【摘要】：地理信息是國家重要的基礎(chǔ)性、戰(zhàn)略性資源,廣泛應(yīng)用于經(jīng)濟(jì)建設(shè)、國防建設(shè)和社會(huì)發(fā)展。隨著信息通信技術(shù)的快速發(fā)展及近年來失泄密大案要案的逐年增加,地理信息安全監(jiān)管問題備受關(guān)注,甚而被提上事關(guān)國家安全的戰(zhàn)略議程。安全監(jiān)管漏洞之所以存在,首要的也是根本的原因在于監(jiān)管體制機(jī)制僵化。此外,法律法規(guī)的不健全、監(jiān)管技術(shù)手段的落后以及監(jiān)管環(huán)境的惡劣加重了安全隱患。為維護(hù)國家安全利益,進(jìn)一步促進(jìn)地理信息產(chǎn)業(yè)發(fā)展,當(dāng)前亟需構(gòu)建一張廣覆蓋的地理信息安全網(wǎng),注重實(shí)現(xiàn)地理信息共享與安全保密的平衡。 本文主要由五部分構(gòu)成。第一部分為全文的導(dǎo)論部分,主要從選題的緣由及研究意義,論文所涉及的國內(nèi)外的研究現(xiàn)狀,論文結(jié)構(gòu),研究方法和研究的著力點(diǎn)等幾個(gè)方面導(dǎo)入全文。第二部分從基本概念與基本理論入手,對(duì)地理信息、信息安全和地理信息安全的含義和特征進(jìn)行界定,以期進(jìn)入地理信息場(chǎng)域。進(jìn)而運(yùn)用相關(guān)理論分析工具對(duì)地理信息安全監(jiān)管作理論剖析,從而為全文提供理論支撐。第三部分是我國地理信息安全監(jiān)管不力的原因分析。在現(xiàn)狀基礎(chǔ)上,分析地理信息安全監(jiān)管不力的問題所在,為下文提出解決之道提供依據(jù)。第四部分是借鑒國外地理信息安全監(jiān)管成功經(jīng)驗(yàn)。由于國內(nèi)地理信息產(chǎn)業(yè)發(fā)展起步較晚,因而國外在地理信息安全監(jiān)管領(lǐng)域的部分成功經(jīng)驗(yàn)值得借鑒。第五部分是在結(jié)合我國現(xiàn)有實(shí)情的基礎(chǔ)上,提出加強(qiáng)我國地理信息安全監(jiān)管的路徑選擇。全文主要圍繞地理信息安全監(jiān)管體制機(jī)制,法律法規(guī)、技術(shù)手段及監(jiān)管環(huán)境四個(gè)維度展開論述,積極尋求搭建維護(hù)地理信息安全的監(jiān)管系統(tǒng),以保障國家安全、促進(jìn)經(jīng)濟(jì)社會(huì)發(fā)展。
[Abstract]:Geographical information is an important basic and strategic resource, which is widely used in economic construction, national defense construction and social development. With the rapid development of information and communication technology and the increasing number of important cases in recent years, the supervision of geographic information security has attracted much attention, and has even been put on the strategic agenda of national security. The most important reason for the existence of safety regulatory loopholes is the ossification of the regulatory system. In addition, the imperfect laws and regulations, the backwardness of the technical means of supervision and the poor regulatory environment have aggravated the hidden dangers of safety. In order to safeguard the interests of national security and further promote the development of geographic information industry, it is urgent to construct a geographical information safety net covered by Zhang Guang and to realize the balance between geographic information sharing and security and secrecy. This paper is mainly composed of five parts. The first part is the introduction of the full text, mainly from the reasons and research significance of the topic, the domestic and foreign research status, the structure of the paper, the research methods and the focus of the research into the full text. The second part starts with the basic concepts and theories and defines the meaning and characteristics of geographic information, information security and geographic information security, in order to enter the geographical information field. Then, the paper makes a theoretical analysis on the supervision of geographic information security by using relevant theoretical analysis tools, thus providing theoretical support for the full text. The third part is the analysis of the reasons for the weak supervision of geographical information security in China. On the basis of the present situation, this paper analyzes the problems of weak supervision of geographic information security, and provides the basis for the following solutions. The fourth part is to draw lessons from the successful experience of foreign geographical information security supervision. Due to the late development of domestic geographic information industry, some successful experiences in the field of geographic information security supervision abroad are worth learning. The fifth part puts forward the path choice to strengthen the supervision of geographic information security in our country on the basis of the present situation of our country. This paper mainly discusses the four dimensions of supervision system mechanism, laws and regulations, technical means and regulatory environment of geographic information security, and actively seeks to build a supervisory system to safeguard the security of geographical information in order to ensure national security. Promoting economic and social development.
