中,使用關(guān)系型數(shù)據(jù)庫(kù)MySQL來(lái)管理監(jiān)測(cè)圖斑數(shù)據(jù),使用OGC標(biāo)準(zhǔn)地圖服務(wù)作為工作底圖,以Java后臺(tái)服務(wù)進(jìn)行系統(tǒng)業(yè)務(wù)相關(guān)數(shù)據(jù)的獲取、更新。論文總結(jié)了國(guó)內(nèi)外土地變更調(diào)查工作的發(fā)展過(guò)程,并詳細(xì)的闡述我國(guó)現(xiàn)階段土地變更調(diào)查的流程;同時(shí)介紹了系統(tǒng)實(shí)現(xiàn)有關(guān)的Ajax技術(shù)的基礎(chǔ),單頁(yè)網(wǎng)頁(yè)SPA技術(shù)的理論與實(shí)現(xiàn),基于Restful風(fēng)格的Java后臺(tái)服務(wù)技術(shù),它們是構(gòu)建WebGIS系統(tǒng)的技術(shù)支撐;對(duì)國(guó)土局等相關(guān)單位的對(duì)于土地變更調(diào)查工作的需求進(jìn)行深入的分析,緊接著進(jìn)一步分析了系統(tǒng)的功能需求,完成了基于B/S模式的系統(tǒng)總體設(shè)計(jì)以及系統(tǒng)數(shù)據(jù)庫(kù)概要設(shè)計(jì);設(shè)計(jì)了新的土地變更調(diào)查管理方案,綜合調(diào)查任務(wù)的下發(fā)、上傳和管理過(guò)程,采用了前后端分離技術(shù)對(duì)系統(tǒng)進(jìn)行設(shè)計(jì),完成系統(tǒng)的建設(shè)。系統(tǒng)已經(jīng)用于山東省某地市土地變更調(diào)查實(shí)際工作,證明系統(tǒng)的科學(xué)性和實(shí)用價(jià)值。
[Abstract]:The investigation of land use status change is the main way for the country to master the land use change situation and obtain the land use status data. Through the efforts of land surveyors for many years, a land change investigation mechanism has been formed in which the state makes remote sensing monitoring maps, the local land departments carry out field investigations, and the state organizes results verification. Because of the intersection of the whole investigation work, the poor coordination of the departments, the low professional skills of the grass-roots personnel, the complicated process and the heavy time and task, the efficiency of the investigation work is low and the quality of the results is poor. To reduce the repeated process and intermediate workload of land change investigation, to ensure the standardization and scientificity of land use investigation, to improve the efficiency and quality of land use investigation, GIS, as a powerful tool for spatial data management, is widely used in land change surveys. The establishment of land use status survey management system based on WebGIS can realize the efficient management and application of change investigation and land use data, which has certain practical value and research significance. According to the relevant standards and norms of land change investigation, the paper designs and develops a land change survey management system based on WebGIS, taking the actual operation mode of land change survey in a certain city as the research object, and according to the business demand of the user to the land change survey. In this paper, WebGIS technology, Ajax technology and Java service technology are integrated into the land change survey management system. The relational database MySQL is used to manage the monitoring map spot data, and the OGC standard map service is used as the working background map. The Java background service is used to obtain and update the system business related data. This paper summarizes the development process of land change investigation at home and abroad, and elaborates the process of land change investigation at present in China. At the same time, it introduces the basis of Ajax technology, the theory and implementation of SPA technology of single page, and the Java backstage service technology based on Restful style, which is the technical support of constructing WebGIS system. On the basis of in-depth analysis of the land change investigation requirements of relevant units such as the Bureau of Land and Land, the functional requirements of the system are further analyzed, and the overall design of the system based on the B / S model and the outline design of the system database are completed. A new scheme of land change investigation and management is designed, which synthesizes the process of issuing, uploading and managing the survey task. The system is designed with the technology of front and rear separation, and the construction of the system is completed. The system has been used in the investigation of land change in a certain city of Shandong Province, which proves the scientific and practical value of the system.
