南京消防警用地理信息管理系統(tǒng)的設計與實現(xiàn)

【摘要】:2001年,作為獲取各種信息的重要而獨特的作戰(zhàn)手段,“金盾工程”開始建設城市警用地理信息系統(tǒng)(PGIS)。在這種大環(huán)境下,消防警用GIS技術也開始引起重視,但目前消防GIS系統(tǒng)建設相對獨立,無法整合現(xiàn)有的資源,形成資源孤立、無法共享的局面,消防GIS系統(tǒng)“規(guī)范化、規(guī)模化、品質化”的建設勢在必行。 本人作為南京警用地理信息(GIS)系統(tǒng)項目的參與人,具體負責南京消防GIS系統(tǒng)的基本功能、專業(yè)功能、高級功能三大功能分析設計,在這種背景條件下提出了,基于PGIS平臺的南京GIS系統(tǒng)設計與實現(xiàn)論文課題。 在功能應用方面,南京消防GIS系統(tǒng)實現(xiàn)了以下5點符合消防工作特點的專業(yè)功能: 1.指揮調度。在撥打119電話時,接警員在接聽報警電話或報警求助時,需要將報警信息在地圖上自動定位,,自動定位成功后可顯示報警點周邊的各種信息,并按照消防大隊防火責任區(qū)和中隊滅火責任區(qū)實現(xiàn)快速地理定位。 2.滅火救援。在全市乃至全省范圍內能夠實現(xiàn)跨區(qū)域協(xié)同作戰(zhàn)指揮、火場圖像實時傳送、情報信息檢索、網(wǎng)上滅火演練等功能。 3.預案匹配。根據(jù)消防作戰(zhàn)需求,進行預案庫匹配,如果有相應預案,自動調出預案,根據(jù)地理信息平臺生成相關數(shù)據(jù)。 4.數(shù)據(jù)采集。在消防GIS系統(tǒng)中進行日常消防數(shù)據(jù)采集更新、數(shù)據(jù)管理、應用服務的需要,能夠實現(xiàn)消防地理信息的采集、審核、統(tǒng)計與管理。 5.消防監(jiān)督管理。實現(xiàn)以信息化帶動和促進消防監(jiān)督工作規(guī)范化,確保消防監(jiān)督管理審批流程的貫通和執(zhí)法信息的共享;在消防GIS系統(tǒng)中提供空間火災分析和統(tǒng)計功能等功能。 目前盡管南京消防GIS系統(tǒng)還處于測試階段,但通過南京消防地理信息系統(tǒng)的功能逐步應用,勢必將進一步整合資源,提升消防接處警能力,提高南京消防信息化總體水平,帶動南京消防部隊的數(shù)字化發(fā)展。

In this kind of environment, the fire protection police GIS technology also begins to arouse the attention, but at present the fire protection GIS system construction is relatively independent, cannot integrate the existing resources, forms the resources isolated, cannot share the situation, the fire protection GIS system "standardization, the scale transformation," The construction of quality is imperative. As a participant in the Nanjing Police Geographic Information (GIS) system project, I am specifically responsible for the analysis and design of the basic functions, professional functions and advanced functions of the Nanjing Fire Protection GIS system. Design and implementation of Nanjing GIS system based on PGIS platform. In the aspect of function application, Nanjing fire control GIS system realizes the following five professional functions that accord with the characteristics of fire protection work: 1. Command and dispatch. When calling 119, police officers need to automatically locate the alarm information on the map when they answer the call or call the police for help. After the automatic location is successful, all kinds of information around the alarm point can be displayed. According to the fire prevention responsibility area of fire brigade and the fire fighting responsibility area of the middle team, fast geographical positioning is realized. 2. Fire-fighting and rescue. In the whole city and even in the whole province, the functions of cross-region coordinated combat command, real-time transmission of fire scene image, information retrieval, online fire fighting exercise and so on can be realized. 3. Match the plan. According to the need of fire fighting, the database matches the plan, if there is a corresponding plan, the plan is automatically sent out, and the relevant data are generated according to the geographic information platform. 4. Data collection The daily fire data collection and update, data management and application service in the fire control GIS system can realize the collection, audit, statistics and management of fire protection geographic information. 5. Fire control supervision and management. To realize the standardization of fire control supervision by information technology, to ensure the flow of examination and approval of fire supervision management and the sharing of law enforcement information, and to provide the functions of space fire analysis and statistics in the fire control GIS system. At present, although the Nanjing Fire Control GIS system is still in the testing stage, the gradual application of the functions of the Nanjing Fire Control Geographic Information system is bound to further integrate resources, enhance the ability of fire fighting and handling, and improve the overall level of fire information in Nanjing.
